Summary
Navistar, Inc. (Navistar) is recalling certain 2021-2024 International LT and RH trucks. The engine control module (ECM) may be unresponsive to throttle pedal application, which can cause the vehicle to unexpectedly slow to idle speed on the road.
Remedy
Dealers will update the ECM software, free of charge. Owner notification letters are expected to be mailed May 26, 2023. Owners may contact Navistar’s customer service at 1-800-448-7825. Navistar’s number for this recall is 23509.

DEFECT DESCRIPTION
The Engine Control Module (ECM) disregards throttle pedal input and reduces engine torque when the ABS control unit senses a wheel speed sensor fault and may cause the vehicle to unexpectedly slow to idle speed on the roadway. A vehicle that unexpectedly slows to idle speed on the roadway can increase the risk of a vehicle crash that may result in property damage, personal injury, or death.

SERVICE PROCEDURE
1. Park vehicle on flat surface.
2. Shift transmission to Park or Neutral and set parking brake.
3. Turn vehicle ignition to Key OFF position.
4. Install wheel chocks.
5. Connect battery charger/ maintainer to vehicle batteries.
NOTE: Use SDS to program vehicles for this campaign.
6. Using SOS, connect to vehicle.
7. Using SOS, program ECM.

8. If assistance is needed, contact Vehicle Programming by creating an iKNow case file or calling 1-800-336-4500, options 3, 5, 1.
NOTE: Clear all inactive / previously active faults after programming. Only perform diagnostics or procedures on ACTIVE faults and then open a new claim section on your work order.
9. If any active/ previously active faults are found after programming, clear them from ECM. Only perform diagnostics or procedures on active faults.
10. Disconnect EZ-Tech® or EST from vehicle.
11. Disconnect battery charger/ maintainer from vehicle batteries.

- 01/12/2023 Manufacturing Quality initiates investigation to review the wheel speed sensor (WSS) and associated wiring. Focus is placed on a possible incorrectly installed harness connector seal allowing WSS terminals to corrode.
- 01/13/2023 Navistar Engine Calibration team replicates and confirms vehicle derate condition resulting from a drive axle WSS fault.
- 01/17/2023 Navistar review of warranty claims finds one claim for ABS codes with no derate.
- 01/24/2023 Navistar Supplier Quality issues a quality alert to manufacturing to inspect and correct any WSS connector seals incorrectly installed in connector body.
- 02/02/2023 Navistar Engine Calibration team identifies ECM programming that interprets WSS faults as a high vehicle speed.
- 02/09/2023 Navistar and supplier completes investigation and determines the supplier was installing the connector seals without a fixture and corrected process.
- 02/15/2023 Navistar Manufacturing initiates a ship hold and begins WSS connector seal inspections to correct connector seal installation.
- 03/01/2023 Navistar Compliance and Supplier Quality meet to better understand the impact of WSS connecter issue to the drop out of the throttle pedal input.

- 03/15/2023 Navistar Compliance reviews the warranty data again and found five (5) warranty claims processed from 11/22/2022 thru 03/14/2023. Of these five (5) claims from one dealer,
only four (4) mention, vehicle will not go over 5 mph, and all occurred on 01/26/2023. - 03/17/2023 Navistar Compliance meets with Electrical Engineering and Supplier Quality to review the potential impact to the drop out of the throttle pedal input.

SERVICE PROCEDURE

parking brake and install wheel chocks to prevent the vehicle from moving I in either direction. I

protection when performing vehicle maintenance.
WARNING! To prevent personal injury and / or death, or damage to
property, allow engine/ vehicle components to cool before servicing.
I WARNING! To prevent personal injury and / or death, or damage to
property, keep flames or sparks away from vehicle and do not smoke while
servicing the vehicle’s batteries. Batteries expel explosive gases.
1. Park vehicle on flat surface.
2. Shift transmission to Park or Neutral and set parking brake.
3. Turn vehicle ignition to Key OFF position.

4. Install wheel chocks.
5. Connect battery charger/ maintainer to vehicle batteries.
NOTE: Use SDS to program vehicles for this campaign.
6. Using SOS, connect to vehicle.
7. Using SOS, program ECM.

8. If assistance is needed, contact Vehicle Programming by creating an iKNow
case file or calling 1-800-336-4500, options 3, 5, 1.
NOTE: Clear all inactive / previously active faults after programming. Only
perform diagnostics or procedures on ACTIVE faults and then open a new
claim section on your work order.
9. If any active/ previously active faults are found after programming, clear them
from ECM. Only perform diagnostics or procedures on active faults.
10. Disconnect EZ-Tech® or EST from vehicle.
11. Disconnect battery charger/ maintainer from vehicle batteries.
12. Remove wheel chocks.

The National Traffic and Motor Vehicle Safety Act, as amended, provides that
each vehicle that is subject to a vehicle recall campaign must be adequately
repaired within a reasonable time after the owner has tendered it for repair. A
failure to adequately repair within 60 days after a tender of a vehicle is prima
facie evidence of failure to repair within a reasonable time. If the condition is not
adequately repaired within 60 days, the owner may be entitled to replacement
with an identical or reasonable equivalent vehicle at no charge, or to a refund of
the purchase price less a reasonable allowance for depreciation.
Dealers must correct all vehicles subject to this campaign at no charge to the
owner, regardless of mileage, age of vehicle, or ownership, from this time
forward.
Dealers should proceed immediately to make necessary correction to units in
inventory. Federal law prohibits a dealer from delivering under a sale or lease, a
new motor vehicle or any new or used item of motor vehicle equipment (including
a tire) covered by the notification of a recall until the defect or noncompliance is
remedied.
Dealers must make every effort to promptly schedule an appointment with each
owner to repair his or her vehicle as soon as possible. However, consistent with
the customer notification, dealers are expected to complete the repairs on the
mutually agreed upon service date.
Dealers involved in the recall process will be furnished a listing of owner names
and addresses to enable them to follow up with owners and have the vehicles
corrected. Use of this listing must be limited to this campaign because the list
may contain information obtained from state motor vehicle registration records,
and the use of such motor vehicle registration data for purposes other than this
campaign is a violation of law in several states.

Navistar has decided that a defect which relates to motor
vehicle safety exists in certain 2021 thru 2024 LT® and
RH® series trucks built 06/11/2020 thru 03/16/2023 with
engine feature code 12BET, 12BEU, 12BEV, 12BEW,
12BEX, 12BEY, 12BEZ, 12BGA, 12BGB, 12BGC, 12BGD,
12BGE, 12BGG, 12BGH, 12BEJ, 12BGK, 12BGL, 12BGM,
12BGN, or 12BGP (International® A26B engine) and ABS
feature code 04AAS, 04AZE, 04AZH, 04AZX, 04BAB, or
04BAC (Air Brake Anti-Lock Brake System [ABS]).
REASON FOR THIS RECALL
The Engine Control Module (ECM) disregards throttle
pedal input and reduces engine torque when the ABS
control unit senses a wheel speed sensor fault and may
cause the vehicle to unexpectedly slow to idle speed on the
roadway.
RISK TO MOTOR VEHICLE SAFETY
A vehicle that unexpectedly slows to idle speed on the
roadway can increase the risk of a vehicle crash that may
result in property damage, personal injury, or death.
DEFECT REMEDY
The repair will involve updating the ECM software to the
latest calibration. Authorized repair locations have software
and instructions to repair your vehicle. The repair will be
performed free of charge and take approximately 45
minutes to complete.
