Summary
Comoto Holding, Inc. (Comoto) is recalling certain Street & Steel motorcycle helmets, model S&S Raider, part number SSHR, in sizes XS, MD, LG, and 2XL. The helmet may not adequately protect the wearer in the event of a head impact during a crash. As such, these helmets fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 218, “Motorcycle Helmets.”
Remedy
Comoto will replace the helmet with a compliant Street & Steel model helmet, free of charge, or provide credit to replace the helmet. Owner notification letters were mailed April 18, 2022. Owners may contact Comoto customer service at 1-800-292-5343.

This notice is sent to you in accordance with the National Traffic Safety and Motor Vehicle Safety Act. Comoto
Holdings, Inc., has decided that certain BILT and Street & Steel motorcycle helmets fail to conform to Federal Motor Vehicle Safety Standard No. 218, “Motorcycle helmets.”
Your safety is our biggest concern, and we always strive to ensure that the products we sell exceed the applicable safety standards. We are writing to you today regarding an important product recall issue relating to a small range of helmets sold by us. This recall is being conducted according to rules and procedures of the National Highway Traffic Safety Administration (“NHTSA”) and the U.S. Department of Transportation (“DOT”). The NHTSA Safety Recall numbers are 22E-012 and 22E-013. Please read this communication carefully as it informs you as to what you should do in connection with the recalled helmets.
WHAT IS THE DEFECT/NONCOMPLIANCE?
Our third-party testing company determined that some of the helmets did not comply with Federal Motor Vehicle Standards. The helmets may not provide adequate impact protection in the event of a crash, increasing the risk of injury. For that reason, we are recalling the following helmets:
- BILT Amped Evo Adult Helmet — Sizes M, XL, 2XL
- BILT Amped Evo Rapid Adult Helmet — Sizes M, L, 2XL, 3XL
- BILT Amped Evo Youth Helmet — Sizes SY, LY, XLY
- Street & Steel Raider Helmet — XS, M, L, 2XL
If you have one of the helmets listed above, then you should stop using that helmet immediately. Also, you should be aware that it is a violation of federal law for you to sell any helmet covered by this recall notice.
WHAT IS CYCLE GEAR / REVZILLA / J&P CYCLES GOING TO DO?
We will provide a credit for the full retail price of the helmet plus an additional 10% to be used towards a replacement helmet.
WHAT SHOULD YOU DO?
If you currently own a recalled helmet, then you should return your helmet by either:
Calling customer service at 1-888-258-9530 or by visiting helmetrecall.expertinquiry.com to request a return kit.
OR,
Visiting your Cycle Gear or J&P Cycles retail store and providing them with the helmet as well as certain identifying information.
WHAT IF YOU HAVE PREVIOUSLY PAID FOR A REPLACEMENT HELMET FOR THIS PARTICULAR CONDITION?

Chronology :
10/21, Comoto notified that certain size Street & Steel Raider helmets manufactured in 2021 that were tested at ACT Lab USA were found to be noncompliant with FMVSS 218. The size XS Raider helmet failed the 2nd impact dwell time test with dwell times @200 g higher than 2.0 ms. Sizes L and XXL Raider helmets failed the penetration test. Comoto quarantined Raider helmets in inventory and began investigation into the cause of the failures. Comoto was surprised by the noncompliance because this model helmet passed the FMVSS 218 testing done at ACT Lab China.
Comoto reviewed test results for Raider helmets manufactured in 2019 and 2020 to confirm that all sizes tested by ACT Lab China were found to be compliant with FMVSS 218. Those indicated a slight difference in the weight of the helmet samples manufactured in 2019/2020 versus those manufactured in 2021. In 10/21, Comoto reported the test failures to the manufacturer of the helmets, Foshan City Nanhai Manufacturing Co Ltd, but did not receive a response until December 19, 2021, due to personnel turnover at YOHE.
Between 12/19/21 and 1/14/22, representatives of Comoto, Yohe, ACT Lab USA, and ACT Lab China investigated why the helmets passed at ACT Lab China, but failed at Act Lab USA. Reports, photos and videos were exchanged in an effort to determine whether the test failures were attributable to differences in the testing of the Raider helmets.
On 1/17/22, Comoto retained another independent, third-party test lab, Southern Impact Research Center, to test sizes M, L, XL, and XXL Raider helmets for compliance with FMVSS 218. 2/22, Comoto was notified that testing by Southern Impact resulted in a penetration failure for the medium size Raider helmet and one test failure for the 2nd impact dwell time test with a dwell time @200 g slightly higher than 2.0 ms with a 6.07 m/s impact velocity for the XXL size Raider helmet.
After reviewing the tests, Comoto decided to voluntarily initiate this recall.

10/21, Comoto notified that certain size Street & Steel Raider helmets manufactured in 2021 that were tested
at ACT Lab USA were found to be noncompliant with FMVSS 218. The size XS Raider helmet failed the 2nd
impact dwell time test with dwell times @200 g higher than 2.0 ms. Sizes L and XXL Raider helmets failed the
penetration test. Comoto quarantined Raider helmets in inventory and began investigation into the cause of the
failures. Comoto was surprised by the noncompliance because this model helmet passed the FMVSS 218
testing done at ACT Lab China.
Comoto reviewed test results for Raider helmets manufactured in 2019 and 2020 to confirm that all sizes
tested by ACT Lab China were found to be compliant with FMVSS 218. Those indicated a slight difference in
the weight of the helmet samples manufactured in 2019/2020 versus those manufactured in 2021. In 10/21,
Comoto reported the test failures to the manufacturer of the helmets, Foshan City Nanhai Manufacturing Co
Ltd, but did not receive a response until December 19, 2021, due to personnel turnover at YOHE.
Between 12/19/21 and 1/14/22, representatives of Comoto, Yohe, ACT Lab USA, and ACT Lab China
investigated why the helmets passed at ACT Lab China, but failed at Act Lab USA. Reports, photos and videos
were exchanged in an effort to determine whether the test failures were attributable to differences in the
testing of the Raider helmets.
On 1/17/22, Comoto retained another independent, third-party test lab, Southern Impact Research Center, to
test sizes M, L, XL, and XXL Raider helmets for compliance with FMVSS 218. 2/22, Comoto was notified that
testing by Southern Impact resulted in a penetration failure for the medium size Raider helmet and one test
failure for the 2nd impact dwell time test with a dwell time @200 g slightly higher than 2.0 ms with a 6.07 m/s
impact velocity for the XXL size Raider helmet.
After reviewing the tests, Comoto decided to voluntarily initiate this recall.
