Brake Pedal Return Spring Missing/FVMSS 108
Malfunctioning brake lights can fail to alert other motorists of the driver’s intention, increasing the risk of a crash. Additionally, brakes remaining unintentionally engaged on a towed vehicle can increase the risk of a crash.

Summary
Daimler Trucks North America, LLC (DTNA) is recalling certain 2021-2022 Freightliner Custom XC Chassis vehicles. The adjustable brake pedal assembly may be missing a return spring. This may cause the brake lights to stay illuminated after the brake pedal is released. Also, in certain towed vehicles, the brakes may stay engaged after the brake pedal is released. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 108, “Lamps, Reflective Devices, and Associated Equipment.”
Remedy
DTNA will notify owners, and dealers will inspect the brake pedal assembly, and install a return spring if necessary, free of charge. The recall is expected to begin April 24, 2021. Owners may contact DTNA customer service at 1-800-547-0712. DTNA’s number for this recall is FL-877.

General Information
Daimler Trucks North America LLC (DTNA), on behalf of its wholly owner subsidiary, Freightliner Custom Chassis Corporation (FCCC), has decided that a non-compliance defect that relates to motor vehicle safety exists on the vehicles mentioned above.
Certain motorhome chassis equipped with an adjustable brake pedal assembly may not be equipped with a return spring, which could lead to the brake pedal not promptly returning to the return position and causing the brake lights to stay illuminated. Additionally, in certain towed vehicles, the service brakes may also stay engaged, potentially leading to an increased risk of crash.
The brake pedal assembly will be inspected and a return spring installed as needed.
There are approximately 300 vehicles involved in this campaign.
Additional Repairs
Dealers must complete all outstanding Recall and Field Service campaigns prior to the sale or delivery of a vehicle. A Dealer will be liable for any progressive damage that results from its failure to complete campaigns before sale or delivery of a vehicle.
Owners may be liable for any progressive damage that results from failure to complete campaigns within a reasonable time after receiving notification.

Claims for Credit
You will be reimbursed for your parts, labor, and handling (landed cost for Export Distributors) by submitting your claim through the Warranty system within 30 days of completing this campaign. Please reference the following information in OWL:
- Claim type is Recall Campaign.
- In the Campaign field, enter the campaign number and appropriate condition code (FL877-A).
- In the Primary Failed Part Number field, enter 25-FL877-000.
- In the Parts field, enter the appropriate kit or part number(s) as shown in the Replacement Parts Table. In the Labor field, first enter the appropriate SRT from the Labor Allowance Table. Administrative time will be included automatically as SRT 939-6010A for 0.4 hours for RVs or 0.3 hours for all other vehicles.
- The VMRS Component Code is F99-999-005 and the Cause Code is A1 – Campaign.
- U.S. and Canada — Reimbursement for Prior Repairs. When a customer asks about reimbursement, please do the following:
- Accept the documentation of the previous repair.
- Make a brief check of the customer’s paperwork to see if the repair may be eligible for reimbursement. (See the “Copy of Owner Letter” section of this bulletin for reimbursement guidelines.)
- Submit an OWL Recall Pre-Approval Request for a decision.
- Include the approved amount on your claim in the Other Charges section.
- Attach the documentation to the pre-approval request.
- If approved, submit a based on claim for the pre-approval.
- Reimburse the customer the appropriate amount.
IMPORTANT: OWL must be viewed prior to performing the recall to ensure the vehicle is involved and the campaign has not been previously completed. Also, check for a completion sticker prior to beginning work.

Export Distributors: Excess inventory is not returnable.

Please note that the National Traffic and Motor Vehicle Safety Act, as amended (Title 49, United States Code, Chapter 301), requires the owner’s vehicle(s) be corrected within a reasonable time after parts are available to you. The Act states that failure to repair a vehicle within 60 days after tender for repair shall be prima facie evidence of an unreasonable time. However, circumstances of a particular situation may reduce the 60 day period. Failure to repair a vehicle within a reasonable time can result in either the obligation to (a) replace the vehicle with an identical or reasonably equivalent vehicle, without charge, or (b) refund the purchase price in full, less a reasonable allowance for depreciation. The Act further prohibits dealers from selling a vehicle unless all outstanding recalls are performed. Any lessor is required to send a copy of the recall notification to the lessee within 10 days. Any subsequent stage manufacturer is required to forward this notice to its distributors and retail outlets within five working days.

Work Instructions
Subject: FCCC Brake Pedal Spring
Models Affected: Specific Model Year 2021 – 2022 Freightliner Custom Chassis XC Chassis manufactured June 18, 2020, through October 9, 2020.
Torsion Spring Inspection and Installation
1. Check the base label (Form WAR259) for a completion sticker for FL877 (Form WAR260), indicating this work has been done. The base label is usually located on the front wall under the dash. If a sticker is present, no work is needed. If there is no sticker, proceed with the next step.
2. Park the vehicle on a level surface, shut down the engine, and set the parking brake. Chock the tires.
3. Inspect the brake pedal assembly for the torsion spring.
Is the torsion spring present?
YES → No further work is required. Go to step 12.
NO → Go to next step.
NOTE: Two technicians are required to remove and install the accelerator assembly. The mounting bolts are on the outside of the frontwall.
4. If additional access to the brake pedal is required, remove the accelerator pedal as follows.
4.1 With an assistant retaining the nuts on the outside of the frontwall, remove the three bolts that attach the accelerator pedal to the frontwall. See Fig. 1.
4.2 Remove the accelerator pedal assembly from the vehicle. Retain it for reuse.
5. Remove and discard the cotter pin. See Fig. 2, item 2.
6. Using a blunt tool, push the pivot pin out.
7. Install a new torsion spring on the service brake pedal. See 2, item 1.
8. Install the pivot pin removed earlier.
9. Install the new cotter pin, bending the ends of the pin over to secure it in place.
10. If removed, install the accelerator pedal assembly as follows.
10.1 Position the accelerator assembly on the cab frontwall.
IMPORTANT: Add two drops of Loctite® 242 on each of the three bolts that attach the accelerator assembly to the cab frontwall.
10.2 With an assistant holding the nuts outside the frontwall, install the three bolts that attach the accelerator assembly to the cab frontwall. Torque the bolts 13 lbf·ft (18 N·m).
11. Start the vehicle. When the air tanks have reached approximately 65 to 76 psi (448 to 524 kPa), depress and release the brake pedal several times. Exit the vehicle and verify that the brake lights are not activated.
12. Clean a spot on the base label (Form WAR259). Write the recall number, FL877, on a blank red completion sticker (Form WAR260), and attach it to the base label to indicate this campaign has been performed.

Daimler Trucks North America has determined that a safety related defect exists in certain chassis manufactured by Freightliner Custom Chassis Corporation and delivered to your company. As the incomplete vehicle manufacturer of these products, Daimler Trucks North America is unable to provide the National Highway Traffic Safety Administration and/or Transport Canada with the information necessary to fully describe the vehicles potentially containing this defect as required by Title 49 Code of Federal Regulations Part 573.6(c)(2) and/or Motor Vehicle Safety Regulations Section 15(1)(b). Your company may have an obligation to report this information.
The attached Defect Information Report and Defect Information Notice were filed with the appropriate government agencies. Please refer to these notices for details regarding the nature of the defect, the remedy, and the expected date when the remedy without charge will be available to owners. Daimler Trucks North America will be conducting this recall and filing the quarterly reports required by Title 49 CFR §573.7 and/or MVSR §15(3). Repairs will be performed by authorized Daimler Trucks North America repair facilities.

Describe the safety risk:
A non-compliance with FVMSS 108 S7.3.5 and table I-A of stop lamp illumination after service brake release may prevent accurate communication to following vehicles of intent of slowing the vehicle down. If the brakes lights stay illuminated after the brake pedal is released, an additional service brake application will not cause the brake lights to illuminate and would not signal to other motorists the intent of the driver to slow the vehicle, potentially leading to an increased risk of a crash. In addition, if the brake activation signal to a towed device remains active when the motorhome chassis service brakes are released, the brakes on a towed device may potentially remain engaged depending on brake configuration of the trailer. A towed device with incorrectly operating brakes could increase the risk of a crash.

Chronology of Defect / Noncompliance Determination
Provide the chronology of events leading up to the defect decision or test data for the noncompliance decision.:
October 2020, a body builder notified DTNA of brake lights remaining illuminated after the service brake pedal was released on an XC motorhome chassis. Under further inspection, the reported vehicle identified a missing return spring in the pedal assembly. Also in October 2020, DTNA opened an investigation to identify the scope of the issue, involving a population, warranty, and field report review along with a manufacturing audit and a request for inspections at the chassis plant and body builder locations. October 2020 – February 2021, the review and audit indicated that the part had a shortage in manufacturing but that there were 0 additional reports in the field. An inspection of vehicles located at the chassis plant and body builder location identified 23 chassis with missing spring returns out of 81 inspected. The initial population identified indicated 0 vehicles sold to the end user, such that DTNA based upon available evidence reasonably believed the issue to be contained to vehicles prior to delivery to customers. In February 2021, based on inspection data and an updated suspect vehicle list indicating vehicles with end users, DTNA with an abundance of caution decided to initiate a voluntary recall campaign to address the potential missing return spring on the brake pedal assembly in the field.

If the brakes lights stay illuminated after the brake pedal is released, an additional service brake application will not cause the brake lights to illuminate and would not signal to other motorists the intent of the driver to slow the vehicle, potentially leading to an increased risk of a crash. In addition, if the brake activation signal to a towed device remains active when the motorhome chassis service brakes are released, the brakes on a towed device may potentially remain engaged depending on brake configuration of the trailer. A towed device with incorrectly operating brakes could increase the risk of a crash.

Chronology of Defect / Noncompliance Determination
Provide the chronology of events leading up to the defect decision or test data for the noncompliance decision:
October 2020, a body builder notified DTNA of brake lights remaining illuminated after the service brake pedal was released on an XC motorhome chassis. Under further inspection, the reported vehicle identified a missing return spring in the pedal assembly. Also in October 2020, DTNA opened an investigation to identify the scope of the issue, involving a population, warranty, and field report review along with a manufacturing audit and a request for inspections at the chassis plant and body builder locations. October 2020 – February 2021, the review and audit indicated that the part had a shortage in manufacturing but that there were 0 additional reports in the field. An inspection of vehicles located at the chassis plant and body builder location identified 23 chassis with missing spring returns out of 81 inspected. The initial population identified indicated 0 vehicles sold to the end user, such that DTNA based upon available evidence reasonably believed the issue to be contained to vehicles prior to delivery to customers. In February 2021, based on inspection data and an updated suspect vehicle list indicating vehicles with end users, DTNA with an abundance of caution decided to initiate a voluntary recall campaign to address the potential missing return spring on the brake pedal assembly in the field.
Identify the Remedy
Describe the defect/noncompliance remedy program, including the manufacture’s plan for reimbursement.
DTNA will inspect the affected assemblies and install a return spring as needed. Repairs will be performed by Daimler Trucks North America authorized service facilities. Details of the reimbursement plan will be included in the owner’s notification letter.

Renseignements généraux
Daimler Trucks North America LLC (DTNA), au nom de sa filiale propriétaire à part entière, Freightliner Custom Chassis Corporation (FCCC), a décidé qu’un défaut de non-conformité lié à la sécurité des véhicules automobiles existe sur les véhicules susmentionnés.
Certains châssis de camping-car munis d’une pédale de frein réglable peuvent ne pas être équipés d’un ressort de retour, ce qui pourrait empêcher la pédale de frein de revenir rapidement à la position de retour et faire en sorte que les feux de freinage restent éclairés. De plus, dans certains véhicules remorqués, les freins de service peuvent aussi rester enclenchés, ce qui pourrait entraîner un risque accru de collision.
L’ensemble de la pédale de frein sera inspecté et un ressort de retour sera installé au besoin. Il y a environ 300 véhicules impliqués dans cette campagne.
Réparations supplémentaires
Les concessionnaires doivent mener à bien toutes les campagnes de rappel et de service sur le terrain avant la vente ou la livraison d’un véhicule. Un concessionnaire sera responsable de tout dommage progressif résultant de son échec à mener des campagnes avant la vente ou la livraison d’un véhicule.
Les propriétaires peuvent être responsables de tout dommage progressif résultant de l’échec de la réalisation des campagnes dans un délai raisonnable après réception de la notification.

Instructions pour le travail à effectuer

Inspection et installation du ressort de torsion
1. Vérifiez l’étiquette de base (formulaire WAR259) pour obtenir une vignette d’achèvement pour FL877 (formulaire WAR260), indiquant que ce travail a été effectué. L’étiquette de base est généralement située sur la paroi avant sous le tableau de bord. Si un autocollant est present, aucun travail n’est nécessaire. S’il n’y a pas d’autocollant, passez à l’étape suivante.
2. Garez le véhicule sur une surface plane, arrêtez le moteur et réglez le frein de stationnement. Éclatez les pneus.
3. Inspecter l’ensemble de la pédale de frein pour détecter le ressort de torsion. Le ressort de torsion est-il présent ?
OUI Aucun autre travail n’est nécessaire. Passez à l’étape 12.
NON Passez à l’étape suivante.
REMARQUE : Deux techniciens sont nécessaires pour retirer et installer l’ensemble de l’accélérateur. Les boulons de montage sont à l’extérieur de la face avant.
4. Si un accès supplémentaire à la pédale de frein est nécessaire, retirez la pédale d’accélérateur comme suit.
4.1 Avec un assistant qui maintient les écrous à l’extérieur de la partie avant, retirez les trois boulons qui fixent la pédale d’accélérateur à la partie avant. Voir Fig. 1. 03/24/2021 f422799

4.2 Retirez la pédale d’accélérateur du véhicule. Conservez-le pour la réutilisation.
5. Retirez et jetez la goupille fendue. Voir Fig. 2, point 2.
6. À l’aide d’un outil émoussé, poussez la goupille pivotante vers l’extérieur.
7. Installez un nouveau ressort de torsion sur la pédale de frein de service. Voir Fig. 2, point 1.
8. Installez la broche de pivot retirée plus tôt.
9. Installez la nouvelle goupille fendue, pliant les extrémités de la goupille pour la fixer dans lieu.
10. S’il est retiré, installez la pédale d’accélérateur comme suit.
10.1 Positionnez l’ensemble de l’accélérateur sur la face avant de la cabine.
IMPORTANT : Ajoutez deux gouttes de Loctite® 242 sur chacun des trois boulons qui fixent l’ensemble de l’accélérateur à l’avant de la cabine.
10.2 Avec un assistant tenant les écrous à l’extérieur de la partie avant, installez les trois boulons qui fixent l’ensemble de l’accelerator à la partie avant de la cabine. Couple les boulons 13 lbf·ft (18 N·m).
11. Démarrez le véhicule. Lorsque les réservoirs d’air ont atteint environ 65 à 76 lb/po2 (448 à 524 kPa), appuyez et relâchez plusieurs fois la pédale de frein. Quittez le véhicule et vérifiez que les feux de freinage ne sont pas allumés.
12. Nettoyez un espace sur l’étiquette de base (formulaire WAR259), inscrivez-y le numéro de rappel FL877 sur un autocollant de parachèvement vierge (formulaire WAR260) et apposez-le sur l’étiquette de base. 05/04/2016 f422590
