EMISSIONS RECALL
2017-2024 NPS50 RUCKUS
FUEL SYSTEM
BACKGROUND
In cooperation with the Environmental Protection Agency, Honda is launching an EMISSIONS
RECALL on CERTAIN 2017-2024 NPS50 Ruckus scooters. Recent testing has shown that the fuel cap
gasket material may not meet federal evaporative emission certification standards due to a higherthan-expected permeation rate.

AFFECTED UNITS
As of August 7, 2025, you MUST NOT SELL ANY NEW or USED 2017-2024 NPS50 Ruckus scooter
until it is repaired according to this Service Bulletin.
• To search for applicable recalls on a specific unit, you MUST use Unit Information on iN.
• To manage your affected new inventory, use your dealer eResponsibility Report on iN.
CUSTOMER NOTIFICATION
American Honda mailed customer letters to all owners of affected scooters in late April 2026.
Customers were informed that their scooter is affected by an emission-related defect and to make
an appointment with an authorized Honda dealer for repair once replacement parts become
available. Owners of affected scooters will be notified by a second letter once parts become
available, expected in June 2026.

INSPECTION
Perform this initial inspection to verify that the fuel filler cap gasket has not already been
replaced.
1. Open the fuel tank lid by depressing the tab
and hinging the lid forward. Insert the key
into the fuel filler cap and turn it clockwise to
release the lock.
2. Turn the fuel filler cap counterclockwise and
remove it.

3. To prevent foreign objects from entering the
fuel tank, cover the opening with tape or
similar material.

4. Check for a paint mark on the fuel filler cap.
If there is a paint mark, then the unit is
considered to be repaired. No further action is
needed.
If there is a paint mark on the fuel filler cap
packing, but the Unit Information shows the
recall repair has not been performed, submit
a Warranty Connect to inform Honda of your
findings.

REPAIR PROCEDURE
NOTICE
Before beginning this repair, open the fuel filler cap and check the fuel level. If the fuel level is
full or immediately visible at the filler neck, there is a risk of spilling fuel while performing this
repair. If the fuel level is high, remove approximately 1 liter (32 oz.) of fuel before proceeding.
FUEL FILLER CAP PACKING REPLACEMENT
1. Remove the packing from the fuel filler cap.
To prevent reuse of the removed precountermeasure parts, the removed packing
should be cut with scissors and discarded.

Make sure there is a paint mark on the new
fuel filler cap packing before installation.

2. Install the new packing into the fuel filler cap
with the four ribs facing up.
3. After installation, make sure that fuel filler
cap is securely installed to the fuel tank.

FUEL RESERVE SENSOR PACKING REPLACEMENT
SEAT RAIL REMOVAL
Remove the six (6) bolts and seat rail.

INNER COVER REMOVAL
Remove the four (4) screws and inner cover.
NOTICE: Be careful when removing the inner
cover to not damage the tabs or slots, or scratch
the plastic.

FLOOR STEP REMOVAL
1. Remove front mud guard.
2. Remove the four (4) screws, eight (8) bolts/washers, and floor step.

FUEL RESERVE SENSOR REMOVAL
Locate the fuel reserve sensor on top of the fuel
tank.

1. Release the wire from the clamp.
2. Remove the retainer by turning it clockwise.

3. Remove the fuel reserve sensor.
NOTES:
• Be careful not to deform or damage the
wire portion or the tip of the fuel reserve
sensor during handling.
• To prevent foreign objects from entering
the fuel tank, cover the opening with tape
or similar material

4. Remove the rubber seal (base packing).
NOTES:
• If any adhesive remains on the fuel
sensor, then lightly wipe it off before
installing the new rubber seal.
• Do not apply any adhesive for this repair
procedure

5. To prevent reuse of the removed precountermeasure parts, the removed packing
must be cut with scissors immediately and
disposed of.

FUEL RESERVE SENSOR INSTALLATION
1. Install a new rubber seal (base packing) to
the fuel reserve sensor.
NOTE: Do not apply any adhesive to the new
seal.

2. Install the sensor by aligning its groove with
fuel tank tab.

3. Install the retainer by turning it
counterclockwise and make sure the arrow
on the retainer aligns with the arrow on the
fuel tank.
4. Reinstall the wire under the clamp.
NOTE: Be careful not to damage the sensor.

FLOOR STEP INSTALLATION
1. Install the floor step onto the frame.
2. Install and tighten the eight (8) bolts/washers and four (4) screws.

MUD GUARD INSTALLATION
Install the mud guard by aligning its tabs with
the floor step slots as shown.

INNER COVER INSTALLATION
1. Install the inner cover to the front cover by
aligning the inner cover tabs with the front
cover slots.
NOTICE: Be careful when installing the inner
cover to not damage the tabs or slots, or
scratch the plastic.
2. Tighten the four (4) screws.

CONTROLLED PARTS ORDER PROCEDURE
To order parts through the Controlled Parts Order process, follow the steps below:
1. From the iN home page go to:
Parts > Parts Order Management > Controlled Parts Order
Select the desired shipping method from the Ship Via drop down list.
NOTE: The default Ship Via is 2ND DAY DELIVERY, which will incur additional freight charges
to the dealer. Normal freight charges apply if the order does not meet the pre-paid freight
minimum.

2. Enter the required information: VIN, Dealer Contact, Customer Name, Part Number and
Quantity (you may order only one (1) part per part number).
3. Set Vehicle in Collision and Specification Label Request to NO.
4. Click Submit.
