In their Defect Information Report (DIR) of June 3, 2010, Chrysler Group, LLC (Chrysler
) notified NHTSA that it will conduct a safety recall of approximately 25,265 model year 2007 Dodge
Caliber vehicles and 71 model year 2007 Jeep
Compass vehicles manufactured from March 7, 2006 through May 19, 2006.The recall will remedy a defect in the accelerator pedal assembly (accelerator pedal) of the Electronic Throttle Control (ETC) system that can cause the accelerator pedal to stick in an open position and not return to the idle position when released.As stated in the opening resume, the subject vehicles (Caliber) are equipped with an ETC accelerator pedal manufactured by the CTS Corporation, the same supplier of the ETC accelerator pedal used in the recently recalled Toyota
vehicles.The ETC accelerator pedal used in Caliber and Compass vehicles is not the same as those used in the recalled Toyota
vehicles.They are of a different design, were manufactured using different tooling, and fail in a different manner.According to Chrysler
and CTS, oversized bearing pockets in the ETC accelerator pedal housing of the Caliber and Compass vehicles allows the accelerator pedal pivot shaft bearings to dislodge from the housing.If this occurs, the accelerator pedal can stick in an open position (i.e., fails to return to the closed position) or be slow to return.Chrysler
's DIR notes that the subject vehicles are equipped with Smart Brake Technology and contends that the impact of a binding or sticking accelerator pedal can be negated by its Smart Brake system.In Chrysler
's view, the system enables the brake pedal input to override the throttle control system and safely depower the vehicle and minimizes the potential for safety consequences resulting from the defect in the accelerator pedal.Further, Chrysler
states, as a result of the presence of this technology, Chrysler
Group LLC has concluded that the condition described in this report does not present an unreasonable risk to motor vehicle safety.ODI does not concur with Chrysler
's position that the Smart Brake technology employed in the subject vehicles eliminates unreasonable risks to safety stemming from the ETC accelerator pedal defect.Aside from the fact that the technology is applicable only to situations where the brake pedal is activated, the Smart Brake system implemented in the subject vehicles will override a stuck throttle under a discrete set of conditions.Because driver behaviors (e.g., kicking at the accelerator pedal to dislodge it, or pumping the brake pedal instead of steady application) may delay or prevent activation of the Smart Brake system in the subject vehicles, ODI believes that this Smart Brake system does not totally eliminate unreasonable risks to safety posed by this defect or the necessity of a safety recall in this case.See Safety Recall file 10V-234 for recall details.

On April 2, 2010, Remy Power Products, LLC (Remy) reported that certain alternators, produced between December 19, 2009, and February 22, 2010, contain an internal voltage regulator that can become damaged by transient voltage that may occur when the regulator and the alternator are built, tested, and installed. Should the regulator's circuit be damaged, thermal degradation of the circuit can occur, increasing the risk of a fire or heat damage even when the vehicle is off. NHTSA assigned recall number 10E-010 to this matter.On April 14, 2010, the Recall Management Division (RMD) requested Remy provide its customer list of all recipients that purchased the defective alternators.Remy responded with an e-mail that contained insufficient contact information for those recipient, and accordingly mailed Remy and information request (IR) letter for the complete information on April 28, 2010.That same day, RMD mailedDaimler Trucks and Knopf Automotive, who were listed as recipients and for which RMD had additional contact information.Daimler Trucks responded that all defective alternators they received had been returned to Remy.RMD never received a response from Knopf Automotive.Previous EQ mailings have revealed that Knopf is a distributor that would not have an obligation to notify NHTSA of a safety defect or contact a recall campaign.RMD received a more detailed customer list from Remy on June 3, 2010, listing 90 purchasers and over 20,000 alternators.RMD then issued IR letters to those companies that re-sold the equipment under another brand/trademark, mostly automotive retail chains.On July 21, 2010, RMD mailed IR letters to Associate Jobbers Warehouse, AutoZone Parts, PASCO, General Parts, O'Reilly Automotive, and Bosch
Canada.Only General Parts chose to recall the alternators (10E-036) they sold under their trademark, Proven Value.The others, Associate Jobbers Warehouse, AutoZone, and O'Reilly, responded that they supplied Remy with customer lists of purchasers.Bosch
Canada sold their inventory only in Canada.PASCO responded that they do not actually re-label their purchased alternators.Our regulatory authority does not extend to products sold abroad or to distributors.Additionally, We do not believe our regulations are sufficiently decisive as to whether re-branders of equipment (other than tires) must take responsibility for a defective product they sell under that brand name, to include conducting a recall campaign.Accordingly, we decline at this time to pursue further those re-branders.This EQ is closed.IR responses can be found in the EQ repository. School buses built between November 15, 2007, through June 15, 2009, and non-school buses built between November 20, 2007, through May 8, 2009 will have thedash heater actuator replaced with a more robust actuator to prevent leakage of coolant. This safety recall resolves the issue raised by this investigation and this investigation is closed.

This investigation was opened based on one complaint and reports from four transportation fleets alleging 182 blower motor control switch failures.ODI was concerned that these melting and burning switches could lead to an open flame that could spread throughout the vehicle.After a comprehensive review of all data related to overheating blower motor control switches in the subject vehicles, ODI did not identify the existence of a safety defect trend.ODI reviewed 1,036 complaints, claims, and field reports of failed blower motor control switches and determined that only two fires were likely to have been caused by a failing subject blower motor control switch.This represents a failure rate of 0.2 R/100K on a population of 1,076,975 vehicles that have been in service for up to 14 years.ODI has found that when the subject switches do fail and begin to melt, they are constructed in a manner that typically prevents the failing switch from igniting and developing into an open flame.Ford Motor Company has agreed to take two actions to further reduce the likelihood an overheated blower motor switch in the subject vehicles.Ford
informed ODI that it has implemented a series of design changes to the subject switch that will help prevent it from developing internal high resistance short circuits.Ford
has also informed ODI that it would release a Technical Service Bulletin (TSB-11-11-21) instructing subject vehicle owners to replace the electrical connector at the same time a failed switch is replaced.In light of the low rate of failure resulting in open flame and fire spread on the subject vehicles, and Ford
