M1123: 49 STATE/CANADA RECALL 0603 - CARBURETOR JET NEEDLE
REPLACEMENT
If you are not sure that the recall service has been completed
on a particular motorcycle, check the recall information available
on TALON or H-Dnet.com.

Reason for Revision
Refer to Table 1.

IMPORTANT NOTE: Because only registered owners as
shown on the attached list will receive notification from
us, we request that you contact any owners of affected
motorcycles still listed as unregistered. Advise them of
the noncompliance recall and make arrangements for
them to come in for recall service. We also require that
you provide us with their names, addresses and VIN's
as soon as possible to enable us to mail them an owner's
letter, as required by Canadian, U.S. and California air
quality regulations.

Purpose for Service Bulletin
As recently advised in the May 29 Dealer Communications,
Harley-Davidson has learned that certain 2002 carburetor
equipped Dyna and Softail model motorcycles do not meet
portions of Canadian, U.S. and California air quality regulations.

An initial shipment of Noncompliance Recall Code 0603 Kits
(Part No. 94114) will begin on or around June 17, 2002. The
contents of the kit is as follows:

In the interest of regulatory compliance, as well as customer
satisfaction, Harley-Davidson has elected to initiate a voluntary
recall (Noncompliance Recall Code 0603) to replace the
carburetor jet needle in all affected motorcycles. See Required
Dealer Action to perform the recall service.

This recall applies to all carbureted Softail model motorcycles
assembled and shipped from the York, Pennsylvania assembly
plant, and all carbureted Dyna model motorcycles assembled
and shipped from the Kansas City, Missouri assembly plant,
between June 29, 2001 and May 10, 2002. The specific models
involved are as follows:

All kits will be shipped no charge, transportation paid. If
additional kits are needed, fill in the attached order form and
send it to the attention of the Warranty Department.

NOTE
Do not send in the order for additional kits until you have
received your initial shipment and have determined your
remaining kit requirements. Orders received before the initial
shipment is complete will be discarded. Harley-Davidson
reserves the right to conduct wave shipments in lieu of
processing individual orders and/or adjusting order quantities,
depending on the availability of parts.

Customer Notification
Attached is a complete list of all motorcycles shipped to your
dealership that are involved in this recall campaign. It is your
responsibility to perform the required service on all affected
motorcycles, even if the motorcycle was not purchased from
your dealership. You also are required to perform the recall
service on all affected motorcycles in your dealership inventory
prior to selling, delivering or leasing those motorcycles.

IMPORTANT NOTE: Obtain the 2002 Dyna or Softail
Models Service Manual (Part No.'s 99481-02 and
99482-02, respectively). When reviewing the sections
referenced below, be sure to take note of all warnings
and cautions.

Remove carburetor. See Section 4.4 CARBURETOR,
REMOVAL.

NOTE
In the interest of preserving customer safety and satisfaction, always check for outstanding recalls whenever any motorcycle is brought into your dealership for either maintenance or service.

Disassemble carburetor as follows:

Credit Procedure

a.

Jet Needle Kit (Par t No. 94114)

b.

Remove throttle cable bracket. Remove carburetor
top from body.
Remove vacuum piston chamber components.
Destroy and discard the old jet needle.

Assemble carburetor as follows:
a.

Install vacuum piston chamber components using
new jet needle from kit. The new needle has the
letters "NCQB" stamped on it.

b.

Install carburetor top to body. Install throttle cable
bracket.

Complete a Dealer Service Card for each motorcycle serviced.
Write recall code "0603" on the card and place the letter "C" in
the letter box. When the properly completed Dealer Service
Card is received by Harley-Davidson, you will be credited 0.6
hour of labor for performing the recall procedure, which includes
0.1 hour for dealer administration time. No credit will be issued
for parts as they were sent no charge.
For those motorcycles that do not have the original carburetor
installed, please place the letter "U" in the letter box for "unable
or ineligible" to have the recall service performed. In these
instances, you will be credited 0.1 hour for dealer administration
time only.
Special-case halo options:
NOTE
For busy background instances
Submitting the properly completed Dealer Service Card for
each circumstance will enable Harley-Davidson to accurately
report service activity on this recall, as is required.

New kits do not have the silver "0603" label, this is by
design. Verify if labels are present in your kit.

Yes: Labels are present: Go to Step 5.

No: Labels are not present: Go to Step 6.

NOTE
Before application of label, thoroughly clean affected area with
isopropyl alcohol and wipe dry with a clean cloth.

As proof of recall service, remove plastic backing to expose
adhesive and firmly press silver "0603" label from kit onto
rib of carburetor housing. Place label immediately above
or below existing label bearing carburetor part number.
While some overlapping of the labels may be unavoidable,
please make an effort to keep overlap at a minimum. See
Figure 1.
