Stuck Park Valve Module May Cause Rollaway
A PVM that fails to move into park can cause a vehicle rollaway, increasing the risk of a crash.

Navistar, Inc. (Navistar) is recalling certain 2023 International HV, HX, LT, RH, and Lonestar vehicles. The Intellipark Tractor Park Valve Module (PVM) may intermittently become stuck in the un-parked position and fail to move into the park position when the park switch is activated.
Remedy
Bendix will replace the Intellipark PVM. Owner notification letters were mailed November 3, 2023. Owners may contact Navistar’s customer service at 1-800-448-7825. Navistar’s number for this recall is 23508.

lntellipark Tractor Park Valve Module (PVM) on certain 2023 International® HV™, HX®, LoneStar®, LT®, and RH™ Series trucks built 05/18/2022 thru 08/08/2023 with feature code 04GBN – (Parking Brake Bendix lntellipark) for Tractor or Truck with Trailer Applications
DEFECT DESCRIPTION
The lntellipark Tractor Park Valve Module (PVM) may intermittently become stuck in the un-parked position and not set the park brake when the park brake switch is pulled on the vehicle dashboard. If a driver detects the lntellipark PVM malfunction indications and does not properly fan down the service brakes, the vehicle may unintentionally move, which increases the likelihood of a crash that may result in property damage or personal injury.
MODELS INVOLVED
This Safety Recall involves certain 2023 International® HV™, HX®, LoneStar®, LT®, and RH™ Series trucks built 05/18/2022 thru 08/08/2023 with feature code 04GBN – (Parking Brake Bendix lntellipark) for Tractor or Truck with Trailer Applications.

SERVICE PROCEDURE
1. Park vehicle on flat surface.
2. Shift transmission to Park or Neutral and set parking brake.
3. Turn vehicle ignition key to OFF position.
4. Install wheel chocks.
5. Remove driver-side front cab skirt, if equipped.
6. Drain air tanks.
NOTE: The LT and HX Series park valve module is located on the cab floor under the driver-side door. The HV Series park valve module is located under the center of the cab.
7. If necessary, reposition air horn (Figure 1, Item 2).
8. Access park valve module (Figure 1, Item 1 ).
9. Record air line, electrical, and solenoid connection locations on module (Figure 2, Item 1) for reinstallation.
10. Disconnect four vehicle air lines (Figure 2, Item 3) from module air line stubs.
11. Disconnect two electrical sensor connectors (Figure 2, Item 4).
12. Disconnect two solenoid connectors (Figure 2, Item 2).
NOTE: The LT PVM mounting bracket includes a welded stud in the front fastener location. The rear mounting bracket location is attached with a bolt and flanged nut.
NOTE: The LT PVM assembly can be removed by tilting the rear of the mounting bracket downward while pushing the front upward.
13. Remove PVM module assembly from vehicle:
a) LT Series: Remove the mounting bracket front fastener (Figure 2, Item 6) from the air line support bracket(s) and cab floor crossmember. Save for reuse.
b) LT Series: Remove the mounting bracket rear fastener (Figure 2, Item 5) from the air line support bracket(s) and cab floor crossmember. Save for reuse.
c) HX and HV Series: Remove mounting bracket fasteners (Figures 3 & 4, Item 1) from air line support bracket(s) and cab floor crossmembers. Save for reuse.
14. Place assembly on work bench.
15. Transfer color-coded air line stubs to their color-coded ports on new module.
16. Remove three fastener assemblies (Figure 5, Item 2) from mounting bracket (Figure 5, Item 1 ). Save fasteners for reuse.
17. Remove module from mounting bracket (Figure 5, Item 1).
18. Position new module to mounting bracket (Figure 5, Item 1).
19. Install three fastener assemblies (Figure 5, Item 2) to secure module to mounting bracket (Figure 5, Item 1 ).
20. Using a backup wrench and torque wrench, tighten fasteners to 13-17 lb-ft (18-23 N·m).
NOTE: The LT PVM assembly can be installed by positioning the front mounting bracket (with welded stud) through hole on top of cab floor crossmember while tilting the rear of the mounting bracket downward and positioning mounting bracket hole over the bottom of the floor crossmember.
21. Position and align PVM module assembly into vehicle:
a) LT Series: Align and position air line support brackets onto welded stud of mounting bracket. Install mounting bracket front fastener (Figure 2, Item 6) securing air line support brackets and PVM mounting bracket to cab floor cross member.
b) LT Series: Align and position PVM mounting bracket over bottom channel of cab floor crossmember channel.
c) LT Series: Install previously removed bolt through top of cab floor crossmember channel into rear location of PVM mounting bracket and air line support brackets. Loosely install nut to mounting bracket rear fastener (Figure 2, Item 5).
d) LT Series: Using torque wrench and backup wrench, tighten mounting bracket front and rear fasteners to 19-21 lb-ft (26-28 N·m).
e) HX and HV Series: Position PVM mounting bracket to cab floor and loosely install previously removed fasteners (Figures 3 & 4, Item 3). Using torque wrench and backup wrench, tighten mounting bracket front and rear fasteners to 19-21 lb-ft (26-28 N·m).
22. Using previously recorded locations, connect the two solenoid connectors (Figure 2, Item 2) to PVM (Figure 2, Item 1 ).
23. Using previously recorded locations, connect two electrical sensor connectors (Figure 2, Item 4) to PVM.
24. Using previously recorded locations, connect four vehicle air lines (Figure 2, Item 3) to the stub air lines on module (Figure 2, Item 1 ).
25. If necessary, position and install air horn.
26. Start vehicle and allow air tanks to fill to full system pressure.
27. Turn ignition to OFF position.
28. Inspect for leaks. Repair if necessary.
29. Install driver-side front cab skirt, if equipped, and tighten bolts to .35 lb-ft (47 N·m).
30. Remove wheel chocks.

- 02/20/2023 – Navistar Engineering and Product Compliance initiate an investigation to determine the possible vehicle level impact to International products.
- 02/27/2023 – Navistar Engineering and Bendix meet to determine root cause investigation.
- 03/02/2023 – Navistar completes warranty analysis and found no instances of failure to park occurring with Navistar vehicles.
- 03/6/2023 – Engineering and Product Compliance finalize their investigation and the suspect population.
- 03/09/2023 – Navistar declares a Safety Recall.

Navistar has decided that a defect which relates to motor
vehicle safety exists in certain 2023 HV®, HX®,

Park Brake) for Tractor or Truck with Trailer Applications.
REASON FOR THIS RECALL
The lntellipark Tractor Park Valve Module (PVM) may
intermittently become stuck in the un-parked position and
not set the park brake when the park brake switch is pulled
on the vehicle dashboard.
RISK TO MOTOR VEHICLE SAFETY
If a driver does detect the lntellipark PVM malfunction
indications and does not properly fan down the service
brakes, the vehicle may unintentionally move which
increases the likelihood of a crash that may result in
property damage or personal injury.
DEFECT REMEDY
A remedy and remedy program have not been identified.
When the remedy has been developed and parts become
available, you will be notified of additional actions you
should take.
ACTIONS YOU SHOULD TAKE
To minimize the potential risk of this defect in the
interim period, please assume the parking brake does
not set when the park brake switch Is pulled; turn the
ignition to Key OFF position. Repeatedly apply the
service brake to evacuate the air supply until low
system pressure sets the park brakes.

The lntellipark Tractor Park Valve Module (PVM) may intermittently become
stuck in the un-parked position and not set the park brake when the park brake
switch is pulled on the vehicle dashboard. If a driver detects the lntellipark PVM

10. Disconnect four vehicle air lines (Figure 2, Item 3) from module air line stubs.
11. Disconnect two electrical sensor connectors (Figure 2, Item 4).
12. Disconnect two solenoid connectors (Figure 2, Item 2).

NOTE: The LT PVM mounting bracket includes a welded stud in the front fastener
location. The rear mounting bracket location is attached with a bolt and flanged
nut.
NOTE: The LT PVM assembly can be removed by tilting the rear of the mounting
bracket downward while pushing the front upward.
13. Remove PVM module assembly from vehicle:
a) LT Series: Remove the mounting bracket front fastener (Figure 2, Item 6) from
the air line support bracket(s) and cab floor crossmember. Save for reuse.
b) LT Series: Remove the mounting bracket rear fastener (Figure 2, Item 5) from
the air line support bracket(s) and cab floor crossmember. Save for reuse.
c) HX and HV Series: Remove mounting bracket fasteners (Figures 3 & 4, Item
1) from air line support bracket(s) and cab floor crossmembers. Save for
reuse.
14. Place assembly on work bench.

15. Transfer color-coded air line stubs to their color-coded ports on new module.
16. Remove three fastener assemblies (Figure 5, Item 2) from mounting bracket
(Figure 5, Item 1 ). Save fasteners for reuse.
17. Remove module from mounting bracket (Figure 5, Item 1).
18. Position new module to mounting bracket (Figure 5, Item 1).
19. Install three fastener assemblies (Figure 5, Item 2) to secure module to mounting
bracket (Figure 5, Item 1 ).

Q 20. Using a backup wrench and torque wrench, tighten fasteners to 13-17 lb-ft (18-23 N·m).

NOTE: The LT PVM assembly can be installed by positioning the front mounting
bracket (with welded stud) through hole on top of cab floor crossmember while
tilting the rear of the mounting bracket downward and positioning mounting
bracket hole over the bottom of the floor crossmember.
21. Position and align PVM module assembly into vehicle:
a) LT Series: Align and position air line support brackets onto welded stud of
mounting bracket. Install mounting bracket front fastener (Figure 2, Item 6)
securing air line support brackets and PVM mounting bracket to cab floor
cross member.
b) LT Series: Align and position PVM mounting bracket over bottom channel of
cab floor crossmember channel.
c) LT Series: Install previously removed bolt through top of cab floor
crossmember channel into rear location of PVM mounting bracket and air line
support brackets. Loosely install nut to mounting bracket rear fastener (Figure 2,
Item 5).
d) LT Series: Using torque wrench and backup wrench, tighten mounting bracket
front and rear fasteners to 19-21 lb-ft (26-28 N·m).
e) HX and HV Series: Position PVM mounting bracket to cab floor and loosely
install previously removed fasteners (Figures 3 & 4, Item 3). Using torque
wrench and backup wrench, tighten mounting bracket front and rear fasteners to
19-21 lb-ft (26-28 N·m).
22. Using previously recorded locations, connect the two solenoid connectors (Figure
2, Item 2) to PVM (Figure 2, Item 1 ).
23. Using previously recorded locations, connect two electrical sensor connectors
(Figure 2, Item 4) to PVM.
24. Using previously recorded locations, connect four vehicle air lines (Figure 2, Item
3) to the stub air lines on module (Figure 2, Item 1 ).
25. If necessary, position and install air horn.
26. Start vehicle and allow air tanks to fill to full system pressure.
27. Turn ignition to OFF position.
28. Inspect for leaks. Repair if necessary.

29. Install driver-side front cab skirt, if equipped, and tighten bolts to .35 lb-ft (47 N·m). Q

The National Traffic and Motor Vehicle Safety Act, as amended, provides that
each vehicle that is subject to a vehicle recall campaign must be adequately
repaired within a reasonable time after the owner has tendered it for repair. A
failure to adequately repair within 60 days after a tender of a vehicle is prima
facie evidence of failure to repair within a reasonable time. If the condition is not
adequately repaired within 60 days, the owner may be entitled to replacement
with an identical or reasonable equivalent vehicle at no charge, or to a refund of
the purchase price less a reasonable allowance for depreciation.
Dealers must correct all vehicles subject to this campaign at no charge to the
owner, regardless of mileage, age of vehicle, or ownership, from this time
forward.
Dealers should proceed immediately to make necessary correction to units in

Description of the Defect : As reported in Bendix’s recall 23E-015; The Intellipark Tractor Park Valve Module (PVM) may intermittently become stuck in the un-parked position and may not transition from un-parked to parked when the Park Switch is pulled on the vehicle dashboard.

Description of the Safety Risk : AS reported in Bendix’s recall 23E-015; An Intellipark PVM that
intermittently becomes stuck in the un-parked position does not allow the vehicle spring brakes to exhaust when the driver pulls the Park Switch. The vehicle must be parked by depleting air storage by fanning-down the air brake system with the service brake pedal. If a driver does detect the Intellipark PVM malfunction indications and does not properly fan down the brakes, the vehicle may unintentionally move which increases the likelihood of a crash.
Description of the Cause : • As reported in Bendix recall 23E-015; Mechanical components in the PVM that are at the upper limit of the design specification and other tolerance stack-ups allow for excessive internal air leakage. The internal leakage does not allow pressure to build properly when the pilot solenoid is activated. Identification of Any Warning
that can Occur : As reported in Bendix recall 23E-015; Park Indication LEDs on the park switch remain off after the Park Switch is pulled indicating that the spring brake system has not exhausted and the vehicle is not parked. Audible exhaust sounds that are typically heard as an air-braked vehicle is parked, will not be heard indicating that the vehicle has not parked. The vehicle manufactures have implemented dash display indications and alerts indicating that the vehicle has not parked in response to pulling the Park Switch. • 02/20/2023 – Navistar Engineering and Product Compliance initiate an investigation to determine the possible vehicle level impact to International products.
• 02/27/2023 – Navistar Engineering and Bendix meet to determine root cause investigation.
• 03/02/2023 – Navistar completes warranty analysis and found no instances of failure to park occurring with Navistar vehicles.

Description of Remedy Program : • Navistar Engineering is validating the Bendix remedy on it’s
International brand trucks and will update Navistar’s remedy when validation is completed and determines remedy.
• Navistar’s plan for reimbursement of pre-notification remedies, on file with NHTSA and dated 05/06/2022, applies and reimbursement instructions will be included in the customer notification.
• An Interim notice will be mailed to affected customers advising them of the concern and the actions they should take when applying the park brake until a final remedy is developed. How Remedy Component Differs from Recalled Component :

• Navistar’s plan for reimbursement of pre-notification remedies, on file with NHTSA and dated 05/06/2022, applies and reimbursement instructions will be included in the customer notification.
• An Interim notice will be mailed to affected customers advising them of the concern and the actions they should take when applying the park brake until a final remedy is developed. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : As reported in Bendix recall 23E-015; the remedy PVM include improved dimensional controls and O-ring squeeze which eliminates the potential internal leak.
