Safety Chains May Break

Broken safety chains can allow the trailer to detach from the tow vehicle, increasing the risk of a crash.

Summary

Forest River, Inc. (Forest River) is recalling certain 2023 East to West Della Terra 240RLLE travel trailers. The safety chains may be insufficient for the Gross Vehicle Weight Rating (GVWR) and could potentially break.

 

Remedy

Dealers will replace the drawbar assembly, free of charge. Owner notification letters were mailed April 6, 2023. Owners may contact Forest River Customer Service at 1-574-264-6664. Forest River’s number for this recall is 508-1617.

RECALL 23V227/ 2023-193 REMEDY INSTRUCTIONS

Concern:
The safety chains may not meet the Gross Vehicle Weight Rating and could potentially break.

Disconnect the vehicles’ battery Positive and Negative, disconnect any House battery(s) Positive and Negative, if equipped with a generator ensure it is off and lastly, ensure the vehicle is disconnected from shore power. Block any tires/wheels to prevent the vehicle from rolling. Failure to do so may result in electrocution, fire or other personal injury, property damage and/or death.

 

PREPARATION

THIS REPLACEMENT SHOULD ONLY BE COMPLETED BY AN AUTHORIZED SERVICE TECHNICIAN.

 

WARNING

REMOVE ALL FLAMMABLE MATERIAL FROM THE AREA TO BE WELDED. ANY REMAINING FLAMMABLE MATERIAL THAT CANNOT BE REMOVED MUST BE PROTECTED. PROPER FIRE PROTECTION AND CONTROL MEASURES SHOULD BE KEPT ON HAND.

 

WARNING

LIFT TRAVEL TRAILER BY THE FRAME AND NEVER THE AXLE OR SUSPENSION. DO NOT GO UNDER THE TRAVEL TRAILER UNLESS IT IS PROPERLY SUPPORTED BY JACK STANDS. UNSUPPORTED TRAVEL TRAILERS CAN FALL AND MAY RESULT IN DEATH, SERIOUS INJURY OR PROPERTY DAMAGE.

 

NOTE: IN THIS DOCUMENT, DASHED RED LINES INDICATE USING A DIE GRINDER TO REMOVE COMPONENTS AND SOLID RED LINES INDICATE USING A WELDER TO ADD COMPONENTS PER INSTRUCTIONS AND IMAGE REFERENCES.

 

Tools Required

 

Hardware Required

 

STEP 1: USE THE DIE GRINDER WITH THE CUTTING WHEEL ATTACHMENT TO REMOVE THE EXISTING CHAIN ELBOW FROM THE UNDERSIDE OF THE A-FRAME COUPLER (FIG. 1).

 

STEP 2: THE EXISTING SAFETY CHAINS AND ELBOW CAN BE DISCARDED;

 

STEP 3: USE THE DIE GRINDER AND GRINDING WHEEL ATTACHMENT TO GRIND THE CUT AREAS SMOOTH  (FIG. 2);

 

STEP 4: FEED THE LAST LINK OF EACH OF THE NEW SAFETY CHAINS ONTO THE NEW CHAIN ELBOW (FIG. 3);

 

STEP 5: CENTER THE CHAIN ELBOW AND SAFETY CHAIN ASSEMBLY UNDER THE A-FRAME COUPLER SO   THAT THE ENDS OF THE CHAIN ELBOW ARE TOUCHING THE ENDS OF THE TWO A-FRAME TUBES.   THE ELBOW SHOULD BE POINTING AWAY FROM THE TRAVEL TRAILER;

 

NOTE: ENSURE THAT THE NEW SAFETY CHAINS ARE NOT PINCHED BETWEEN THE CHAIN ELBOW AND THE COUPLER. THE SAFETY CHAINS MUST BE ABLE TO MOVE FREELY.

 

STEP 6: WELD EACH END OF THE CHAIN ELBOW TO THE A-FRAME TUBES COMPLETELY (FIGS. 4 AND 5);

 

STEP 7: TEST THE MOVEMENT ABILITY OF THE SAFETY CHAINS TO MAKE SURE THEY ARE ABLE TO MOVE FREELY;

 

STEP 8: SPRAY PAINT ANY VISIBLE AREAS OF THE REPAIR WITH BLACK SPRAY PAINT;

 

STEP 9: CLEAN AREA;

Concern:
The Drawbar Assembly has an elevated risk of fracture and full failure while traveling. Should the Drawbar Assembly fracture or fail, the trailer has an elevated increase to cause a crash.

FOREST RIVER UNDERMOUNT DRAWBAR REMEDY

 

WARNING

Lift trailer by the frame and never the axle or suspension. Do not go under trailer unless it is properly supported by jack stands. Unsupported trailers can fall causing death or serious injury. This repair should only be completed by an authorized service technician.

Note: Dashed red lines in this service form refer to using a plasma cutter/ blow torch to remove components. Solid red lines indicate the necessity of a welder to add frame components per instructions and image references.

WARNING

Failing to remove flammable objects or obstructions may result in death, serious injury or property damage.

 

1. Properly support the frame according to manufacturer’s guidelines.

2. Cut the A-frame from underneath the main frame rail and the front crossmember (Fig. 1).

 

3. Position replacement A-frame (Fig. 2).

NoTe: Ensure that the A-frame is level or horizontal to the main frame. This will ensure that when it is welded in, the replacement A-frame is not sloped up or down.

A. Measure from the outer end of the A-frame tube to the header on both sides. This measurement should be 27 3/4″ (Fig. 3). This will align the coupler to the center line of the frame (Fig. 3).

B. Measure from the center of the coupler to the header. This measurement should be 48″ (Fig. 3).

 

4. Weld A-frame underneath main frame rail and front crossmember (Fig. 3).

Chronology :

On March 24, 2023, During a routine corporate standards inspection of the plant it was found that the incorrectly rated safety chains were being installed.

That same day Forest Rivers’ Office of Corporate Compliance was notified and began working with the plant to establish the scope of vehicles affected.

On March 31, 2023, Forest Rivers Corporate Recall Committee voted to recall.

After Forest River’s Office of Corporate Compliance (“OCC”) filed recall 23V227, OCC was notified on April 10, 2023, that the incorrect A-Frame was also specified. In addition, the improper safety chains were installed onto the vehicle scope since the inception of those vehicles.
