Fan Assembly may Separate from the Vehicle
Loose bolts may allow the fan assembly to detach from the vehicles, becoming a road hazard and increasing risk of a crash.

Summary
Elgin Sweeper Company, Inc. (Elgin Sweeper) is recalling certain 2018-2022 RegenX vehicles. The fan assembly mounting bolts may have been improperly tightened.
Remedy
Dealers will install new mounting hardware, free of charge. Owner notification letters were mailed on June 27, 2022. Elgin Sweeper Customer Service Department at 1-877-DIAL-ESG (1-877-342-5374).

PURPOSE:
Certain RM (RegenX) sweepers may have Fan Housing Bolts that are improperly tensioned. FSO 1140232 must be installed on all affected sweepers.
SPECIAL TOOLS:
1/2” Torque Wrench calibrated and adjusted for 110 lb-ft.

PROCEDURE:
Certain RM (RegenX) sweepers may have Fan Housing Bolts that are improperly tensioned. FSO 1140232 must be installed on all affected sweepers. FSO 1140232 provides parts and instructions to update the Fan Housing Assembly Retention. Grade 5 hardware is replaced with new Grade 8 hardware and new spacers must be installed. Bolts must be tightened to 110 lb-ft.
1. Order FSO 1140232 for all affected units.
2. Install FSO 1140232 as instructed in the drawing supplied with the kit. (reference FIGURES 1&2)
Chronology :
- On or about May 22, 2022 – Elgin was notified of an incident where a RegenX sweeper fan assembly was reported to have detached from the sweeper.
- On or about May23, 2022 – Elgin began field, production, and design investigations into the incident.
- On or about May 25, 2022 – A review of warranty and field reports did not show any other reported failures.
- On or about May 27, 2022 – Elgin completed the investigation which revealed that some units in service may have the fan housing retention bolts improperly tightened. Out of an abundance of caution, Elgin decided to conduct a voluntary safety recall.

Dear Service Manager, Service Bulletin SB-0143 RM Fan Assembly Retention recall has been issued for all RegenX street sweepers manufactured between December 2018 and May 2022. The RegenX fan housing assembly to engine frame bolts may have been improperly torqued. If the bolts fail, the fan assembly could detach from the sweeper. It is very important that your customers have this repair completed. All Elgin RegenX sweepers built between December 2018 and May 2022 will need to be repaired per the instructions in Service Bulletin SB-0243. Your customers will be reminded of this recall by mail by March 31, 2023. Elgin Sweeper has developed a solution for this problem with For Service Only kit #1140232. This kit is currently available to order when the customer receives notification of the recall. Please order enough field repair kits for the customers and units you are responsible for and which have not yet had the repair from the serial number and customer list in Appendix A.
