Summary
Coach and Equipment Mfg, Corp. (Coach and Equipment) is recalling certain 2016-2023 Phoenix transit buses equipped with Roush fuel return lines included in GEN 4 and GEN 5 LPG Conversion Systems that were installed on vehicles sold or registered in Connecticut, Delaware, Illinois, Indiana, Iowa, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, Washington D.C., West Virginia, and Wisconsin. The zinc-plating on the fuel return line may break away when contacted by road debris, causing two dissimilar metals on the fuel line to contact each other and corrode.
Remedy
Dealers will replace the fuel return lines, free of charge. Owner notification letters were mailed December 19, 2022. Owners may contact Coach and Equipment customer service at 1-800-724-8464.

WHAT IS BEING RECALLED:
This recall applies to approximately 353 Coach and Equipment Mfg. Corp. Phoenix buses installed with a Roush CleanTech Gen 4 or Gen 5 LPG fuel system manufactured between January 1, 2016, and March 31, 2023 and operated in the Salt Belt states.
WHY IS IT BEING RECALLED:
Roush CleanTech has determined that the zinc plated carbon steel fitting on the fuel return line in its Gen 4 and Gen 5 LPG fuel systems may corrode over time due to exposure to salt spray, particularly where impacts from road debris have damaged the protective coating that had been applied to the fitting. Such corrosion could lead to failure of the fuel return line fitting, which would result in a leak of liquid propane fuel, which would create a risk of fire.
Roush CleanTech, LLC has not issued instructions to stop driving your vehicle under this safety recall. However, in the event that you detect a LPG fuel leak, please stop driving your vehicle, park it outdoors in a well-ventilated area, and contact Roush CleanTech, LLC immediately at 1-800-597-6874 to make arrangements for an interim remedy.
WHAT YOU AS THE (OWNER/ OPERATOR) SHOULD DO:
The newly designed fuel return line (the remedy part) is not expected to be available until the end of the first quarter of 2023. Once these parts are available, the end users are to contact Roush CleanTech at 1-800-59-ROUSH or Support @ ROUSHCleanTech.com to arrange for parts and schedule repairs at an authorized repair center.
WHAT COACH AND EQUIPMENT MFG. CORP. / ROUSH CLEANTECH, LLC WILL DO:
Coach and Equipment incorporation with Roush CleanTech, LLC will provide the materials and the cost of labor for replacing defective parts. This remediation is to be conducted by Roush CleanTech, LLC authorized service centers.
Chronology :
We initially received a letter from Roush CleanTech on 8/1/2022 and an email on 10/27/2022 from the NHTSA. These communications explained the safety defect. Currently we have not had any warranty claims, field or service reports due to this issue. We were made aware of this safety defect through Roush CleanTech’s Part 573 Safety Recall Report 22E-049.and a letter they sent to us.

On June 9, 2022, the National Highway Traffic Safety Administration (“NHTSA”) accepted ROUSH’s defect information report notifying NHTSA of Roush’s determination that a defect relating to motor vehicle safety exists on some of its LPG systems due to this potential corrosion concern. However, because the corrosion at issue here occurs only in the presence of significant amounts of road salt, ROUSH’s defect determination applies only to LPG systems installed on vehicles originally or currently registered in the following states: Connecticut, Delaware, District of Columbia, Illinois, Indiana, Iowa, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, and Wisconsin. Production Dates : JAN 01, 2016 – MAR 31, 2023 VIN Range 1 : Begin : NR End : NR Not sequential Description of Defect : Description of the Defect : Some zinc-plated carbon steel fuel return line fittings on Gen 4 and Gen 5 Roush CleanTech LPG fuel conversion kits installed on vehicles operated in Salt Belt states have exhibited galvanic-reaction-caused corrosion where the stainless-steel crimp collar on the fuel return line contacts the zinc-plated carbon steel fitting, if the zinc plating has been compromised by road debris pecking. If this occurs there is risk that the fuel fine fitting could corrode to the point where LPG fuel will leak, FMVSS 1 : NR FMVSS 2 : NR Description of the Safety Risk : If the fuel return line leaks it could increase the risk of fire. Description of the Cause : Galvanic reaction can occur in Salt Belt states road conditions ( i.e., combination of road debris pecking on the zinc plated carbon steel fitting, and road salt and moisture from snow / ice / water. ) This galvanic reaction can create the potential for compromised zinc plating to corrode the carbon steel LPG fuel return line fittings where the stainless-steel crimp collar contacts the fitting. Description of Remedy : Description of Remedy Program : The newly designed fuel return line ( the remedy part ) is not expected to be available from Roush CleanTech until the end of the first quarter of 2023. Once these parts are available the end users are to contact Roush CleanTech to schedule repairs. The end users must contact Roush Cleantech at 1-800-59-ROUSH or Support @ ROUSHCleanTech.com to make arrangements for parts and repair at an authorized repair center. All parts and material will be supplied by Roush, and Roush will cover all labor costs. This was cut in their production during December 2021, but the fuel return lines will still need to be replaced on any units with the interim fix that are operated in the Salt Belt states.
