Tires with Incorrect Date Code/FMVSS 119

The incorrect date code hinders drivers from accurately identifying the age of the tire and makes it difficult to determine if the tire is affected by a safety recall, which can increase the risk of a crash.

Summary

Yokohama Off-Highway Tires America, Inc (YOHTA) is recalling certain Alliance High Speed Rib Implement Tire 12.5L-15 FI, 11L-15FI, Primex Highway R-550 Steer and Trailer 11-22.5, Alliance 317 Implement 10.5-20 IMP, and Alliance Stubble Proof 319 SPH 11L-15FI tires. The date code portion of the Tire Identification Number (TIN) states the incorrect manufacture date on the sidewall of the tire. As such, these tires fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 119, “New Pneumatic Tires, Other than Passenger Cars.”

 

Remedy

YOHTA will replace the affected tires, free of charge. Owner notification letters were mailed February 1, 2023. Owners may contact YOHTA’s customer service at 1-800-343-3276.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

 

Dear Owner of an Alliance or Primex brand tire meeting the description listed below.

Yokohama Off-Highway Tires America, Inc. has determined that a noncompliance with Federal Motor Vehicle Safety Standard (VMVSS) No. 119 exists which relates to the date code included as the last four digits of the Tire Identification Number on certain Alliance and Primex tires as described below.

IDENTYFYING TIRES SUBJECT TO RECALL

For your assistance in identifying the tires that are subject to this campaign, we have attached a tire sidewall drawing for each of the subject tires in the chart above. Each sidewall drawing shows the Five Characteristics: i) brand name ii) tire size, iii) model name, iv) load range and v) manufacturing date In order for a tire to be subject to replacement under this program, the tire must have sidewall markings that match all Five Characteristics of one of the tires in the chart above.

 

REASON FOR THIS RECALL

These tires, manufactured by a YOHTA affiliate India and meeting the descriptions listed above, may not be compliant with FMVSS No. 119. The incorrect date code tire may have been included in the Tire Identification Number on the sidewall of the tire.

The incorrect date code hinders drivers from accurately identifying the age of the tire and makes it difficult to determine if the tire is affected by a safety recall, which can increase the risk of a crash.

 

WHAT YOKOHAMA OFF-HIGHWAY TIRES AMERICA, INC. (YOHTA) WILL DO

YOHTA will arrange for replacement of any tires subject to this recall with tires of equivalent value, free of charge. This replacement includes the cost of mounting and balancing the replacement tires.

 

WHAT YOU SHOULD DO

Please contact an authorized YOHTA tire dealer as soon as possible to schedule a service appointment at the dealership for replacement of the subject tire. Instructions for replacing this tire have been sent to your dealer. You will have 180 days from the date you receive this letter to take advantage of the free replacement policy. The time necessary to perform this service correction is approximately 30 minutes per tire. Your authorized YOHTA tire dealer is best equipped to obtain replacement tires and provide service to ensure that the subject tires are replaced as promptly as possible. If a YOHTA replacement tire cannot be made available at the YOHTA tire dealer in a timely manner, another brand of tire of comparable quality and price will be used as the replacement tire. SIDEWALL DRAWINGS

A tire will be subject to this recall if it has the same five identifying characteristics marked on its sidewall that match the five characteristics of one of the tires in the chart above. The diagrams below illustrate the location of the various tire characteristics on the sidewall of each tire.

 


Chronology :

On July 18, 2022, during an analysis of a tire submitted under a warranty claim, Yokohama Off-Highway Tires America, Inc. (YOHTA) in consultation with its manufacturing affiliate, ATC Tires Pvt. Ltd. determined that the date code included in the TIN on the sidewall did not accurately correspond to the manufacture date of the tire.

Between July 18, 2022 and October 21, 2022, YOHTA and ATC investigated the reason for the inaccurate date code and learned that additional tires also had the incorrect date code. On October 21, 2022, YOHTA decided that the tires identified in this report did not comply with FMVSS 119 and to file this report.
