Summary
Daimler Trucks North America, LLC (DTNA) is recalling certain 2020-2022 Freightliner M2 106, FCCC S2G CAB/CHAS, FCCC S2RV 106 CAB, 2021 Freightliner Sport M2 112, 2021-2022 Freightliner 108SD, Freightliner 114SD, Freightliner M2 112, Freightliner Sport M2 106, and FCCC SC2 106 CAB vehicles. The windshield wiper linkages may break, causing the windshield wipers to fail.
Remedy
Dealers will inspect and replace the windshield wiper arm and linkage parts, as necessary, free of charge. Owner notification letters were mailed June 2, 2023. Owners may contact DTNA customer service at 1-800-547-0712. DTNA’s number for this recall is FL969.

Subject: Windshield Wiper Arms
Models Affected: Specific model years 2020-2022 Freightliner 108SD, 114SD, Business Class M2, and Cascadia vehicles; and Freightliner Custom Chassis Corporation Shuttle, Business Class M2, and S2RV chassis manufactured February 1, 2020, through September 1, 2021.
General Information
Daimler Truck North America LLC (DTNA), on behalf of its Freightliner Truck Division, and wholly owned subsidiary, Freightliner Custom Chassis Corporation (FCCC), has decided that a defect that relates to motor vehicle safety exists on the vehicles mentioned above.
REVISION:The labor table has been updated with the correct SRTs.
In certain vehicles, the spline teeth in the windshield wiper arms may wear, resulting in a loss of wiper functionality, reducing the drivers visibility and increasing the risk of a crash.
The windshield wiper arms will be inspected and replaced as needed.
There are approximately 68,798 vehicles involved in this campaign.
Additional Repairs
Dealers must complete all outstanding recall and field service campaigns prior to the sale or delivery of a vehicle. A dealer will be liable for any progressive damage that results from its failure to complete campaigns before sale or delivery of a vehicle.
Owners may be liable for any progressive damage that results from failure to complete campaigns within a reasonable time after receiving notification.
Work Instructions
Please refer to the attached work instructions. Prior to performing the campaign, check the vehicle for a completion sticker (Form WAR260).

Replacement parts are now available and can be obtained by ordering the r part number(s) listed below from your facing Parts Distribution Center (PDC).

Wiper Arm Replacement
1. Check the base label (Form WAR259) for a completion sticker for FL969 (Form WAR260) indicating this work has been done. The base label is usually located on the passenger door about 12 inches (30 cm) below the door latch. If a sticker is present, no work is needed. If there is no sticker, proceed with the next step.
2. Park the vehicle on a level surface, shut down the engine, and apply the parking brake. Chock the tires.
NOTE: There are index marks on the windshield to show the location when the wiper blades are correctly parked.
3. Check that the wiper blades are parked. If necessary, park them by turning the wiper switch ON, and then OFF with the ignition key in the ON position.
4. Open the hood.
WARNING
Disconnect the wiper motor electrical connector before working on the wiper linkage. This will prevent the windshield wiper motor from cycling. The motor could cycle if the wiper linkage driveshaft is forced out of the parked position, which could result in personal injury.
5. Disconnect the wiper motor electrical connector. For instructions, see Group 82 of the applicable workshop manual.
7. Using a small screw driver, lift the wiper arm off the glass and pull the locking clip out. See Fig. 1. Then lower the arm and pull it off the splined shaft.
8. Clean the grease on the splined area.
9. Inspect the date stamping on the wiper arm. See Fig. 2.
10. Check the date stamping on the wiper arms.
Is the date stamping #21, or greater?
YES → Install the existing wiper arms in the parked position so they are aligned with the index marks on the windshield. Then go to step 19.
NO → Go to the next step.
11. Replace the wiper arm with the new wiper arm that has date stamping #21 or greater
NOTE: Both wiper arms—having old and new date stamping—bear the same part number.
12. Repeat the steps 7 through 11 for the other wiper arm.
13. Remove the rubber washer hose from the plastic connection at the rain tray. Observe the rubber washer hose routing before removing.
14. Depress the retaining clip on the wiper blade assembly and slip the blade assembly out of the hook on the wiper arm.
15. Slide the wiper blade assembly into the hook on the new wiper arm until it locks in place.
16. Install the rubber washer hose on the plastic connection at the rain tray.
17. With the wiper arm locked in the up position, install the arm on the wiper transmission shaft spline. The wiper arm is keyed to the shaft in one location only.
18. Install the wiper arms in the parked position so they are aligned with the index marks on the windshield.
19. Verify that the wiper blades are in the correct location, then lift the wiper arm off the glass and slide the locking clip in. See Fig. 1. Lower the arm.
20. If disconnected, connect the washer hoses at the wiper arms.
21. Verify the wiper and the sprayer function correctly.
22. Close the hood.
23. Clean a spot on the base label (Form WAR259) and attach a campaign completion sticker for FL969 (Form WAR260), indicating this work has been completed.
Chronology :
In April 2022, DTNA recalled certain vehicles for a defective windshield wiper arm, provided by DTNA’s supplier Trico, that may wear and break. (See FL926 a/k/a 22V-230.) At that time, based on the information available from Trico, DTNA reasonably believed that only the parts in the recall FL926 were within the affected population. However, in late December 2022, DTNA received a field report on a failed windshield wiper arm on a vehicle not in the FL926 population and promptly began further inquiry into a possible defect.
In January 2023, after identifying additional reports from vehicles outside the FL926 population, DTNA opened an official investigation to further review with Trico. DTNA continued to review failures with its supplier and, between then and March 2023, saw a significant increase. In late March 2023, DTNA received a response from its supplier that the suspect parts under investigation are the same wiper arm heads recalled under FL926.
Promptly after receiving this confirmation, on March 29th 2023 DTNA decided to initiate a voluntary safety recall for vehicles equipped with the suspect wiper arm heads.
As of March 31st 2023, DTNA is aware of 1 field report and 48 warranty claims related to inoperative windshield wiper arms received from February 13, 2021 through today.
On May 18, 2023 DTNA amended the Defect Information Report to indicate a slight reduction in population due to nine vehicles being still in the possession of the manufacturer, to consolidate the model listing (to facilitate reading comprehension with no substantive changes to the models listed), and to update the remedy.

Windshield wiper arms and linkage parts will be inspected and replaced as needed. Repairs will be performed free of charge by Daimler Truck North America authorized service facilities. Details of the reimbursement plan will be included in the owner’s notification letter. Owners are directed to seek reimbursement through authorized dealers.

DTNA continued to review failures with its supplier and, between then and March 2023, saw a significant increase. Promptly after receiving this confirmation, on March 29th 2023 DTNA decided to initiate a voluntary safety recall for vehicles equipped with the suspect wiper arm heads. As of March 31st 2023, DTNA is aware of 1 field report and 48 warranty claims related to inoperative windshield wiper arms received from February 13, 2021 through today.

On the affected vehicles, the spline teeth in the windshield wiper arms may wear and break. This can cause the wipers to fail, reducing the driver’s visibility, and increasing the risk of crash.
A Daimler Truck North America authorized service facility will inspect the date code on the windshield wiper arms and replace the wiper arms as needed. The Recall will take approximately one half hour and will be performed free of charge.

The DTNA Campaigns group, with the support of the Aftermarket Parts group and the DTNA Dealer Council,has initiated a
second proactive
campaign part order for DTNA Recall Campaign FL969. This action is toensure parts are available during customer service events (warranty repairs, service bulletin updates, customerrepairs, etc.), mitigating additional downtime for the customer.
These reinitialized order quantities are being generated based on the overall campaign open claim populationand the current dealer inventories of the customer’s registered dealer location.
Going forward, DTNA Campaigns will be using the Paragon and RIMpro systems to help manage dealer orderson campaigns and mitigate missed repair events on newly released campaigns.

This letter is to inform you that, per the 05/24/2023 joint memo from DTNA and the Dealer Council, DTNA will now allow Love Service Locations to perform select Recall and Field Service Campaigns
Recall campaigns address urgent safety and emission compliance issues. DTNA complies with U.S. and Canadian federal regulations and adheres to all requirements for recall campaign documentation, repair completion, reporting to federal agencies, etc. By adding recall repairs to the Love Service Agreement, regulatory compliance by sponsoring locations and customers is also required.
With approval from sponsoring locations, select Love Service locations are authorized to perform specific Freightliner Campaign repairs. Love Service locations may only do this work with the agreement of their sponsoring locations.
Love sponsoring locations are responsible for the management of this program (i.e., determining whether customer facilities are suitable and identifying the specific, DTNA-approved campaigns that a Love Service location can perform).

This letter is to inform you that, per the 05/24/2023 joint memo from DTNA and the Dealer Council, DTNA will allow Love’s service centers to perform select Recall and Field Service Campaigns
Recall campaigns address urgent safety and emission compliance issues. DTNA complies with U.S. and Canadian federal regulations and adheres to all requirements for Recall campaign documentation, repair completion, reporting to federal agencies, etc. By adding recall repairs to the Love’s service agreement, regulatory compliance by sponsoring locations and customers is also required.
With initial approval from sponsoring locations, Love’s service centers are authorized to perform specific Freightliner campaign repairs.
Love’s sponsoring locations are responsible for the management of this program (i.e., determining whether customer facilities are suitable and identifying the specific, DTNA-approved campaigns that a Love’s service centers can perform).

General Information
Daimler Truck North America LLC (DTNA), on behalf of its Freightliner Truck Division, and wholly owned
subsidiary, Freightliner Custom Chassis Corporation (FCCC), has decided that a defect that relates to motor
vehicle safety exists on the vehicles mentioned above.
REVISION:The labor table has been updated with the correct SRTs.
In certain vehicles, the spline teeth in the windshield wiper arms may wear, resulting in a loss of wiper
functionality, reducing the drivers visibility and increasing the risk of a crash.
The windshield wiper arms will be inspected and replaced as needed.
There are approximately 68,798 vehicles involved in this campaign.
Additional Repairs
Dealers must complete all outstanding recall and field service campaigns prior to the sale or delivery of a
vehicle. A dealer will be liable for any progressive damage that results from its failure to complete campaigns
before sale or delivery of a vehicle.
Owners may be liable for any progressive damage that results from failure to complete campaigns within a
reasonable time after receiving notification.

Please refer to the attached work instructions. Prior to performing the campaign, check the vehicle for a

U.S. and Canadian Dealers: To return excess kit inventory related to this campaign, U.S. dealers must submit a
Parts Authorization Return (PAR) to the Memphis PDC. Canadian dealers must submit a PAR to their facing
PDC. All kits must be in resalable condition. PAR requests must include the original purchase invoice number.
Export Distributors: Excess inventory is not returnable.
The letter notifying U.S. and Canadian vehicle owners is included for your reference.
Please note that the National Traffic and Motor Vehicle Safety Act, as amended (Title 49, United States Code,
Chapter 301), requires the owner’s vehicle(s) be corrected within a reasonable time after parts are available to
you. The Act states that failure to repair a vehicle within 60 days after tender for repair shall be prima facie
evidence of an unreasonable time. However, circumstances of a particular situation may reduce the 60 day
period. Failure to repair a vehicle within a reasonable time can result in either the obligation to (a) replace the
vehicle with an identical or reasonably equivalent vehicle, without charge, or (b) refund the purchase price in
full, less a reasonable allowance for depreciation. The Act further prohibits dealers from selling a vehicle unless
all outstanding recalls are performed. Any lessor is required to send a copy of the recall notification to the
lessee within 10 days. Any subsequent stage manufacturer is required to forward this notice to its distributors
and retail outlets within five working days.

On the affected vehicles, the spline teeth in the windshield wiper arms may wear. This can result in a loss of wipers functioning
properly, reducing the driver’s visibility, and increasing the risk of crash. If the driver has operated the windshield wipers as part
of the recommended pre-trip inspection, the defect would likely be detectable during that inspection.
A Daimler Truck North America authorized service facility will inspect the date code on the windshield wiper arms and replace as
needed. The Recall will take approximately one half hour and will be performed free of charge.

Wiper Arm Replacement
1. Check the base label (Form WAR259) for a completion sticker for FL969 (Form WAR260) indicating this
work has been done. The base label is usually located on the passenger door about 12 inches (30 cm) below
the door latch. If a sticker is present, no work is needed. If there is no sticker, proceed with the next
step.
2. Park the vehicle on a level surface, shut down the engine, and apply the parking brake. Chock the tires.
NOTE: There are index marks on the windshield to show the location when the wiper blades are correctly
parked.
3. Check that the wiper blades are parked. If necessary, park them by turning the wiper switch ON, and then
OFF with the ignition key in the ON position.
4. Open the hood.
WARNING
Disconnect the wiper motor electrical connector before working on the wiper linkage. This will prevent
the windshield wiper motor from cycling. The motor could cycle if the wiper linkage driveshaft is forced
out of the parked position, which could result in personal injury.
5. Disconnect the wiper motor electrical connector. For instructions, see Group 82 of the applicable workshop
manual.

7. Using a small screw driver, lift the wiper arm off the glass and pull the locking clip out. See Fig. 1. Then
lower the arm and pull it off the splined shaft.
10. Check the date stamping on the wiper arms.
Is the date stamping #21, or greater?
YES → Install the existing wiper arms in the parked position so they are aligned with the index marks on
the windshield. Then go to step 19.
NO → Go to the next step.
11. Replace the wiper arm with the new wiper arm that has date stamping #21 or greater
NOTE: Both wiper arms—having old and new date stamping—bear the same part number.
12. Repeat the steps 7 through 11 for the other wiper arm.
13. Remove the rubber washer hose from the plastic connection at the rain tray. Observe the rubber washer
hose routing before removing.
14. Depress the retaining clip on the wiper blade assembly and slip the blade assembly out of the hook on the
wiper arm.
15. Slide the wiper blade assembly into the hook on the new wiper arm until it locks in place.
16. Install the rubber washer hose on the plastic connection at the rain tray.
17. With the wiper arm locked in the up position, install the arm on the wiper transmission shaft spline. The
wiper arm is keyed to the shaft in one location only.

18. Install the wiper arms in the parked position so they are aligned with the index marks on the windshield.
19. Verify that the wiper blades are in the correct location, then lift the wiper arm off the glass and slide the
locking clip in. See Fig. 1. Lower the arm.
20. If disconnected, connect the washer hoses at the wiper arms.
21. Verify the wiper and the sprayer function correctly.
22. Close the hood.
23. Clean a spot on the base label (Form WAR259) and attach a campaign completion sticker for FL969 (Form
WAR260), indicating this work has been completed.

Problem: In certain vehicles, the wipers may not function properly, reducing the driver’s visibility under certain operating conditions. A defect that relates to motor vehicle safety may exist in certain DNTA vehicles (see the above table).On the affected vehicles, the spline teeth in the windshield wiper arm may wear. This may result in the wipers not functioning properly and reduced visibility, increasing the risk of a crash. If the driver has operated the windshield wipers as part of the recommended pre-trip inspection, the defect would likely be detectable during that inspection.
Solution: A Daimler Truck North America authorized service facility will inspect the date code on the windshield wiper arm and replace it needed. The Recall will take approximately one half hour. On the affected vehicles, the spline teeth in the windshield wiper arms may wear. This can result in a loss of wipers functioning
properly, reducing the driver’s visibility, and increasing the risk of crash. If the driver has operated the windshield wipers as part of
the recommended pre-trip inspection, the defect would likely be detectable during that inspection.
A Daimler Truck North America authorized service facility will inspect the date code on the windshield wiper arms and replace as
needed. The Recall will take approximately one half hour and will be performed free of charge.

Wiper Arm Replacement
1. Check the base label (Form WAR259) for a completion sticker for FL969 (Form WAR260) indicating this
work has been done. The base label is usually located on the passenger door about 12 inches (30 cm) below
the door latch. If a sticker is present, no work is needed. If there is no sticker, proceed with the next
step.
2. Park the vehicle on a level surface, shut down the engine, and apply the parking brake. Chock the tires.
NOTE: There are index marks on the windshield to show the location when the wiper blades are correctly
parked.
3. Check that the wiper blades are parked. If necessary, park them by turning the wiper switch ON, and then
OFF with the ignition key in the ON position.
4. Open the hood.
WARNING
Disconnect the wiper motor electrical connector before working on the wiper linkage. This will prevent
the windshield wiper motor from cycling. The motor could cycle if the wiper linkage driveshaft is forced
out of the parked position, which could result in personal injury.
5. Disconnect the wiper motor electrical connector. For instructions, see Group 82 of the applicable workshop
manual.
6. If needed, disconnect the washer hoses from the wiper arms.
Models Affected: Specific model years 2020-2022 Freightliner
108SD, 114SD, Business Class M2, and Cascadia vehicles; and
Freightliner Custom Chassis Corporation Shuttle, Business
Class M2, and S2RV chassis manufactured February 1, 2020,
through September 1, 2021.
8. Clean the grease on the splined area.
9. Inspect the date stamping on the wiper arm. See Fig. 2.

7. Using a small screw driver, lift the wiper arm off the glass and pull the locking clip out. See Fig. 1. Then
lower the arm and pull it off the splined shaft.
10. Check the date stamping on the wiper arm.
Is the date stamping #21, or greater?
YES → Install the existing wiper arms in the parked position so they are aligned with the index marks on
the windshield. Then go to step 19.
NO → Go to the next step.
11. Replace the wiper arm with the new wiper arm that has date stamping #21 or greater
NOTE: Both wiper arms—having old and new date stamping—bear the same part number.
12. Repeat the steps 7 through 11 for the other wiper arm.
13. Remove the rubber washer hose from the plastic connection at the rain tray. Observe the rubber washer
hose routing before removing.
14. Depress the retaining clip on the wiper blade assembly and slip the blade assembly out of the hook on the
wiper arm.
15. Slide the wiper blade assembly into the hook on the new wiper arm until it locks in place.
16. Install the rubber washer hose on the plastic connection at the rain tray.
17. With the wiper arm locked in the up position, install the arm on the wiper transmission shaft spline. The
wiper arm is keyed to the shaft in one location only.
18. Install the wiper arms in the parked position so they are aligned with the index marks on the windshield.

19. Verify that the wiper blades are in the correct location, then lift the wiper arm off the glass and slide the
locking clip in. See Fig. 1. Lower the arm.
20. If disconnected, connect the washer hoses at the wiper arms.
21. Verify the wiper and the sprayer function correctly.
22. Close the hood.
23. Clean a spot on the base label (Form WAR259) and attach a campaign completion sticker for FL969 (Form
WAR260), indicating this work has been completed.

The information contained in this report was submitted pursuant to 49 CFR §573
supplier Trico, that may wear and break. (See FL926 a/k/a 22V-230.) At that time, based on the information available from Trico, DTNA reasonably believed that only the parts in the recall FL926 were within the affected population. However, in late December 2022, DTNA received a field report on a failed windshield wiper arm on a vehicle not in the FL926 population and promptly began further inquiry into a possible defect. In January 2023, after identifying additional reports from vehicles outside the FL926 population, DTNA opened an official investigation to further review with Trico. DTNA continued to review failures with its supplier and, between then and March 2023, saw a significant increase. In late March 2023, DTNA received a response from its supplier that the suspect parts under investigation are the same wiper arm heads recalled under FL926.
Promptly after receiving this confirmation, on March 29th 2023 DTNA decided to initiate a voluntary safety recall for vehicles equipped with the suspect wiper arm heads. As of March 31st 2023, DTNA is aware of 1 field report and 48 warranty claims related to inoperative windshield wiper arms received from February 13, 2021 through today.

Description of Remedy Program : Windshield wiper arms and linkage parts will be inspected and replaced as

supplier Trico, that may wear and break. (See FL926 a/k/a 22V-230.) At that time, based on the information available from Trico, DTNA reasonably believed that only the parts in the recall FL926 were within the affected population. However, in late December 2022, DTNA received a field report on a failed windshield wiper arm on a vehicle not in the FL926 population and promptly began further inquiry into a possible defect. In January 2023, after identifying additional reports from vehicles outside the FL926 population, DTNA opened an official investigation to further review with Trico. DTNA continued to review failures with its supplier and, between then and March 2023, saw a significant increase. In late March 2023, DTNA received a response from its supplier that the suspect parts under investigation are the same wiper arm heads recalled under FL926.
Promptly after receiving this confirmation, on March 29th 2023 DTNA decided to initiate a voluntary safety recall for vehicles equipped with the suspect wiper arm heads. As of March 31st 2023, DTNA is aware of 1 field report and 48 warranty claims related to inoperative windshield wiper arms received from February 13, 2021 through today.
Description of Remedy :
Description of Remedy Program : Windshield wiper arms and linkage parts will be inspected and replaced as
needed. Repairs will be performed free of charge by Daimler Truck North America authorized service facilities. Details of the reimbursement plan will be included in the owner’s notification letter. Owners are directed to seek reimbursement through authorized dealers.

In April 2022, DTNA recalled certain vehicles for a defective windshield wiper arm, provided by DTNA’s supplier Trico, that may wear and break. (See FL926 a/k/a 22V-230.) At that time, based on the information available from Trico, DTNA reasonably believed that only the parts in the recall FL926 were within the affected population. However, in late December 2022, DTNA received a field report on a failed windshield wiper arm on a vehicle not in the FL926 population and promptly began further inquiry into a possible defect. In January 2023, after identifying additional reports from vehicles outside the FL926 population, DTNA opened an official investigation to further review with Trico. DTNA continued to review failures with its supplier and, between then and March 2023, saw a significant increase. In late March 2023, DTNA received a response from its supplier that the suspect parts under investigation are the same wiper arm heads recalled under FL926.
Promptly after receiving this confirmation, on March 29th 2023 DTNA decided to initiate a voluntary safety recall for vehicles equipped with the suspect wiper arm heads. As of March 31st 2023, DTNA is aware of 1 field report and 48 warranty claims related to inoperative windshield wiper arms received from February 13, 2021 through today. On May 18, 2023 DTNA amended the Defect Information Report to indicate a slight reduction in population due to nine vehicles being still in the possession of the manufacturer, to consolidate the model listing (to facilitate reading comprehension with no substantive changes to the models listed), and to update the remedy. Description of Remedy Program : Inspect the date code on the windshield wiper arms and replace as needed.
Repairs will be performed free of charge by Daimler Truck North America authorized service facilities. Details of the reimbursement plan will be included in the owner’s notification letter.
