Summary
Harley-Davidson Motor Company (Harley-Davidson) is recalling certain 2021 Pan America RA1250S and RA1250 motorcycles. The seat base may not be fastened properly, which could cause the hand-hold portion of the base to fracture.
Remedy
Dealers will replace the seat base, free of charge. Owners are advised to not use the passenger hand-hold feature until the remedy is complete. Owner notification letters were mailed December 7, 2021. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson’s number for this recall is 0178.

Purpose for Service Bulletin
Harley-Davidson has learned that the seat base on certain 2021 Pan America motorcycles built between August 08, 2020 and November 16, 2021 may lose threaded insert retention at one or more of the fastening locations.
Field data suggests this condition is most likely to develop as a result of the operator applying an upward load on the hand-hold portion of the seat base while deploying the center stand. If the hand-hold portion of the seat base fractures while a passenger is using the hand-hold feature, while the vehicle is in motion, may increase the risk of an injury.
Motorcycles Affected

c. Disconnect tail lamp connector (6).
d. Remove seat base assembly.

3. See Figure 4. Remove four screws (1), flat washers (2) and plastic washers (3).
4. Remove top plate (8).
5. See Figure 5. Remove screws (4).
6. See Figure 6. Remove screws (1).
7. Remove OE passenger handhold (2).
8. See Figure 6. Install new passenger handhold.
a. Loosely install screws (1) on both sides.
b. See Figure 5. Install handhold base to handhold screws (4).
c. Tighten all screws.
Torque: 7–8.5 N·m (62–75 in-lbs) Handhold screw
9. See Figure 4. Install top plate.
a. Install custom washers (6), plastic washers (5) and plastic slides (4) onto mounting bracket (7).
b. Install top plate (8).
NOTE
Make sure plastic slides (4) are in position on both sides of the top plate before tightening screws (1).
c. Install plastic slides (4), plastic washers (3), flat washers (2) and screws (1).
d. Tighten screws (1).
Torque: 9.5 N·m (84 in-lbs) Top plate screw

Chronology
8/11/2021 – Harley-Davidson’s Technical Subcommittee (TSC) is made aware of an alleged incident on a 2021 Pan America motorcycle, via H-D’s Customer Service Contact System (CSCS), in which it was reported that the hand-hold portion of the seat base broke off during use. From the images in the CSCS, it appeared that the front, left insert had separated from the seat base prior to the fracture of the part. HarleyDavidson’s Technical Subcommittee (TSC) initiated a root cause investigation with the assistance of members from Harley-Davidson Engineering and Supplier Quality teams.
8/11/2021 – 11/04/2021 – Additional warranty analysis and customer contact searches were performed. As of 8/18/2021, seven CSCS/warranty claims that potentially related to this issue were identified. Four cited the loss of insert retention and three had evidence of cracking in the hand-hold area. Field parts were obtained, inspected, and analyzed, the seat base supplier was consulted, and lab tests (including various pullforce and torque-to-failure tests) were performed.
11/04/2021 – The TSC’s investigation indicated that due to the range of the insert pullout force data, there was a statistical probability that some field parts did not meet the print specification for insert pullout force. Field data suggested this condition is most likely to develop as a result of the operator applying upward load on this part while deploying the center stand. Upon completion of the investigation, the TSC escalated the issue to the Field Action Committee (FAC) for further consideration.
11/16/2021 – The FAC reviewed the TSC’s findings and analysis and escalated the matter to H-D’s Executive Decision Authority (EDA).
11/18/2021 – Based upon the information developed during the investigation, the EDA authorized a voluntary recall to address this condition due to the risk of injury if the hand-hold portion of the seat base fractures while a passenger is using the hand-hold feature with the vehicle in motion. There have been no reports of any injuries related to this issue.

Recall kits that include a new seat base are expected to begin shipping to authorized Harley-Davidson dealers the week of December 13th. To schedule an appointment to have your motorcycle repaired, please contact your Harley-Davidson dealer. The repair will be performed at no cost to you and should take less than one hour. However, due to scheduling, the dealer may require your motorcycle for a longer period. Once the service has been completed, your dealer will ask you to sign a recall claim. IMPORTANT SAFETY RECALL INFORMATION Safety Recall Campaign 0178 – MY21 Pan America Seat Base To: Worldwide Dealers Roles: Dealer Operator, General Manager, All P&A Roles, All Service Roles, Vehicle Sales Manager December 2, 2021 Dear Dealer: Harley-Davidson has learned that the seat base on certain 2021 Harley-Davidson Pan America motorcycles (see model list below) built between 08/06/2020 and 11/16/2021 may lose threaded insert retention at one or more of the fastening locations. Field data suggests this condition is most likely to develop as a result of the operator applying upward load on the hand-hold portion of the seat base while deploying the center stand. If the hand-hold portion of the seat base fractures while a passenger is using the hand-hold feature with the vehicle in motion, it may increase the risk of an injury. We have voluntarily declared that this condition constitutes a safety defect to allow us to formally recall (Campaign 0178) all affected motorcycles. The remedy is to first confirm that the motorcycles are covered by this recall. If covered, perform the recommended recall update per Service Bulletin M1543 (the “Bulletin”) to replace the seat base. As part of Campaign 0178, any affected seat bases (part number 47200713) in your service parts inventory must also be inspected to verify an acceptable date code. The Bulletin outlines the acceptable date codes for service parts, the repair and credit procedures for the recall update, and additional relevant information. In the interest of our customers’ safety, and as required by federal law, you may sell but not deliver any affected motorcycles until the recall remedy is complete.
