May 16, 2023 NHTSA CAMPAIGN NUMBER: 23V348000
Turn Signal Malfunction/FMVSS 108
A nonfunctioning exterior turn signal may not notify other drivers of a turning vehicle, increasing the risk of a crash.
NHTSA Campaign Number: 23V348000
Manufacturer Daimler Trucks North America, LLC
Components EXTERIOR LIGHTING, ELECTRICAL SYSTEM
Potential Number of Units Affected 47
Summary
Daimler Trucks North America, LLC (DTNA) is recalling certain 2023 Western Star 57X vehicles. The interior turn signals may flash too quickly and not align with the exterior turn signal flashing. Interior turn signals that consistently flash too quickly may not change their flash rate to alert the driver to replace the bulbs. An exterior turn signal bulb that is burnt out will not illuminate. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”
Remedy
The remedy is currently under development. Owner notification letters are expected to be mailed July 15, 2023. Owners may contact DTNA customer service at 1-800-547-0712. DTNA’s number for this recall is FL975.
Notes
Owners may also contact the National Highway Traffic Safety Administration Vehicle Safety Hotline at 1-888-327-4236 (TTY 1-800-424-9153), or go to www.nhtsa.gov.

Chronology :
On March 31, 2023, DTNA engineering observed a potential noncompliance, suggesting possible difference in rate of flash between instrument cluster turn indicator telltale lamps and exterior turn signals. DTNA promptly began an investigation that revealed that, on a specific population of vehicles built with incorrect headlamp parameters, there is a possibility of turn signal telltale lamps on the instrument cluster flashing at a faster rate than the exterior turn signal lamps. In April 2023, DTNA performed a field seek to identify any related claims. Later in that same month, DTNA’s review found two claims related to turn signal telltale lamps on the instrument cluster flashing at a faster rate. Mid-April 2023, DTNA management reviewed the problem and reasonably determined the turn signal telltale lamps on the instrument cluster were compliant as the issue was believed to be contained in production. However, on May 5, 2023, it was found that some vehicles might have been released into the field with incorrect headlamp parameters. DTNA determined the said telltale lamps did not meet the flash-rate regulations as required by FMVSS 108. Promptly thereafter, on May 16 2023, DTNA made a determination to conduct a voluntary non-compliance recall on affected Western Star 57X vehicles built within the above-mentioned manufacturing date range that are equipped with the incorrect headlamp parameters. On May 24, 2023, updated the risk statement per email with RMD.

FMVSS 108 requires the turn signal pilot indicator to have one or more lights flashing at the same frequency as the turn signal lamps. Basis for Determination of the Recall Population: Vehicles built with a particular headlamp parameter. Number potentially involved: 47 Estimated percentage of involved with defect: 1% Defect / Noncompliance Description For this Defect/Noncompliance: Describe the defect or noncompliance: On certain Western Star 57X 2023 vehicles fail to conform to the Federal Motor Vehicle Safety Standard No. 108 Lamp, Reflective Devices and Associated Equipment, requires the turn signal pilot indicator to have one or more lights flashing at the same frequency as the exterior turn DAIMLER TRUCK NORTH AMERICA | 4555 N CHANNEL AVE, PORTLAND, OR 97217 | 503.745.8000 | WWW.DAIMLERTRUCKNORTHAMERICA.COM signal lamps. This may result in the operator wrongly assuming that, there is a fault in the turn signal system. Describe the safety risk: On the affected vehicles, Western Star 57X, MY 2023 fail to conform to the Federal Motor Vehicle Safety Standard No. 108 Lamp, Reflective Devices and Associated Equipment. Interior turn signal indicators may flash at a faster rate. The driver does not see a change of state when a bulb is out, and thus may drive with a nonfunctioning exterior turn signal, increasing the risk of a crash. Identify any warning, which can precede or occur: The defect will be apparent because the turn signal telltale lamps on the instrument cluster flashes at a faster rate than normal operation. If applicable, identify the manufacturer of the defective or noncompliant component: Daimler Truck North America Involved Components Component Name: Headlamp Software Parameter Component Description: Headlamp Software Parameter Component Part Number: 81Z-006 Component’s country of origin: USA Business address: 4747 N Channel Ave, Portland, OR 97217 Business Contact Information: First / Last Name: Sam Geser Position: Product Defect Investigation Engineering Manager Email: sam.geser@daimlertruck.com Phone: 503-381-7736 Chronology of Defect / Noncompliance Determination On March 31, 2023, DTNA engineering observed a potential noncompliance, suggesting possible difference in rate of flash between instrument cluster turn indicator telltale lamps and exterior turn signals. Later in DAIMLER TRUCK NORTH AMERICA | 4555 N CHANNEL AVE, PORTLAND, OR 97217 | 503.745.8000 | WWW.DAIMLERTRUCKNORTHAMERICA.COM that same month, DTNA’s review found two claims related to turn signal telltale lamps on the instrument cluster flashing at a faster rate. Identify the Remedy DTNA is preparing remedy and is currently under development. Repairs will be performed free of charge by Daimler Truck North America authorized service facilities. Details of the reimbursement plan will be included in the owner’s notification letter. Owners are directed to seek reimbursement through authorized dealers.
