Summary
Michelin North America, Inc. (Michelin) is recalling certain Agilis CrossClimate C-Metric tires with DOT codes 0117 through 1423. Please see the attached tire chart for a list of all affected sizes. The tires are labeled as snow tires, but do not have sufficient traction to perform in all snow weather conditions. As such, these tires fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 139, “New Pneumatic Radial Tires for Light Vehicles.”
Remedy
Dealers will replace the tires, free of charge. Interim owner notification letters informing owners of the safety risk will be mailed June 12, 2023. Owners will receive a second notice once the remedy becomes available. Owners may contact Michelin’s customer service at 1-866-324-2835.

Dear Michelin Dealer,
Michelin North America, Inc. and Michelin North America (Canada), Inc. are voluntarily recalling MICHELIN® Agilis® CrossClimate® C-Metric tires, in sizes 185/60R15C, 195/75R16C, 205/65R15C, 205/75R16C, 225/75R16C, 235/65R16C. These tires are marked with the Alpine Symbol[1], but do not meet the traction requirements for snow tires. As such, these tires fail to comply with the requirements of U.S. CFR Federal Motor Vehicle Safety Standard (FMVSS) number 139, “New Pneumatic Radial Tires for Light Vehicles” and Canadian Technical Standards Document (TSD) 139.
Agilis CrossClimate C-Metric sizes are commercial service heavy duty light truck tires, with a design that differs from the Agilis CrossClimate LT-Metric design. The LT-Metric tire design meets the requirement for the Alpine Symbol and all LT-Metric sizes are qualified for severe snow service. Additionally, the CrossClimate and CrossClimate 2 passenger and SUV tire lines are not affected by this recall.
You are receiving this letter because our records indicate that you may have purchased one or more of the recalled tires.
The following chart provides the Tire Dimension, TIN sequence identifier and TIN production periods of the manufacturing populations which contain the recalled tires. The TIN information is molded into the sidewall of each tire: the TIN sequence number and the TIN date code, which is a 2-digit week and a 2-digit year of production, which are given in the TIN production period information. For example, “1423” refers to the 14th week of the year 2023. See Appendix A.
Only tires matching all four elements – MSPN, Tire Dimension, TIN Sequence (Plant + ID sequence), and TIN Production (DOT date range) – are part of this recall. To determine if you have received tires that are included in this recall, please check the TIN information found on the sidewall of the tire as explained in Appendix A.
As a result of this recall, you are required to take the following Dealer action to immediately provide Michelin Consumer Care with a list of Tire Owners to whom you sold the tires that have been recalled.

READING TIN MARKINGS
TIN markings serve as the tire’s fingerprint and signify compliance with Transport Canada and U.S. Department of Transportation Minimum Performance Standards. The TIN markings can be found on the sidewall directly above the bead.
To find out if a tire is affected by the recall:
- Determine if the tire is the following product:
- If it is not the product noted above, the tire is not part of this recall. If it is this product, check the TIN sequence to determine if the tire is affected by the recall. Only tires matching all four elements – MSPN, Tire Dimension, TIN Sequence (Plant + ID sequence), and TIN Production (DOT date range) – are part of this recall.

[1] The Alpine Symbol is defined in NHTSA safety regulation FMVSS 139, S3 and S5.5(i). It is depicted by a snowflake inside a three peaked mountain outline, often referred to as the “Three Peak Mountain Snowflake” or “3PMSF”.
Chronology :
2/16/2017 – During the development of the tire line in Europe, testing to qualify the tire for the Alpine Symbol for Europe, the United States, and Canada was performed and certified.
October/November 2018; March 2021 – Prior to sale of the tire in the United States and Canada, MNA reviewed and accepted this certification.
11/14/2022 – As part of transferring production of selected C-Metric tires into the US and Canada, MNA decided to perform regulatory snow testing at two locations. At or around this same date, MNA also discovered that the initial certification from Europe was performed at an improper tire pressure.
On or around 11/17/2022 – MNA further became aware of additional, inconclusive snow testing data previously requested by Europe in 2019, 2020, and 2021, as well as an inconclusive competitor study completed by MNA in 2020, which suggested some dimensions may not qualify for the Alpine Symbol.
1/24 2023, 1/27/2023 and 1/28/2023 – The previously scheduled snow testing occurred at one of two locations.
2/8/2023 – Initial test results were received from one location.
2/13/2023 – MNA reviewed the test results from the one location and determined that the incorrect test method was performed using the LT-Metric Option 1 load (ASTM F1805).
2/16/2023 – Retesting at Eurometric C (Commercial LT) Option 2 load (ASTM F1805) were scheduled and given high priority.
3/8/2023 – Retest results were received.
3/9/2023 – Test results from the second location were received.
3/10/2023 – Snow test results for both locations were reviewed.
3/13/2023-4/5/2023 – MNA initiated a comprehensive review of all existing FMVSS test results to establish a validated data set and to evaluate the scope of potentially impacted tires.
4/6/2023 – A determination meeting occurred and a formal decision of non-compliance was made.

1 NHTSA Recall Number: 23T-002 Transport Canada Recall Number: 2023-222 April 20, 2023 Subject: VOLUNTARY RECALL NOTICE Dear Michelin Dealer, Michelin North America, Inc. and Michelin North America (Canada), Inc. are voluntarily recalling MICHELIN® Agilis® CrossClimate® C-Metric tires, in sizes 185/60R15C, 195/75R16C, 205/65R15C, 205/75R16C, 225/75R16C, 235/65R16C. These tires are marked with the Alpine Symbol1, but do not meet the traction requirements for snow tires. As such, these tires fail to comply with the requirements of U.S. CFR Federal Motor Vehicle Safety Standard (FMVSS) number 139, “New Pneumatic Radial Tires for Light Vehicles” and Canadian Technical Standards Document (TSD) 139. Agilis CrossClimate C-Metric sizes are commercial service heavy duty light truck tires, with a design that differs from the Agilis CrossClimate LT-Metric design. The LT-Metric tire design meets the requirement for the Alpine Symbol and all LT-Metric sizes are qualified for severe snow service. Additionally, the CrossClimate and CrossClimate 2 passenger and SUV tire lines are not affected by this recall. You are receiving this letter because our records indicate that you may have purchased one or more of the recalled tires. ______________ 1 The Alpine Symbol is defined in NHTSA safety regulation FMVSS 139, S3 and S5.5(i). It is depicted by a snowflake inside a three peaked mountain outline, often referred to as the “Three Peak Mountain Snowflake” or “3PMSF”. 2 The following chart provides the Tire Dimension, TIN sequence identifier and TIN production periods of the manufacturing populations which contain the recalled tires. The TIN information is molded into the sidewall of each tire: the TIN sequence number and the TIN date code, which is a 2-digit week and a 2-digit year of production, which are given in the TIN production period information. For example, “1423” refers to the 14th week of the year 2023. See Appendix A. Only tires matching all four elements – MSPN, Tire Dimension, TIN Sequence (Plant + ID sequence), and TIN Production (DOT date range) – are part of this recall. To determine if you have received tires that are included in this recall, please check the TIN information found on the sidewall of the tire as explained in Appendix A. As a result of this recall, you are required to take the following Dealer action to immediately provide Michelin Consumer Care with a list of Tire Owners to whom you sold the tires that have been recalled.
