Summary
Dorel Juvenile Group (Dorel) is recalling certain Safety 1st onBoard 35 Secure Tech, Maxi-Cosi Coral XP, Maxi-Cosi Mico XP Max, Maxi-Cosi Mico XP, Maxi-Cosi Mico Luxe+, and Maxi-Cosi Infant Base child seats. Chronology :
On 2/24/2023, Dorel received test results from a 3rd party test lab for a Safety 1st onBoard 35 SecureTech (model IC351) sample exhibiting a failure of 49 CFR 571.213 S5.1.1(a) for a complete separation of a load bearing structural element. An early hypothesis is formulated about the proper function of the self-retracting lower anchor mechanism in the base of the IC351. The same type of mechanism is identified as also being used in the base of a several other product models in Dorel’s current portfolio. Out of an abundance of caution, all suspect models were quarantined and placed on hold from sale in Dorel’s warehouses.
Between 2/27/2023 and 3/1/2023, the sample tested by the 3rd party test lab and multiple additional suspect samples selected across a wide range of available manufacture lots are shipped to and reviewed at Dorel’s Indiana factory using a functional check and tear down inspection procedure. 5 of 33 suspect sample models inspected are identified as exhibiting the same concerning lower anchor self-retracting mechanism issue as the IC351 sample returned from the test lab. Dorel has received no reports of injuries related to this noncompliance.

Production Dates : MAY 01, 2020 – FEB 28, 2023 Description of Noncompliance : Description of the Noncompliance : During an FMVSS No. 213 dynamic compliance test, an IC351 model, which was secured to the test bench with base using lower anchors, exhibited a noncompliance to 49 CFR 571.213 S5.1.1(a) for a complete separation of a load bearing structural element. FMVSS 1 : 213 – Child restraint systems FMVSS 2 : NR Description of the Safety Risk : Because the IC351 and similar models can fail S5.1.1(a) of FMVSS No. 213, they may not maintain secure installation in the vehicle during a crash increasing the risk of injury to the child restraint occupant. Description of the Cause : Dorel believes that the self-retracting lower anchor mechanism in the base of the recalled models can experience resistance during normal activation causing deformation of the feature that is intended to move the retractor mechanism into the fully locked position. Once the feature is deformed, the lower anchors in the base may not keep the child restraint securely installed to the vehicle during a crash.
