Steering Gear Incorrectly Assembled
A fractured steering gear can cause a loss of steering control, increasing the risk of a crash.

Summary
New Flyer of America, Inc. (New Flyer) is recalling certain 2021-2022 XD40, XD60, XDE40, 2022 XN35, XE40, XN40, and 2021 XN60 transit buses. The steering gears may have been incorrectly assembled, which can cause the gear to fracture.
Remedy
Dealers will inspect and replace the steering gear if required, free of charge. Owner notification letters were mailed on September 2, 2022. Owners may contact New Flyer’s customer service at 1-204-224-6706. New Flyer’s number for this recall is R22-026.

Chronology :
On 4 August 2022 New Flyer was contacted by the Trends Analysis Division regarding New Flyer’s response to Equipment Recall 22E-047. At that time New Flyer was unaware of the recall and immediately contacted RH Sheppard.
By 10 August 2022, New Flyer had sufficient information from RH Sheppard to try and determine the affected population of production vehicles.
On 17 August 2022 the New Flyer executives decided that a vehicle recall would be declared with NHTSA.
A vehicle recall was submitted to the ODI on 24 August 2022.

SUMMARY: Inspect suspect steering gear to identify serial number. Remove and replace with new steering gear if required. ITS60505 Ref. NHTSA Recall No. Ref. Transport Canada Recall No. 22V-637 2022-474 INSTRUCTION TO SERVICE ITS60505 ITS60505 Page 2 of 8 August 24, 2022 PROCEDURE: 1. Set park brake and chock wheels. 2. Turn the main battery disconnect switch to the “OFF” position. 3. Locate the steering gear and steering gear serial number and part number located on the lip of the steering gear. See Figure 1. Use Steps 1 to 9 in the Identification Guidline for Sheppard Steering Gears in Appendix A to identify the serial number and part number on the steering gear. It will look something like 21D12345 or 22D12345 depending on what year the steering gear was manufactured and may have a -C at the end. NOTE: Once you have the serial number use the recall website to access the Sheppard Steering Gear Classification Tool. https://recall.rhsheppard.com/USA/en/USD You can input your information and select New Flyer from the drop down on the left and enter the steering gear serial number on the right. Make sure you are omitting the -C at the end if required. The classification tool will give you a “Suspect” or “Good” response. If a “Not Found” response is given, check the number again and if it still will not match, contact Troy Stutsky @ serviceorganization_powertrain&systems@newflyer.com. Figure 1: Serial Number and Part Number Location (Red Field is Example of Location) 4. Complete all fields on the steering gear inspection sheet in Appendix B. Important – This inspection sheet must be returned to Technical Services Specialist Troy Stutsky for documentation retention purposes. If the steering gear serial number shows “Good” in the Sheppard Steering Gear Classification Tool, this steering gear is not affected by the recall and the bus can be safely returned back to revenue service. 6. If the steering gear serial number shows “Suspect” in the Sheppard Steering Gear Classification Tool, this steering gear will need to be replaced with a new steering gear (NF PN 497510) before the bus can be safely returned back to revenue service. 7. Once the steering gear has been replaced with a new one, please turn the main battery disconnect switch to the “ON” position and clean up all tools and debris and return the bus to revenue service. This recall affects specific steering gears manufactured between June 1, 2021 and 10 February 2022. RH Sheppard has informed New Flyer that a small number of steering gears were assembled without the required number of recirculating balls. The recall population was determined by identifying the oldest production lot associated with a gear failure and including all production from that lot to the date in February 2022 when the improvements in the assembly process were instituted. A steering gear with fewer than the required number of recirculating balls may bind when loads are applied. In some cases, the balls may align on the same side of the gear’s worm-shaft and concentrated loads may cause the gear’s internal parts to fracture resulting in loss of vehicle steering. A loss of steering increases the likelihood of a collision. Preceding the internal fracture, the steering may be perceived as strained by the driver. No audible or visual warning is available. RH Sheppard estimates the repair time to be approximately 4.5 hours, excluding vehicle and shop logistics. Parts and labor required to accomplish the recall will be provided by RH Sheppard at no cost with labour reimbursement through the normal New Flyer warranty claim process. In some cases, the balls may align on the same side of the worm shaft and concentrated loads may cause the gear’s internal parts to fracture, resulting in a loss of vehicle steering. (Refer to 22E-047) Description of the Cause : An anomaly in the steering gear recirculating ball insertion operation occurred during assembly. Address : 400 Pine Street Hanover Pennsylvania 17331 Country : United States Chronology : On 4 August 2022 New Flyer was contacted by the Trends Analysis Division regarding New Flyer’s response to Equipment Recall 22E-047. At that time New Flyer was unaware of the recall and immediately contacted RH Sheppard. By 10 August 2022, New Flyer had sufficient information from RH Sheppard to try and determine the affected population of production vehicles. On 17 August 2022 the New Flyer executives decided that a vehicle recall would be declared with NHTSA. A vehicle recall was submitted to the ODI on 24 August 2022. Description of Remedy : Description of Remedy Program : A technical instruction has been developed to inspect and replace the steering gear if required. The parts and labor related to the inspection and repair will be provided free of charge and can be reimbursed through the normal New Flyer Warranty system. How Remedy Component Differs from Recalled Component : The remedy component was assembled after the recall condition was corrected in production when additional controls were put in place. The remedy component has been verified to have the correct number of recirculating balls. Each remedy component is identifiable by an imprinted unique serial number. Additional process controls and inspectors were added to the process to verify that the correct number of recirculating balls in each steering gear.
