Parking Brake May Release Unexpectedly
A parking brake that is released unexpectedly may result in a vehicle roll away, increasing the risk of a crash or injury.

Summary
Orscheln Products L.L.C. (Orscheln) is recalling certain park brake levers part numbers, 23039400; 23039401; 23039402; 1334100; 23028901; and 01331401. The secondary latch may fail to catch, allowing the parking brake to be released without pressing the release button.
Remedy
Dealers will inspect secondary latch and, rework as necessary, free of charge. Owner notification letters are expected to be mailed May 6, 2024. Owners may contact Orscheln customer service at 1-660-269-4900.

November 22, 2023: Orscheln identifies out of specification supplier rod, manufacturing equipment fixture issue, and calibration issue and begins investigation.
December 2023 – January 2024: Orscheln determines population of equipment potentially manufactured during the relevant time period. .
January 16, 2024: Orscheln begins issuing technical bulletin on secondary latch seating position because latch is a secondary system and primary holding is the over center mechanism and park brake lever remains engaged until force is applied to release it.
January 26, 2024: Blue Bird Body Company files Part 573

In alignment with its customers’ reports and in an abundance of caution, Orscheln determined on March 4, 2024 to submit this report even though the park brake will remain engaged and hold the system in park unless sufficient force is applied to disengage it, even if the secondary latch is not performing. Additional units were supplied to others but the control plan measurements taken during assembly indicate those park brake levers are within specification. However, Orscheln is continuing to investigate whether any additional customers have received affected units and will supplement as necessary.

Descriptive Information : The potential concern relates to the performance of a secondary latch on the brake lever. The park brake levers may be released through the application of force to the park brake handle without pushing the release button. Description of the Defect : Secondary latch is not catching when the park brake is engaged due to bracket mounting and release rod variation outside of specification.

Description of the Safety Risk : The secondary park brake latch is not catching and the park brake lever,
which is designed to hold without the latch, could be disengaged if sufficient manual force is applied to release the park brake. The park brake is FMVSS compliant without the secondary latch because FMVSS does not require any secondary latch.
Description of the Cause : The rod is manufactured out of specification and the bracket is welded out of specification due to an equipment issue and calibration issue of a measuring

that can Occur : Depending on the vehicle architecture and use, given the force required to release the park brake lever and the physical downward movement of the lever by approximately 90 degrees, the driver should notice the disengagement if present at that time and the dash may have lights indicating the park brake is not engaged. position to manually reposition and engage latch. Description of Remedy Program: Inspect and, if necessary, rework at authorized dealers or service locations at no cost to the consumer. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : It is an inspection and rework and not a new component. Rod manufacturer corrected process to create correct dimensions. The manufacturing equipment was rebuilt to correct missing locating pin to ensure bracket is placed and welded at correct dimensions; and, preventative maintenance program for equipment updated to include a verification of location pin and a check for wear of bushing and bracket locating pins; and, additional testing procedures added to final assembly control plan requiring a twenty-five pound force test procedure to validate secondary latch performance as well as cycling the park brake system three times to validate secondary latch performance.
