This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
What is the reason for this notice?
Stainless Tank and Equipment Co., LLC. (STE) has determined that a potential defect relating to motor vehicle safety exists in certain 2019-2020 model year Trailers. Only a small fraction STE trailers are affected as identified below in Table 1.
The potential defect in these vehicles could result in a separation of the upper coupler. Specifically, in some vehicles, the front coupler frame may exhibit cracking. If the cracking is not identified during routine inspections and left to propagate, separation of the upper coupler from the trailer is a possibility. Separation of the trailer from the prime mover may lead to serious injury or fatality to you or others in or around the vehicle. No separations have occurred to date.
What should you do?
- The units identified below must be removed from service immediately. Removal of the upper coupler is necessary for inspection and to ensure that the units can be moved safely to an approved service center for remedy. Refer to Technical Service Bulletin TSB.007 for inspection process, condition assessment, and temporary repair instruction.
- Schedule an appointment with an approved service center for application of the remedy. The remedy parts needed to conduct the recall will be issued to an approved service center for installation. The repair will be made at no charge for vehicles scheduled with and delivered to an approved service center on or before December 1, 2022.

Attn: Owner Way N Tray Trucking 3637 US 401 S. Lillington, NC 27546 Dear Owner, This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act. 1. The units identified below must be removed from service immediately. Removal of the upper coupler is necessary for inspection and to ensure that the units can be moved safely to an approved service center for remedy. Refer to Technical Service Bulletin TSB.007 for inspection process, condition assessment, and temporary repair instruction. 2. The recalled products front chassis structure differs from products that are not subject to the recall in that member A is not integral to the chassis structure nor is it substantially contained or captured in the structure Production Dates : SEP 19, 2018 – DEC 13, 2019 VIN Range 1 : Begin : 1S9T74224K0017280 End : 1S9T74227K0017290 Not sequential VIN Range 2 : Begin : 1S9T74222K0017312 End : 1S9T74226K0017314 Not sequential VIN Range 3 : Begin : 1S9T74229L0017003 End : 1S9T74220L0017004 Not sequential VIN Range 4 : Begin : 1S9T44225L0017007 End : 1S9T44227L0017011 Not sequential VIN Range 5 : Begin : 1S9T44228L0017017 End : 1S9T04222L0017039 Not sequential VIN Range 6 : Begin : 1S9T04228L0017045 End : 1S9T04222L0017056 Not sequential VIN Range 7 : Begin : 1S9T04228L0017062 End : 1S9T04227L0017067 Not sequential VIN Range 8 : Begin : 1S9T04229L0017099 End : 1S9T04226L0017108 Not sequential VIN Range 9 : Begin : 1S9T44220L0017111 End : 1S9T74223L0017112 Not sequential VIN Range 10 : Begin : 1S9T7422XL0017138 End : 1S9T0422XL0017144 Not sequential VIN Range 11 : Begin : 1S9T7422XL0017169 End : 1S9T7422XL0017169 Not sequential VIN Range 12 : Begin : 1S9T04227L0017196 End : 1S9T04229L0017197 Not sequential VIN Range 13 : Begin : 1S9T74228L0017204 End : 1S9T74228L0017204 Not sequential VIN Range 14 : Begin : 1S9T74225L0017967 End : 1S9T74227L0017968 Not sequential Part 573 Safety Recall Report 21V-959 Page 2 The information contained in this report was submitted pursuant to 49 CFR §573 Description of Defect : Description of the Defect : The recalled design utilizes an outboard mounted upper coupler member (member A) that is not an integral member of or substantially contained within the chassis. The outboard nature of this member results in substantial load transfers through the welds attaching it to a chassis member of lesser strength (member B). The attachment welds on the bottom of the chassis have exhibited cracking adjacent to the coupler plate. The bolster assembly cross member at this location may also suffer weld cracking on the bottom where it attaches to chassis member B. Similarly, the top attachment welds of member A may exhibit separation or incite cracking of member A at the weld terminations. Refer to figure 1 Section detail for graphical representation. FMVSS 1 : NR FMVSS 2 : NR Description of the Safety Risk : Separation of trailer upper coupler from chassis potentially increasing the risk of crash. Description of the Cause : Operational loads transferred through attachment welds to a secondary member. Identification of Any Warning that can Occur : Relative deflection of trailer frame relative to main body when coupling to tractor. Visible cracks along frame side or bottom. Separation of welds that attach the wrap jacket tie down angles to the chassis. Cracks observed. 11/24/2021 Photos of bottom inspection shared with manufacturers Engineer. 11/29/2021 Manufacturer’s Engineering Department requests extended investigation. 12/1/2021 Dealer’s service center investigated front of trailer chassis. Cracks and buckling observed. Photos shared with Manufacturer. Manufacturer scheduled onsite inspection of subject trailer and one additional unit of this model type. 12/3/2021 Manufacturer’s Engineer inspected two units front chassis. Both units found to be exhibiting similar degradation. 12/6/2021 Manufacturer’s Executive review deems the degradation to potentially be safety critical. Data compilation and remedy plans are drafted. 12/7/2021 Manufacturer registered for NHTSA Recall Portal access. 12/8/2021 NHTSA grants access to Manufacturer. Manufacturer’s Remedy replacement frame designed. 12/10/2021 Manufacturer submits online voluntary recall. Description of Remedy : Description of Remedy Program : Manufacturer intends to replace front frame structure. Replacement is to be performed by the STE service center or a qualified dealer service center. Recalled vehicles shall be delivered to approved service center at Owners’ expense. Approved service centers will remove subject parts from the recalled vehicles and install replacements per STE instruction. STE to produce parts and assemblies required for replacement at Manufacturer’s expense. STE approved service centers to perform installation of the replacement frame at STE’s expense. In the event that a repair has been applied to a vehicle prior to this notice but with the intent of addressing this issue it is unlikely to comply with the remedy instructions. However, for any repair made prior to this notice that is inspected by an approved service center and the approved service center certifies that the repair meets or exceeds the proposed recall repair, manufacturer will reimburse the end user for the documented and reasonable cost of the repair. How Remedy Component Differs from Recalled Component : The replacement frame is an integral design which transfers loads through components rather than being reliant on load transfer through an attachment weld as is the case for the recalled design. Identify How/When Recall Condition was Corrected in Production : The recalled model is no longer in production due to equipment and facility changes as of the end of 2019. Recall Schedule : Description of Recall Schedule : Dealers will be notified mid December 2021 and all notifications (Dealer and Owner) will be issued by early February 2022 to remain in the allotted 60 day notification period.
