Summary
Harley-Davidson Motor Company (Harley-Davidson) is recalling certain Detachable Tour-Pak Luggage Carrier Conversion Kits with part numbers 53000916 & 53000917, when installed on 2014-2022 Touring and CVO Touring motorcycles. When the Tour-Pak Luggage Carrier is removed from the motorcycle while the conversion kit remains installed, the turn signal indicator lights may flash fast continuously and not adjust the frequency to alert the operator of a turn signal light failure. As such, these Luggage Carrier Conversion Kits fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”
Remedy
Dealers will replace the kits, free of charge. Owner notification letters were mailed August 25, 2022. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson’s number for this recall is 0633.

M1561 (REV E): RECALL 0633 – DETACHABLE TOUR-PAK CONVERSION KIT
Purpose for Service Bulletin
This bulletin informs dealers that Harley-Davidson has discovered that when Parts and Accessories (P&A) Detachable Tour-Pak Luggage Carrier Conversion Kits (Part No’s. 53000916 and 53000917) are installed on 2014-2022 Touring and CVO Touring motorcycles, that these conversion kits may fail to conform to the Federal Motor Vehicle Safety Standard (No. 108; Lamps, Reflective Devices and Associated Equipment).
Specifically, if the Tour-Pak is removed and the vehicle is operated while one of these kits is installed, the green turn signal indicator will Fast Flash regardless of the functionality of the turn signal lights. As a consequence, if a turn signal light does subsequently malfunction, there is no change in flashing rate of the indicator within the instrument cluster as required by FMVSS 108 S9.3.6.

3. Remove current harness from the P&A Detachable kit installed.
a. Remove main fuse.

e. Remove cable straps securing Tour-Pak harness (Part No. 69202326).
f. Disconnect four wiring connectors.
g. Remove harness (Part No. 69202326) from vehicle’s Tour-Pak.
4. Install replacement harness from Recall Kit (Part No. 91500111) to vehicle’s Tour-Pak.
a. Connect four wiring connectors for new harness to currently installed kit.
b. Install cable straps to secure harness.
c. Install right saddlebag.
d. Install left saddlebag.
e. Install seat. After installing seat, pull up on seat to verify it is secure.
f. Install main fuse.
5. Verify turn signal operation on vehicle.

1. Locate all P&A Detachable Tour-Pak Luggage Conversion Kits (Part No’s. 53000916 and 53000917).
2. Remove kits from inventory.
3. Order harness Recall Kit (Part No. 91500111) for each conversion kit.
4. Remove Tour-Pak harness (Part No. 69202326) from kit.
5. Insert replacement harness from Recall Kit (Part No. 91500111) into each kit.
6. Add back into inventory.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
Harley-Davidson Motor Company, Inc. has decided that certain Harley-Davidson® Detachable Tour-Pak Luggage Carrier Conversion Kits sold between 1/19/2021 and 8/3/2022, Part Numbers 53000916 and 53000917 (the “Tour-Pak Kits”), fail to conform to Federal Motor Vehicle Safety Standard No. 108, Lamps, reflective devices, and associated equipment, if installed on Model Year 2014 – 2022 Touring and CVO Touring motorcycles.
Our records indicate that you have purchased one of these accessory kits. If you own one of these kits AND if your kit is installed on one of the motorcycle models listed in the fitment statement below, your kit may be subject to this recall. Please review this letter for important information.
What is the Issue?
If the Tour-Pak Kit (Part Numbers 53000916 and 53000917) is installed and the Tour-Pak is subsequently removed, the green turn signal indicators in the instrument panel will incorrectly “fast flash”, regardless of whether the turn signal lights are functioning properly. Improperly operating turn signal indicators may not provide adequate notice to the operator of a turn signal light failure, which can increase the risk of a crash.
Fitment statement: The Tour-Pak Kits may have been dealer-installed or customer-installed accessories on Model Year 2014 through 2022 FLHTCU, FLHTCUL, FLHTK, FLHTK ANV, FLHTKL, FLHTKSE, FLHTKSE ANV, FLTRK, FLTRKSE, FLTRU, and FLTRUSE models.
Exception: Models equipped with CB antenna are not subject to this recall.
What Should You Do?
If you have one of these Tour-Pak Kits installed on your motorcycle, please do not remove the TourPak until the recall work has been completed. Please contact your authorized Harley-Davidson dealer and arrange an appointment to have the Tour-Pak Kit updated with new wiring. Your dealer will confirm whether your kit is covered by this recall. If covered, the dealer will perform the recall work at no cost to you. The installation of the update to the Tour-Pak Kit will take less than an hour to perform. However, due to scheduling, the dealer may require your motorcycle for a longer period of time.
If you have sold your motorcycle equipped with this kit and have an address for the current owner, it is important that you forward this notice to the new owner. Alternatively, you may contact us at the Harley-Davidson phone number listed below and provide us with the new contact information so that we may notify the new owner of this recall. Also, Federal law requires that any vehicle lessor receiving this recall notice must forward a copy of this notice to the lessee within ten days.

Chronology :
05/27/2022 – Harley-Davidson’s Technical Subcommittee (TSC) is notified by our Regulatory Review Team that the Harley-Davidson “Parts & Accessories” Detachable Tour-Pak Kits, intended for installation on MY2014 – MY2022 Touring models, may cause a “fast flash” turn signal indication when the Tour-Pak is removed and disconnected from the wire harness. An investigation is initiated. The subject kits are placed on hold.
06/16/2022 – All TSC investigation tasks were completed, and this topic was escalated to Harley-Davidson’s Field Action Committee (FAC).
07/15/2022 – A review is conducted with the FAC, which recommended escalation to Harley-Davidson’s Executive Decision Authority (EDA).
07/22/2022 – Upon review of the results of the FAC’s investigation and analysis, Harley-Davidson’s EDA determined that installation of the subject kits may cause the vehicle to fail to conform to FMVSS 108 and, therefore, that a recall should be initiated. To date, Harley-Davidson is not aware of any accidents or injuries associated with this noncompliance.

Harley-Davidson Motor Company, Inc. has decided that certain Harley-Davidson® Detachable Tour-Pak Luggage Carrier Conversion Kits sold between 1/19/2021 and 8/3/2022, Part Numbers 53000916 and 53000917 (the “Tour-Pak Kits”), fail to conform to Federal Motor Vehicle Safety Standard No. 108, Lamps, reflective devices, and associated equipment, if installed on Model Year 2014 – 2022 Touring and CVO Touring motorcycles. Our records indicate that you have purchased one of these accessory kits. If you own one of these kits AND if your kit is installed on one of the motorcycle models listed in the fitment statement below, your kit may be subject to this recall. Please review this letter for important information. What is the Issue? If the Tour-Pak Kit (Part Numbers 53000916 and 53000917) is installed and the Tour-Pak is subsequently removed, the green turn signal indicators in the instrument panel will incorrectly “fast flash”, regardless of whether the turn signal lights are functioning properly. Improperly operating turn signal indicators may not provide adequate notice to the operator of a turn signal light failure, which can increase the risk of a crash. If covered, the dealer will perform the recall work at no cost to you. The installation of the update to the Tour-Pak Kit will take less than an hour to perform. Harley-Davidson Motor Company, Inc. has learned that certain Harley-Davidson® Detachable
Tour-Pak Luggage Carrier Conversion Kits shipped to Harley-Davidson dealers between 1/19/2021 and 7/15/2022, Part Numbers 53000916 and 53000917 (the “Tour-Pak Kits”), may not conform to Federal Motor Vehicle Safety Standard/Canadian Motor Vehicle Safety Standard No. 108, Lamps, reflective devices, and associated equipment, if installed on Model Year 2014 – 2022 Touring and CVO Touring motorcycles. If the Tour-Pak Kit is installed and the Tour-Pak is subsequently removed, the green turn signal indicators in the instrument panel will “fast flash”, regardless of whether the turn signal lamps are functioning properly. This may cause the vehicle to fail to meet regulations that require a turn signal lamp failure to be
indicated “by a ‘steady on,’ ‘steady off,’ or by a significant change in flashing rate.” We have voluntarily declared that this condition constitutes a regulatory non-compliance to allow us to formally recall (Campaign 0633) all affected motorcycles/Tour-Pak Kits. The remedy is to first confirm that the Tour-Pak Kits installed on the motorcycles are covered by this recall. If covered, perform the recommended recall update per Service Bulletin M1561 (the “Bulletin”) to update the wiring harness in the Tour-Pak Kit. The Bulletin outlines the repair and credit procedures for the recall repair and additional relevant information. In the interest of the safety of our mutual customers and as required by law, you may sell but NOT DELIVER any motorcycles listed in the Fitment Statement below equipped with the affected Tour-Pak Kits or deliver any over the counter Tour-Pak Kits until the remedy is completed per the service bulletin. 05/27/2022 – Harley-Davidson’s Technical Subcommittee (TSC) is notified by our Regulatory Review Team that the Harley-Davidson “Parts & Accessories” Detachable Tour-Pak Kits, intended for installation on MY2014
– MY2022 Touring models, may cause a “fast flash” turn signal indication when the Tour-Pak is removed and disconnected from the wire harness. An investigation is initiated. The subject kits are placed on hold.
06/16/2022 – All TSC investigation tasks were completed, and this topic was escalated to Harley-Davidson’s Field Action Committee (FAC). The information contained in this report was submitted pursuant to 49 CFR §573 Part 573 Safety Recall Report 22E-064 Page 3 07/15/2022 – A review is conducted with the FAC, which recommended escalation to Harley-Davidson’s Executive Decision Authority (EDA).
07/22/2022 – Upon review of the results of the FAC’s investigation and analysis, Harley-Davidson’s EDA determined that installation of the subject kits may cause the vehicle to fail to conform to FMVSS 108 and, therefore, that a recall should be initiated. To date, Harley-Davidson is not aware of any accidents or injuries associated with this noncompliance. Description of Remedy :
Description of Remedy Program : Affected registered kit owners will be notified of this recall and advised to
schedule an appointment at a Harley-Davidson dealer to have the recall work performed. In addition, all Harley-Davidson dealers will be requested to post a recall notice in a conspicuous location at their dealership in an effort to reach non-registered customers (i.e., those who may have purchased this kit and installed it onto one of the subject motorcycles as an aftermarket accessory). The “Harley-Davidson Motor Company General Reimbursement Program for Pre-Notification Remedies” dated July 2018 will apply to this recall. How Remedy Component Differs from Recalled Component : Identify How/When Recall Condition was Corrected in Production : Remedied kits (along with new kits shipped after September 1, 2022) will include a revised wiring harness that corrects the issue and will reflect new part numbers.
