Stuck Park Valve Module May Cause Rollaway
A PVM that fails to move into park can cause a vehicle rollaway, increasing the risk of a crash.

Summary
Bendix Commercial Vehicle Systems LLC (Bendix) is recalling certain Intellipark Towing Park Brake Modules (PVM) with part number, K206667R000. The PVM may become stuck and fail to move into the park position when the park switch is activated.
Remedy
Bendix will work with the vehicle manufacturers to replace the Intellipark PVM, free of charge. Owner notification letters are expected to be mailed April 10, 2023. Owners may contact Bendix customer service at 1-877-345-9526.

IMPORTANT RECALL INFORMATION – RESPOND IMMEDIATELY
This is to inform you that Bendix Commercial Vehicle Systems LLC (Bendix) notified the National Highway Traffic Safety Administration (NHTSA) of the start of a voluntary safety recall campaign involving the Bendix® Intellipark® Tractor (Towing) Park Valve Module (PVM). The recall has been assigned number 23E015.
A copy of our February 14, 2023, Defect and Noncompliance Information Report submission to NHTSA can be found on the NHTSA website (https://www.nhtsa.gov/recalls) under recall number 23E015. As required by law, Bendix provided NHTSA a list of all vehicle manufacturer customers to whom Bendix sold the affected product. <<Company name>> is one of the customers that may be affected by this recall.
IMPACTED PRODUCT
This recall includes the Bendix Intellipark Towing Park Valve Module. The recall population is the entire production of this PVM – February 1, 2019, to February 6, 2023, inclusive. Bendix Intellipark Towing PVMs produced after February 6, 2023, do not contain the defect and are not part of the recall.
This action does not affect Bendix Intellipark Non-Towing Park Brake Modules. The affected Towing PVM differs from the Non-Towing PVM in that it has two channels to control the tractor and the trailer park brakes. The non-towing PVM has only one channel that controls the park brakes (as typical on a truck or bus).
PROBLEM DESCRIPTION
Bendix has determined that the Bendix Intellipark Towing Park Valve Module (PVM) may intermittently become stuck in the un-parked position and may not transition from un-parked to parked when the park switch is pulled on the vehicle dash. Remaining in the un-parked position does not allow the vehicle spring brakes to exhaust when the driver pulls the park switch. As a result, the vehicle must be parked by depleting air storage by fanning down the air brake system with the service brake pedal.
Park indication LEDs on the vehicle dash Park Switch that remain off after the park switch is pulled, indicate that the spring brake system has not exhausted, and the vehicle is not parked. In addition, audible exhaust sounds typically heard when an air-braked vehicle is parked are absent, indicating that the vehicle has not parked.
If a driver does not detect the Bendix® Intellipark® Towing PVM malfunction indications noted above, and does not properly fan down the brakes, the vehicle may unintentionally move, increasing the potential risk of a crash.
WHAT WE WILL DO
Bendix Commercial Vehicle Systems LLC will provide <<Company Name>> with a no-cost remedy and remedy instructions for this issue. The remedy involves removing and replacing the Intellipark Towing PVM built before February 6, 2023, with the remedy replacement Intellipark Towing PVM produced after February 6, 2023.
WHAT YOU NEED TO DO
First, we are providing you with this information to enable your business to determine whether there is a safetyrelated defect on your vehicles where the PVM has been installed.
Based on your determination, you may need to file a Defect and Noncompliance Report to the National Highway Traffic Safety Administration (NHTSA) with respect to new motor vehicles with an affected Bendix® Intellipark® Tractor (Towing) Park Valve Module (PVM) sold in the United States. A similar notification may be required to Transport Canada for all impacted vehicles sold in Canada.

7/28/22 Customer N observation of vehicle intermittently not parking after vehicle dyno testing and other environmental testing. Discussed in joint engineering meetings. Environmental, testing, component and application factors are evaluated.
11/3/22 Customer L reported a vehicle intermittently not parking ( approx. 1 – 40 attempts). Data logging traces confirmed observation. PVM and other parts removed from vehicle but engineering not able to recreate in lab environmental tests. Continue to investigate possible application, component or system interactions.
11/30/22 Customer N on-vehicle observation of intermittent non-parking. PVM received and engineering is able to reproduce the issue with this component.
12/13/22-1/25/23 2 additional customer observations. Engineering able to reproduce intermittent malfunction but not able to define manufacturing defect or design issue.
1/13/23 – Bendix Product Integrity Committee (PIC) opens a Risk Assessment to evaluate potential vehicle safety risks including warning, trailer park brake operation, environmental factors.
2/7/23 – Bendix PIC determines that a safety defect exists.

Description of the Cause : Mechanical components in the PVM that are at the upper limit of the design Part 573 Safety Recall Report 23E-015 Page 2 The information contained in this report was submitted pursuant to 49 CFR §573 specification and other tolerance stack-ups allow for excessive internal air leakage. The internal leakage does not allow pressure to build properly when the pilot solenoid is activated. Identification of Any Warning that can Occur : Park Indication LEDs on the park switch remain off after the Park Switch is pulled indicating that the spring brake system has not exhausted and the vehicle is not parked. Audible exhaust sounds that typically are hear as an airbraked vehicle is park will not be hear indicating that the vehicle has not parked. The vehicle manufactures have implemented dash displays indications and alerts indicating that the vehicle has not parked in response to pulling the Park Switch. Data logging traces confirmed observation. PVM and other parts removed from vehicle but engineering not able to recreate in lab environmental tests. Continue to investigate possible application, component or system interactions. 11/30/22 Customer N on-vehicle observation of intermittent non-parking. PVM received and engineering is able to reproduce the issue with this component. 12/13/22-1/25/23 2 additional customer observations. Engineering able to reproduce intermittent malfunction but not able to define manufacturing defect or design issue. 1/13/23 – Bendix Product Integrity Committee (PIC) opens a Risk Assessment to evaluate potential vehicle safty risks including warning, trailer park brake operation, environmental factors. Part 573 Safety Recall Report 23E-015 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 2/7/23 – Bendix PIC determines that a safety defect exists. Description of Remedy : Description of Remedy Program : The defect remedy program includes removing and replacing the Intellipark PVM and replacing it with a PVM without the defect. The PVM assembly is replaced as a whole unit and is not opened or serviced in the field. Bendix will provide the remedy PVM to the vehicle manufacturer. The vehicle manufactures will contact the vehicle owners. The remedy will be provided at no cost to the vehicle owner or vehicle manufacturer. Replace time is estimated at two hours though this depends on specific component locations on the vehicle. How Remedy Component Differs from Recalled Component : The remedy components include improved dimensional controls and Oring squeeze which eliminates the potential internal leak. The recalled components do not contain these improvements. The remedy component is identified by an updated part label and green marking visible on the exterior of the part to avoid confusion. Identify How/When Recall Condition was Corrected in Production : Production of the Tractor PVM has stopped once the defect was detected. Production resumed only after the internal components were improved to include improved dimensional controls and O-ring squeeze which eliminates the potential internal leak.
