Series school bus models built 14 May 2018 thru 23
July 2018, and 2022 IC Bus® CE Series school bus
models built 13 January 2021 thru 27 January 2021.
DEFECT DESCRIPTION
Certain school buses may not conform to Federal Motor Vehicle Safety
Standard (FMVSS) 217 — the exit opening configuration may not meet the
minimum exit opening criteria. A bus that does not conform to all the
requirements of FMVSS 217, in the event of an emergency, may hinder the
quick exit of the bus and increase the risk of personal injury.
MODELS INVOLVED
This safety recall involves certain 2014 IC Bus® CE Series school bus models built
19 December 2012 thru 22 July 2013, 2019 IC Bus® CE Series school bus models
built 14 May 2018 thru 23 July 2018, and 2022 IC Bus® CE Series school bus
models built 13 January 2021 thru 27 January 2021.
ELIGIBILITY
This procedure applies ONLY to vehicles marked in the International® Service
Portal™ with safety recall 21506. Also complete any other open campaigns listed
on the Service Portal at this time.
PARTS INFORMATION
NOTE: All buses require a right and a left emergency exit window to be
added. Refer to the parts information tables located at the end of this
letter for the correct parts / numbers. The tables are organized by VIN
number.

SERVICE PROCEDURE
WARNING! To prevent personal injury and / or death, or damage to property,
park vehicle on hard flat surface, turn the engine off, set the parking brake
and install wheel chocks to prevent the vehicle from moving in both
directions.
WARNING! To prevent personal injury and / or death, always wear safe eye
protection when performing vehicle maintenance.
WARNING! To prevent personal injury and / or death, keep flames or sparks
away from vehicle and do not smoke while servicing the vehicle’s batteries.
batteries expel explosive gases.
1. Park vehicle on flat surface.
2. Shift transmission to Park or Neutral and set parking brake.
3. Turn vehicle ignition to Key OFF position.
4. Install wheel chocks.
Emergency Window Installation
NOTE: For new window location, buses currently built with emergency
windows, install the two new windows in second row of seats from
front of the bus.
NOTE: For buses not built with emergency windows, install two new
windows toward center of bus.
5. Remove wiring panel above window to be replaced.
6. Starting on driver-side of bus, remove current split sash window in
location noted above. Refer to appropriate Service Manual for removing
window.
7. Remove sealant from bus body window frame.
8. Install butyl tape to bus body window frame, route wiring harness of the
window through the drip rail and through the overhead lining and then
install window (Figure 3, Item 3).

NOTE: After window installation, open and close window to make sure
it operates properly.
9. Repeat steps 5 thru 8 for right-side of bus.
NOTE: Steps 10 through 25: Instructions for buses built with ONE SET
of emergency exit windows.
NOTE: See Steps 26 through 38 for buses NOT built with emergency
exit windows.
10. Remove wiring panels located above first passenger window on driver-
side to the newly installed window in order to access push out window
splice connector located above first window.
11. Install kickout window overlay harness from push out window splice
pack to newly installed emergency window.

12. Locate push out splice connector located on the driver-side above first
window 10421 (Figure 1, Item 1) and on the right-side above last window
10713 (Figure 1, Item 1).

15. Connect end of overlay harness (Figure 3, Item 1) to newly installed
emergency window harness (Figure 3, Item 2).
16. Remove wiring panels located above windows on right-side of bus from
newly installed window to access push out window splice connector
above last right-side window.
17. Install push-out window overlay harness from push-out window splice
pack to newly installed emergency window.
18. Locate push out splice connector 10713 (Figure 1, Item 1).

19. Install wire 126-C into cavity B (Figure 4, Item 2) of splice connector

20. Install wire 126-GC into cavity H (Figure 4, Item 3) of splice connector

21. Connect end of overlay harness (Figure 3, Item 1) to newly installed
emergency window harness (Figure 3, Item 2).
22. Before installing wiring panels, turn on ignition switch and open each
emergency window to make sure alarm operates properly. Turn ignition
switch off when alarm check is completed.
23. Secure overlay harnesses to main harnesses with cable tie straps.
24. Install wiring panels on driver-side and right-side of bus.
25. Proceed to Step 39.
Steps 26 through 38: Instructions for buses NOT built with emergency
windows.
26. Remove wiring panels from entire length of driver-side of bus.

27. Remove wiring panels on right-side of bus from rear cap to newly
installed window.
