Fuel Heater May Overheat and Cause Fire

Summary

Cummins Inc. (Cummins) is recalling certain B6.7 medium duty diesel engines, part number D313029BX03, used in school buses, trucks and emergency vehicles, equipped with fuel module option number FS90301 or FS90453. The electric fuel heater within the fuel module may overheat and cause plastic in the fuel heater to melt and potentially catch fire. It may also lead to engine stalling.

 

Remedy

Cummins will notify the owners that have the affected engines in their vehicles. Cummins is still developing a final remedy. In the interim, owners will be mailed a letter advising them to remove the fuse supplying electrical power to the subject fuel heater and to inspect the heater for fuel leakage or damage and, if found, to contact Cummins to arrange for a repair (remove the damaged or leaking heater and replace it with a plug). Cummins issued owners an interim notification on May 2, 2019. The recall began August 9, 2019. Owners may contact Cummins customer service at 1-800-286-6467.

Root Cause:

• Under certain conditions, internal electrical arcing can create sufficient heat inside the fuel heater to cause plastic in the fuel heater to melt and potentially catch fire.

 

Verification

• Verify engine has Cummins® supplied priming pump fuel filter head installed.
  • Option FS90301
  • Option FS90453

Locate Stage 1 fuel filter head on engine. The engine fuel heater is located on the top right side of the fuel filter head. See Figure 1 below.

Resolution

Replace existing fuel heater and associated components with engine fuel heater plug kit, Part Number 5579133, until revised engine fuel heater is available. See Service Instructions Section below.

 

Service Instructions

Address cold weather fuel gelling issues with chemical treatment (such as Power Service Diesel Fuel Supplement® +Cetane Boost®) to the fuel system in the interim.

 

Scenario 1: Engine fuel heater is not damaged, or is not leaking fuel after engine shutdown, and the fuel filter module is not damaged:

1. Visual inspection of engine fuel heater can show dampness/wetness on heater components without removal of engine fuel heater from fuel filter head.
2. Remove fuse supplying power to engine fuel heater. See model specific instructions in Figure 7, Figure 9, and Figure 10 below.

 

Scenario 2: Engine fuel heater is damaged, or leaking fuel after engine shutdown, but fuel filter module is not damaged:

1. Remove fuse powering engine fuel heater circuit on chassis. See model specific instructions inFigure 7, Figure 9, and Figure 10 below.
2. Remove cable tie that secures the wiring harness to engine fuel heater. See figure 4 below.
3. Unlock connector by moving red tab to the right and disconnecting from engine fuel heater. Seefigure 4 below.
4. Unplug electrical connector from engine fuel heater and protect the female end of the wiringharness to prevent any damage and/or contamination from occurring by using electrical plug supplied in kit, Part Number 5579133.

5. Remove and discard two allen screws securing engine fuel heater to the fuel filter head with a5mm hex driver. See Figure 5 below.
6. Pull the engine fuel heater straight out of the fuel filter head. Capture any fuel that may leak fromthe fuel filter. See Figure 5 below.
7. Clean face of engine fuel heater port with a lint free cloth and inspect for any sharp edges and/orcontaminants. Clean if needed.
8. Lubricate the o-ring on the plug (supplied in kit part number 5579133) with clean diesel fuel andcarefully install into the engine fuel heater port, making sure to properly align before installing. See Figure 6 below.
9. Use the two allen screws supplied to secure the plug to the fuel filter head and tighten to 11 Nm [ 6.6 ft-lb ]. See Figure 6 below.
10. Secure the wiring harness to prevent any damage until a replacement heater can be provided.

 

Scenario 3: If the fuel filter module is damaged:

1. Remove fuse powering engine fuel heater circuit on the OEM chassis. See model specific instructions in Figure 7, Figure 9, and Figure 10 below.
2. Unplug electrical connector from the fuel heater and secure the wiring harness to prevent any damage until a replacement heater can be provided. Protect the female end of the wiring harness to prevent any damage and/or contamination from occurring by using electrical plug (supplied in kit part number 5579133).
3. Install new fuel filter module. Part Number 5361791.

See B6.7 CM2350 B121B Service Manual, Bulletin 5411223. Refer to Procedure 006017 in Section 6.

4. If replacement fuel module contains a engine fuel heater port plug, use the electrical cap provided. If replacement fuel module contains a heating element, refer to plug replacement instructions. See Scenario 2 Above.

Navistar® CE Bus Fuse and Wire Harness Instructions Remove fuse.

1. Disconnect vehicle battery.
2. Locate red Maxi Fuse on dash panel. See Figure 7 below.
3. Remove fuse cap and discard red Maxi Fuse. See Figure 7 below.

 

4. Reinstall fuse cap. Do not replace fuse. See Figure 7 below.

Secure wiring harness

1. Verify mating connector is installed. Verify wiring harness is not contacting pipe. See figure 8 below.
2. Bundle wiring harness branch to main wiring harness with cable tie between two yellow tapes. Trim excess cable tie. See figure 8 below.

3. Reconnect vehicle battery.

Navistar® MV/HV Fuse and Wire Harness Instructions Remove fuse.

1. Disconnect vehicle battery
2. Remove cover of fuse box, located on passenger side dashboard. See Figure 9 below.
3. Remove 20 amp fuse located at B8-J cavity 17-21. See Figure 9 below.
4. Remove 40 amp fuse located at 2C cavity. See Figure 10 below.
5. Remove cable ties. See Figure 11 below.
6. Unlock and remove fuel heater connector by moving red tab to the right. See Figure 11 below.
7. Install mating connector with plugs (supplied in kit part number 5579133) and lock into place by moving red tab to the left. See Figure 11 below.
8. Verify mating connector is installed. Verify wiring harness is not contacting pipe. See Figure 11 below.
9. Bundle harness branch to main harness with cable tie. Trim excess cable tie. See Figure 11 below.

DESCRIPTION:

This Safety Campaign is being issued to address a product issue where under certain conditions, internal electrical arcing within the fuel heater, due to metallic debris in the fuel that may accumulate in the heater over time, may create sufficient heat inside the fuel heater to cause plastic in the fuel heater to melt and potentially catch fire.

Cummins has reported this issue to the U.S. National Highway Traffic Safety Administration (NHTSA), which has assigned it Recall Number 19E020.

This Safety Campaign authorizes certified repair locations to change the fuel heater wiring harness polarity by switching wiring terminal locations within the fuel heater connector, to install a new fuel heater, and to replace or install a new fuse in the fuel heater circuit on certain B6.7 CM2350 B121B units.

 

ACTION:

In order to qualify for repair under this field action, an engine:

• Will be covered Regardless of coverage status, and
• must show as OPEN on QuickServe® Online for this field action.

NOTE: The ESN list is attached for reference.

After verifying that the engine meets the above requirements, perform the following actions:

• Complete all of the repair instructions included within Attachment B.
• Verify the current status of the fuel heater supply circuit wire locations within the fuel heater connector. If there is a white dot on the fuel heater connector and/or the wiring polarity has already been reversed, no further action needs to be taken. Please refer to Attachment B for further instruction on verification of the correct terminal locations within the connector that indicate a correctly wired fuel heater circuit.
• Remove the fuel heater or fuel heater plug currently installed in the fuel filter module. Install the new fuel heater included within the fuel heater kit necessary for the appropriate application the engine is installed. Please refer to Attachment B for further instruction on fuel heater or plug removal and fuel heater installation.
• Confirm the correct wiring harness polarity. Please refer to Attachment B for further instruction on verification of the correct terminal locations within the connector that indicate a correctly wired fuel heater circuit.
• Install the new fuse included in the fuel heater kit necessary for the appropriate application the engine is installed. Please refer to Attachment B for further instruction on fuse location and installation within the appropriate application.
• Reconnect the engine fuel heater wiring harness connector to the fuel heater and mark the connector to confirm that the fix has been completed. Place the sticker included within the kit into the fuse box and place the insert included within the kit into the owner’s manual. Please refer to Attachment B for further instructions on how to make the proper indication on the connector that the fix has been completed and where to place the approprate sticker and manual insert.

 

MATERIAL DISPOSITION:

Materials removed as a result of this field action must be scrapped.

Fuel Heater Campaign

Root Cause:

xUnder certain conditions, internal electrical arcing within the fuel heater, due to metallic debris in the fuel that may accumulate in the heater over time, may create sufficient heat inside the fuel heater to cause plastic in the fuel heater to melt.

 

Verification/Confirmation

• Verify engine has Cummins supplied priming pump fuel filter head installed.
  • Option FS90301
  • Option FS90453
• Locate Stage 1 fuel filter head on engine.  The engine fuel heater and harness connection is located on the top right side of the fuel filter head.  The unit may have either a heater or plug installed.
• Ensure the fuel heater connecter and fuel heater have no white paint marks. See Figure 1 below.
• Make sure the OEM harness wires are installed with the white wire on the right (terminal 2) and the red wire on the left (terminal 1) using the orientation shown in Figure 1 below.

Install parts in Kit and swap the fuel heater connector wires if required. See Service Instructions below.

 

Service Instructions

Use correct Kit by referring to Column H in the ESN List.

 

Install Fuel Heater provided in Kit

1. Unlock connector by moving red tab to the right and disconnect from engine fuel heater if plug has not already been installed.
2. Remove and discard two allen screws securing engine fuel heater, or plug, to the fuel filter head with a 5mm hex driver. See Figure 2 below.
3. Pull the engine fuel heater, or plug, straight out of the fuel filter head and discard. Capture any fuel that may leak from the fuel filter, or plug.  See Figure 3 below.

4. Clean face of engine fuel heater port with a lint free cloth and inspect for any sharp edges and/or contaminants. Clean if needed.
5. Lubricate the O-ring on the new fuel heater supplied in kit with clean diesel fuel and carefully install into the engine fuel heater port, making sure to properly align before installing.
6. Use the two allen screws supplied to secure the fuel heater to the fuel filter head and tighten to 11 N-m [6.6 ft-lb].

 

Swap the heater wiring polarity if required.             

1. Disconnect vehicle battery.
2. Pull plastic guide piece from connector with needle nose plyers. See Figure 4 below.

3. Use PN4918921 Terminal Removal Tool to remove wires from connector. See Figure 5 below.

4. Swap the wire positions so that the white wire is in the number 1 terminal and the red wire is in the number 2 terminal. Please use orientation shown in the figures below.

5. Insert the wire back into the back of the connector in the same orientation that it was removed
6. When correctly installed, you will hear the wire click and lock into the connector
7. Lightly tug on the wires to ensure they are secure
8. Ensure connector seal on the back of the connector is in place after wires are re-installed
9. Once both wires are connected back in, re-install plastic guide piece

Configuration 1. Navistar® CE Bus and 1300 Fuse Instructions

1. Disconnect vehicle battery.
2. Locate fuel heater fuse location on dash panel. See Figure 10 below.
3. Remove fuse cap and install 30amp Maxi Fuse provided in Kit Part Number 5579285. If a fuse is already installed in the cavity replace it with the fuse provided in the kit.
4. Reinstall fuse cap.

Configuration 2. Navistar® MV / HV / TC Commercial Bus Fuse and some DuraStar (4300) / WorkStar (7300) HC Bus Fuse Instructions

1. Disconnect vehicle battery
2. Remove cover of fuse box, located on passenger side dashboard. See Figure 11 below.
3. If it is a DuraStar/WorkStar/HC Bus, check to see if a 5 amp fuse is present in cavity F4-D. See Figure 14 below.

1. 1. If there is a 5 amp fuse in cavity F4-D, leave the fuse and DO NOT replace with the 20 amp fuse provided in the kit.
   2. If there is not a fuse in cavity F4-D, source Navistar Part Number 3534208C1 and install the 5 amp fuse in cavity F4-D.
   3. If applicable, discard 20 amp fuse that came with the kit. (For DuraStar/WorkStar/HC Bus only)

4. If the unit is a MV/HV or TC Commercial bus, install 20-amp fuse supplied in Kit Part Number 5579287 at the B8-J cavity 17-21.
5. For all units of configuration 2, based on kit purchased, install 30-amp fuse located at 2C cavity. If a fuse is already installed at the 2C cavity replace it with the fuse provided in the kit. See Figure 12 below.

Configuration 3. Location of Fuse on some Navistar® DuraStar (4300) / WorkStar (7300) / HC Commercial Bus Fuse Instructions

1. Disconnect vehicle battery.
2. Remove Power Distribution Module (PDM) cover, located under the hood on the driver side.
3. Install 30-amp fuse provided in kit part number 5579286 in cavity 2C. If a fuse is already installed at the 2C cavity replace it with the fuse provided in the kit. See Figure 13 below.

4. Remove cover of fuse box, located on passenger side dashboard,
5. Check to see if fuse in the cavity located at F4-D is present. See Figure 14 below.
   1. If there is a 5 amp fuse in cavity F4-D, leave the fuse and DO NOT replace with the 20 amp fuse provided in the kit.
   2. If there is not a fuse in cavity F4-D, source Navistar Part Number 3534208C1 and install the 5 amp fuse in cavity F4-D.
   3. If applicable, discard 20 amp fuse that came with the kit. (For DuraStar/WorkStar/HC Bus only)

Reconnect engine fuel heater and mark that the fix has been completed

1. After the fuse or fuses have been installed, connect the fuel heater OEM harness branch to the engine fuel heater.
2. Zip tie the excess harness to the heater as seen below in figure 15. Make sure there is no tension on the wires going into the connector.

3. Mark that the fix has been completed by placing a white paint mark on the connector of the engine fuel heater. See Figure 16 below.

4. For CE Bus applications please place the fuse sticker provided in the kit in the appropriate spot to update the unit for future service
5. For DuraStar/WorkStar and MV/HV applications please place the provided manual sticker into the manual to update the fuse size for future service.

We will reimburse the customer the lesser of the amount the customer paid to have the remedy performed or the customer’s cost of remedy parts/components (at the Cummins list price for related, authorized parts/components), labor at local rates, and associated costs such as taxes and disposal fees.

Time Limitation:  To be eligible for reimbursement, the remedy must have occurred on or after March 4, 2018 (i.e., one year prior to Cummins’ March 4, 2019 notification to NHTSA) and no later than ten (10) calendar days after Cummins completes its notification campaign to owners.

Exclusions:  Cummins’ program does not provide reimbursement for the following:

• Costs incurred while the original or extended warranty was in effect, unless our authorized dealer or representative denied warranty coverage or the warranty repair did not remedy the problem involved in the recall;
• Repair that did not address the defect involved in this recall;
• Repair that was not reasonably necessary to correct the defect involved in the recall;
• Repair of equipment that was first purchased more than 10 years before the recall notice; and,
• Claims submitted without proper documentation, as specified below. You will be given an opportunity to resubmit the claim with the complete information.

Required Claim Documentation:  To process your claim, you must submit the following information to Cummins:  your name and address; a description of the equipment; the recall number; the name of the owner of the equipment when the work was performed; a copy of the receipt for the work performed; documentation indicating that the claimant owned the recalled equipment (such as an invoice or receipt indicating the purchase of the recalled equipment); and, if the work was performed when the equipment could have been remedied at no charge under warranty, documentation indicating that our authorized dealer or facility either refused or failed to remedy the recall problem.

Timing of Response to a Claim for Reimbursement: A response to a claim for reimbursement will be sent within 60 days of receipt of the claim. If the claim is denied due to a failure to provide complete documentation, the claimant may resubmit the claim with the complete documentation. Resubmitted claims must be received by Cummins within 60 days of the date of the denial.

Cummins Inc. has decided that a defect which relates to motor vehicle safety exists in certain B6.7 diesel engines that were manufactured between December 16, 2015 and February 25, 2019 and equipped with fuel module option FS90301 or FS90453.

Cummins previously mailed you an interim notice advising you of this recall and informing you that you would receive this second notice when the remedy is available.

This notice applies to your engine(s) listed on the enclosed Engine/Vehicle list.

 

WHY IS A RECALL BEING CONDUCTED?

Fuel module options FS90301 and FS90453 contain an electric fuel heater.  Internal electrical arcing within the fuel heater may create sufficient heat inside the fuel heater to cause plastic in the fuel heater to melt and potentially catch fire.  It may also cause an engine stall.  A fire, if undetected and uncontained, presents an increased risk of personal injury.  An unexpected engine stall may increase the risk of a crash.  If this condition exists, melting of the fuel heater may be visible during a service event, smoke may precede or accompany a fire or the engine may become increasingly difficult to start.

 

WHAT ARE WE DOING ABOUT THE PROBLEM?

Cummins has released field Safety Campaign #C2127 “B6.7 MY2017 Fuel Heater Safety Campaign” to correct this condition.  The remedy will consist of the following: (1) change the fuse in the vehicle to a 30A fuse, including installing revised fuse size information in the vehicle owner’s manual and, in school bus applications, the vehicle fuse map, (2) reverse the polarity of the wiring to the fuel heater, (3) install a new fuel heater and (4) put a white paint dot on the fuel heater connector on the OEM wire harness (to readily identify units which have had the recall completed).  Repair parts are currently available at Cummins Distributors and authorized Warranty Dealers.  The repair will be completed free of charge (parts and labor) and most applications will require approximately 1 hour to complete.

 

WHAT SHOULD YOU DO?

Contact the nearest Cummins Distributor or authorized Warranty Dealer to arrange to have this campaign performed on your engine.  The distributor or dealer will work with you to schedule the best date to complete this repair.

In the meantime, as described in the interim notice, Cummins advises you to mitigate the safety risk by disabling the fuel heater by removing the fuse.  For further information, contact your local Cummins service location at the number below (Reference TSB190038).

Federal law requires vehicle lessors receiving this recall notice to forward a copy of this notice to the lessee within ten (10) days.  Also, it is a violation of Federal law for a dealer to deliver a new vehicle or equipment covered by this recall notice under a sale or lease until the defect has been remedied.
