Improperly Secured Electrical Connector

Summary
Pierce Manufacturing (Pierce) is recalling certain 2019-2023 Arrow XT, Enforcer, and Velocity mid-mount tower trucks equipped with an aerial platform basket. The electrical connector to the aerial turntable wiring harness may not be properly secured, which can result in connector corrosion and affect the leveling ability of the platform basket.
Remedy
Pierce will replace the aerial turntable wiring harness, free of charge. Owner notification letters were mailed December 14, 2023. Owners may contact Pierce customer service at 1-888-974-3723. Pierce’s number for this recall is 74B330.

Scope:
The purpose of these instructions is to aid in the installation of the replacement harness and to ensure correct placement of the connectors to eliminate the potential of water intrusion.
Chronology :
August 2022 a customer contacts Pierce and advises that the platform basket on an aerial device, which was near to the ground, went through its leveling operation and the platform basket made contact with the ground.
Pierce personnel visit the subject truck and performs visual / functional checks. Corrosion is discovered in the connector in the aerial turntable wiring harness. The corroded pins are replaced and shrink tubing applied to prevent corrosion from redeveloping.
January 2023, a customer contacts Pierce and informs that occupants in the platform basket of an aerial truck experienced platform leveling which was not consistent with normal operation. No contact with the ground was reported and operator error could not be ruled out. Pierce visits the subject truck and performs visual / functional checks. The condition described could not be duplicated. During this inspection corrosion was observed in the connector on the aerial turntable wiring harness. The connector was re-pinned and sealed with heat shrink tubing.
October 2023, an updated wire harness, incorporating a crimped / sealed connection, is introduced into production.
November 2023, Pierce receives a report from a customer that during that during a training exercise, with the platform basket approximately one foot off the ground, as the platform operator commanded the aerial to raise, and as the platform basket leveled itself, the front of the platform basket contacted the ground. No injuries were reported. Pierce personnel visits the subject truck and performs visual / functional inspections. During this inspection, the condition as described could not be duplicated but moisture intrusion / corrosion is observed in the connector on the aerial turntable wiring harness.
November 2023, Pierce makes the determination that a safety defect exists in the electrical cable connector.
Pierce is not aware of any injuries to persons related to the above referenced condition.

Descriptive Information : The vehicles affected by this recall include 100’ mid-mount tower trucks of the models described within this report that are equipped with an aerial platform basket.

Description of the Defect : During assembly of the aerial portion to the truck, Pierce connects the male and female ends of an electrical connector on the aerial turntable wiring harness and installs tie straps to reduce the potential for strain and unintended movement of the harness. If the tie straps are not correctly installed, this condition may lead to strain on the electrical connector which could allow for movement of the electrical connector. Movement of the connector could permit a gap to develop at the connection point. Should a gap develop, and moisture enters at the connection point, over time the pins inside the connector could corrode and potentially disrupt the electrical signal which controls the platform basket leveling feature. The signal to adjust the raise, lower, and rotate commands of the aerial device movement, and the emergency shut off button, are not affected by this issue.

Should this occur, the risk of injury to platform basket occupants is increased if the emergency stop button is not depressed and the required safety restraints are not being worn.

Description of Remedy :
Description of Remedy Program : Pierce will supply, at no charge to the customer, a replacement aerial
turntable wiring harness which utilizes an electrical connection that is permanently crimped together and sealed. An appropriate labor allowance to install the remedy component will be provided. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : The remedy component will consist of an electrical connection that is no longer a “plug”, but instead is permanently crimped together and sealed – thus preventing influence from and sensitivity to external factors such as strain relief and moisture. Vehicles outside the recall population use an electrical connection that do not use a plug style connection.

NOTE: Performing this procedure will log communication loss fault code(s). This is to be expected. Note time and date of new harness installation to eliminate this intentional fault code from future troubleshooting. 1. Ensure the ladder is resting in the cradle and the lift cylinders are no longer supporting the aerial.
2. Attach “DO NOT START” tag to truck ignition switch.
3. Turn battery switch OFF (if equipped) or disconnect batteries. (See “Battery Connect/Disconnect,” Group 0925-P-001.)

5. Remove four screws (3) and lower console panel (4) from aerial console. NOTE:
• The location and routing of the existing wire harness may differ for your vehicle.
• Existing wire harness cannot be removed from vehicle because system dependencies. It will be rerouted to the turntable where connections will be made.

Failure to properly secure connector C74 will cause damage to equipment. Connector C74 must be secure far enough forward so as to not become crushed when aerial device is at maximum elevation and extension. 19. Secure connector C74 (21) to hydraulic line (19) using zip tie (20).
Failure to cap unused connectors from the existing wire harness can cause damage to equipment. These are open CAN connections and lead to fault codes if left exposed. 20. Using connector caps from the new wire harness, cap the now unused connectors from the existing wire harness.
21. Verify proper aerial device operation. Refer to aerial operator’s manual for proper procedure. NOTE: Ensure there is no binding or stretching when device is operated in full range.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. Pierce has decided that a defect which relates to motor vehicle safety exists in certain 100’ Mid-Mount Tower Trucks on 2019 – 2023 Arrow XT, Enforcer & Velocity chassis manufactured between May 7, 2019 and October 31, 2023.
Why is a recall being conducted?
Due to an assembly issue, moisture may enter an electrical connection on the aerial turntable wiring harness on certain 100’ Mid Mount Tower Trucks. The presence of moisture may, over time, corrode the connector pins, which could disrupt the electrical signal controlling the platform basket leveling feature. Should this electrical disruption exist, and the raise or lower function of the aerial is activated, the platform basket may rotate past its horizontal (level) condition after the raise or lower function of the aerial is returned to its neutral state. If the platform basket rotates past its horizontal (level) condition, the risk of injury to platform occupants may be increased. What are we doing about the problem? • Pierce will replace the existing affected electrical connector with one which is permanently crimped and sealed. This repair will be completed at a Pierce authorized repair facility or in the field by a Pierce authorized representative.
• The repair will be made at no cost to the customer.
• This repair should take no longer than two hours to complete.

VEHICLE SAFETY RECALL DEALER NOTIFICATION – IMPORTANT
Pierce has determined that a defect which relates to motor vehicle safety exists in certain 100’ Mid‐Mount Tower Trucks on 2019 – 2023 Arrow XT, Enforcer & Velocity chassis manufactured between May 7, 2019 and October 31, 2023. Due to an assembly issue, moisture may enter an electrical connector on the aerial turntable wiring harness and, over time, corrode the pins within the connector. If this occurs, the electrical signal which controls the platform basket leveling feature may be disrupted. Should this electrical disruption exist, and the raise or lower function of the aerial is activated, the platform basket may rotate past its horizontal (level) condition after the raise or lower function of the aerial is returned to its neutral state. If the platform basket rotates past its horizontal (level) condition, the risk of injury to platform occupants may be increased. VEHICLES INVOLVED
The vehicles involved are 100’ Mid Mount Tower Trucks on Arrow XT, Enforcer & Velocity chassis manufactured between May 7, 2019 and October 31, 2023. There is a total of 314 affected vehicles in the field. Involved vehicles have been identified by Pierce job numbers and are listed on Pierceparts.com. Owner name and address data will enable dealers to follow up with owners involved in this campaign after Pierce has issued the customer notifications. Pierce has identified these vehicles based on build orders. After completing an inspection of the affected electrical connector, customers can continue to keep their vehicles in service if the inspection is passed. DEALER RESPONSIBILITY
All repairs will be carried out by an authorized Pierce service representative. However, it is the Pierce dealer’s responsibility to support the customers on the defined list and to encourage the apparatus owner to schedule a service appointment to replace the affected electrical connector with a new wiring harness. Please make sure the customer is aware the remedy will be provided by Pierce without charge. It is a violation of Federal law for a dealer to deliver a new vehicle covered by this recall notice under a sale or lease until the defect has been remedied. Description of the Defect : During assembly of the aerial portion to the truck, Pierce connects the male and female ends of an electrical connector on the aerial turntable wiring harness and installs tie straps to reduce the potential for strain and unintended movement of the harness. If the tie straps are not correctly installed, this condition may lead to strain on the electrical connector which could allow for movement of the electrical connector. Movement of the connector could permit a gap to develop at the connection point. Should a gap develop, and moisture enters at the connection point, over time the pins inside the connector could corrode and potentially disrupt the electrical signal which controls the platform basket leveling feature. The signal to adjust the raise, lower, and rotate commands of the aerial device movement, and the emergency shut off button, are not affected by this issue.

August 2022 a customer contacts Pierce and advises that the platform basket on an aerial device, which was near to the ground, went through its leveling operation and the platform basket made contact with the ground. Pierce personnel visit the subject truck and performs visual / functional checks. Corrosion is discovered in the connector in the aerial turntable wiring harness. The corroded pins are replaced and shrink tubing applied to prevent corrosion from redeveloping. January 2023, a customer contacts Pierce and informs that occupants in the platform basket of an aerial truck experienced platform leveling which was not consistent with normal operation. No contact with the ground was reported and operator error could not be ruled out. Pierce visits the subject truck and performs visual / functional checks. The condition described could not be duplicated. During this inspection corrosion was observed in the connector on the aerial turntable wiring harness. The connector was re-pinned and sealed with heat shrink tubing. November 2023, Pierce receives a report from a customer that during that during a training exercise, with the platform basket approximately one foot off the ground, as the platform operator commanded the aerial to raise, and as the platform basket leveled itself, the front of the platform basket contacted the ground. No injuries were reported. Pierce personnel visits the subject truck and performs visual / functional inspections. During this inspection, the condition as described could not be duplicated but moisture intrusion / corrosion is observed in the connector on the aerial turntable wiring harness. November 2023, Pierce makes the determination that a safety defect exists in the electrical cable connector. Pierce is not aware of any injuries to persons related to the above referenced condition.

Description of Remedy Program : Pierce will supply, at no charge to the customer, a replacement aerial
turntable wiring harness which utilizes an electrical connection that is permanently crimped together and sealed. An appropriate labor allowance to install the remedy component will be provided. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : The remedy component will consist of an electrical connection that is no longer a “plug”, but instead is permanently crimped together and sealed – thus preventing influence from and sensitivity to external factors such as strain relief and moisture. Vehicles outside the recall population use an electrical connection that do not use a plug style connection.
The remedy component described above became effective in production in October 2023 Recall Schedule :
