Summary
Navistar, Inc. (Navistar) is recalling certain 2022-2024 International HV, International MV trucks, and 2022-2023 IC Bus TC commercial buses. When the parking brake is applied, the automatic transmission is still in drive or reverse position, and the stationary power take-off (PTO) switch is engaged by the operator, the engine may rev and overcome the parking brake’s ability to keep the vehicle from moving.
Remedy
Dealers will update the Cummins ECM software, free of charge. Owner notification letters are expected to be mailed April 24, 2023. Owners may contact Navistar’s customer service at 1-800-448-7825. Navistar’s number for this recall is 23504. This recall expands previous NHTSA recall number 20V-810.

Stationary Variable Engine Speed Control /Stationary PTO on certain 2022 thru 2024 International® HV™ and MV™ Series trucks built 01/08/2021 thru 02/10/2023; 2022 and 2023 IC Bus® TC Series commercial buses built 03/30/2021 thru 06/10/2022 with feature code 12VXT (Engine Speed Control; Electronic, Stationary, Variable Speed) or 12VXU (Engine Speed Control for PTO; Electronic, Stationary Pre-Set, Two Speed Settings)
DEFECT DESCRIPTION
On certain vehicles equipped with an automatic transmission, if the automatic transmission is still in drive or reverse position and the stationary variable engine speed control or stationary PTO switch is engaged, the engine RPM could ramp up and may overcome parking brake hold capability, resulting in possible unexpected vehicle movement. Unexpected movement of the vehicles from the park position can increase the risk of property damage or personal injury.

This safety recall involves certain 2022 thru 2024 International® HV™ and MV™ Series trucks built 01/08/2021 thru 02/10/2023; 2022 and 2023 IC Bus®TC Series commercial buses built 03/30/2021 thru 06/10/2022 with feature code 12VXT (Engine Speed Control; Electronic, Stationary, Variable Speed) or 12VXU (Engine Speed Control for PTO; Electronic, Stationary Pre-Set, Two Speed Settings).
Chronology :
- 01/26/2023 – Navistar Field Service receives communication from a customer that one vehicle had an incorrect parameter setting similar to previous recall 20V-810 (20510).
- 01/31/2023 – Navistar Field Service visits customer location and inspects vehicles. From those inspections it was determined the 12VXT or 12VXU programming with Cummins 2021 EPA L9 diesel engines did not have PTO neutral interlock enabled in the powertrain database.
- 02/07/2023 – Navistar Compliance, Field Service and Engineering meet to determine potential root cause and the impact to International and IC bus products.
- 02/09/2023 – Navistar manufacturing quarantines vehicles with Cummins 2021 EPA L9 diesel engines at all assembly plants and updates the Power Train Data Base to enable the 12VXT or 12VXU PTO neutral interlock in the powertrain database.
- 02/10/2023 – After further investigation, Navistar determines the issue exists in vehicles built with Cummins 2021 EPA B6.7 diesel engines as well.
- 02/11/2023 – Navistar Manufacturing quarantines vehicles built with Cummins 2021 EPA B6.7 diesel engines at all assembly plants.
- 02/16/2023 – Navistar finalizes the suspect population and declares a Safety Recall.

parking brake and install wheel chocks to prevent the vehicle from moving
in either direction.

1. Send to ECM button
12. Select the Send to ECM button (Figure 2, Item 1) from the menu table at the
top.
13. Once send has completed, turn ignition to Key OFF position and wait 30
seconds.
14. Turn ignition to Key ON position, Engine OFF and verify parameter settings
have been saved.
15. With ignition still in Key ON position and Engine OFF, clear all DTCs.
16. Disconnect EZ-Tech®from vehicle.
17. Remove battery charger/ maintainer from vehicle battery.
18. Start engine, confirm parking brake is set, place transmission in drive or
reverse, and activate stationary variable engine speed control or stationary
PTO switch to verify there is no vehicle movement.
19. Place transmission in park or neutral.
20. Turn ignition to Key OFF position.
21. Remove wheel chocks.

The National Traffic and Motor Vehicle Safety Act, as amended, provides that
each vehicle that is subject to a vehicle recall campaign must be adequately
repaired within a reasonable time after the owner has tendered it for repair. A
failure to adequately repair within 60 days after a tender of a vehicle is prima
facie evidence of failure to repair within a reasonable time. If the condition is not
adequately repaired within 60 days, the owner may be entitled to replacement
with an identical or reasonable equivalent vehicle at no charge, or to a refund of
the purchase price less a reasonable allowance for depreciation.
Dealers must correct all vehicles subject to this campaign at no charge to the
owner, regardless of mileage, age of vehicle, or ownership, from this time
forward.
Dealers should proceed immediately to make necessary correction to units in
inventory. All inventory vehicles subject to this recall campaign must be
corrected prior to sale, transfer or delivery. If vehicles have been sold or
transferred and you are in receipt of Customer Notification Letters and

code 12VXT (Engine Speed Control; Electronic, Stationary,
Variable Speed) or 12VXU (Engine Speed Control for PTO;

REASON FOR THIS RECALL
On certain trucks equipped with an automatic transmission, if the
automatic transmission is still in drive or reverse position and the
stationary variable engine speed control or stationary PTO
switch is engaged, the engine RPM will ramp up and may
overcome parking brake hold capability resulting in possible
unexpected vehicle movement.
RISK TO MOTOR VEHICLE SAFETY
Unexpected movement of the truck can increase the risk of

• 01/26/2023 – Navistar Field Service receives communication from a customer that one vehicle had an incorrect parameter setting similar to previous recall 20V-810 (20510).
• 01/31/2023 – Navistar Field Service visits customer location and inspects vehicles. From those inspections it was determined the 12VXT or 12VXU programming with Cummins 2021 EPA L9 diesel engines did not have PTO neutral interlock enabled in the powertrain database.
