EPA07/EPA10 DD13 Emission Labels In Cascadia 113” Day Cab
Chassis
Defect Involved
Detroit Diesel Corporation (DDC) has determined that all certified EPA07 and some
EPA10 DD13 engines installed in Freightliner Cascadia 113” Day Cab chassis have the
primary emission label on the engine obscured by the vehicle air cleaner housing.
Federal regulations require the emission label be visible without removing any parts or
components when installed in the vehicle. Federal regulations permit a secondary
emission label if the primary label is obscured. This campaign will require a secondary
emission label to be installed on the engine.
Installation of the secondary emission label will prevent non-compliance with Federal
regulations that may result in customer dissatisfaction.
The emission label was relocated in production effective with engine serial number
471903S0043397 built on June 22, 2010. There are approximately 3,546 engines
affected by this Campaign.

Owner Notification
Detroit Diesel will notify owners of equipment incorporating engines identified with this
emission recall. A copy of the owner letter and step-by-step instructions that will be used
by Detroit Diesel is enclosed with this recall notice. The new serialized secondary
emission label will also be sent to the owners. The owner has the option of installing the
new secondary emission label themselves.

Distributor / Dealer Modification Responsibility
Detroit Diesel Repair Facilities are to service all engines subject to this recall. The recall
is to be performed at no charge to owners on all affected engines under the provisions of
this recall notice.
The new emission control label will be sent directly to the registered owner who may elect
to install the new label themselves. If the owner chooses not to install the new emission
control label themselves, the owner may bring the vehicle and label to a Detroit Diesel
Repair Facility to install the label.
Please use the appropriate steps, noted below, for indicating that Emission Recall 12C3
has been completed.
Freightliner, Sterling, and Western Star Trucks


Check the base label (Form WAR259) to see if Emission Recall 12C3 has been
completed. The base label is usually located on the passenger-side door about 12
inches (30 cm) below the door latch. If Emission Recall 12C3 has been completed,
no further work is needed. If base label is not located on the passenger-side door,
please affix label (Form WAR259) 12 inches or 30 cm from the door latch.



Upon completion of Emission Recall 12C3, clean a spot on the base label (Form
WAR259), write the Emission Recall Number (12C3) on a blank, red completion
sticker (Form WAR260), and attach it to the base label.

Parts Information
The required part for this upgrade is the new secondary emission label. The new serialized
secondary emission label will be sent directly to the registered owners with their owner letter.

If you do not have the appropriate emission label, one can be ordered by an authorized
dealer/distributor via DTNA Connect. One replacement label will be provided at no charge.
When submitting the request use 12C3 for the PO and “Reason for Replacement”. All
additional emission label requests will be billed the normal rate.


Corrective Procedure
1. Apply the parking brake, chock the wheels, and perform any other applicable safety
steps.
2. Compare the serial number on the secondary emission label with the engine serial
number stamped on the left front corner of the engine block. Refer to Figure 1 to locate
the engine serial. If the engine serial number and the serial number on the label match
proceed to step 3. If the engine serial on the block and the label do not match do not
install the label, please call the Detroit Customer Support Center at 1-800-445-1980
for further assistance.

3. Use a suitable cleaner to clean dust, dirt, grease or oil from an area on the side of the
air filter housing large enough to accommodate the secondary emission label. Use
rubbing alcohol as a final wipe to remove any residue that might inhibit the label
adhering. Do not use Brake-Kleen or a similar solvent for the final cleaning. Refer to
Figure 2.

4. Allow the cleaned surface to dry completely.
5. Peel a portion of the backing from the label and stick it on the cleaned area of air filter
housing oriented so the print is vertical to permit ease of reading the label. Slowly peel
the backing off of the label while smoothing it onto the engine air filter housing. NOTE:
do not attempt to remove the label once it has adhered to the housing. It is intended to
be destroyed if removal is attempted.
6. Installation is complete, remove the wheel chocks and return the vehicle to service.
