Summary
Navistar, Inc. (Navistar) is recalling certain 2001-2003 International 9100i, 2004-2009 International 9200i, 2009, 2011-2012, 2017 International ProStar, and 2021 International RH vehicles. The back-up lights offer low visibility when the vehicle is in reverse and bobtail mode. Also, the vehicles have not been equipped with additional unobstructed back-up lights. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”
Remedy
Dealers will replace the existing rear stop/turn signal lights, free of charge. Owner notification letters are expected to be mailed July 17, 2023. Owners may contact Navistar’s customer service at 1-800-448-7825. Navistar’s number for this recall is 23514.

- 10/19/2022 – Navistar Engineering meets with Compliance and discusses review of back-up light configurations for future designs.
- 12/15/2022 – Navistar Engineering, Compliance, and Custom Engineering meet and based on current data collected, determine to expand the review to include all prior back-up light design releases. There are 44 different back-up light options.
- 12/16/2022 – Navistar revised order coding to block suspect feature code 01VAL until all back-up light feature codes could be investigated. No trucks with feature code 01VAL have been built since September 2020.
Investigation into all backup-configurations continues.
- 02/03/2023 – Navistar Engineering, Compliance, and Customer Engineering meet to review the results of the investigation to date and determine feature codes 01WPL, 01WPS, and 01VAL may not meet FMVSS 108 visibility requirements and will require additional investigation.
- 03/13/2023 – Navistar completes development of a CAD template that can be used to verify FMVSS 108 is met. The CAD template allows for a constant method to verify the design.
- 03/20/2023 through 03/27/2023 – Navistar inspects two customer specific suspect vehicles with feature code 01VAL to verify they were built according to design. Both vehicles were determined to be modified after they left Navistar’s assembly plant with the pintle hook moved to the lower position.
- 04/25/2023 – Navistar Engineering, Compliance, Regulatory Compliance, and Custom Engineering meet review the results of the two vehicles investigated and determines to verify the two remaining suspect feature codes.
- 05/10/2023 – Navistar determines the build range is from 2000 through 2020.
- 05/11/2023 – Navistar finalizes the suspect population and declares a Non-compliance Recall.

In conjunction with the existing back up lamp, these new integrated tail lamps will meet the visibility requirements. • Navistar’s plan for reimbursement of pre-notification remedies, on file with NHTSA and dated 05/06/2022, applies and reimbursement instructions will be included in the customer notification.
