Summary

Introduction
Some 2020 – 2024 Corolla HV, 2017 – 2022 Prius Prime, and 2016 – 2022 Prius vehicles
equipped with a 2ZR-FXE engine may exhibit a MIL ON condition with Diagnostic Trouble Code
(DTC) P210015 (Throttle Actuator "A" Control Motor Circuit Short to Battery or Open), or P210019
(Throttle Actuator "A" Control Motor Circuit Current Above Threshold), or P211172 (Throttle
Actuator "A" Control System Actuator Stuck Open) present. The Engine Control Module (ECM)
(SAE term: Powertrain Control Module/PCM) logic has been modified to reduce the possibility of
this condition. Follow the Repair Procedure in this bulletin to address this condition.

APPLICABLE WARRANTY
This repair is covered under the Toyota Federal Emission Warranty. This warranty is in effect
for 96 months or 80,000 miles, whichever occurs first, from the vehicle’s in-service date.
Warranty application is limited to occurrence of the specified condition described in
this bulletin.
For 2016-2017 Model Year Prius and 2017-2022 Model Year Prius Prime vehicles equipped with
a California Certified Emission Control System that are registered and operated in California or
any state that adopts California emission warranty - Partial Zero Emission Vehicle (PZEV)
Emission Warranty Coverage is in effect for 15 years or 150,000 miles, from the vehicle’s inservice date, whichever occurs first. (Please reference Warranty Policy Bulletin POL14-09,
Warranty Policy 4.7, and/or the Owner’s Warranty & Maintenance Guide for
additional information).

Repair Procedure
1. Confirm the condition exists.
Does this vehicle exhibit a MIL ON condition with DTC P210015 (Throttle Actuator "A" Control
Motor Circuit Short to Battery or Open), or P210019 (Throttle Actuator "A" Control Motor Circuit
Current Above Threshold), or P211172 (Throttle Actuator "A" Control System Actuator Stuck
Open) present?
YES — Continue to step 2.
NO — This bulletin does NOT apply. Continue diagnosis using the applicable
Repair Manual.
2. Use GTS+ to confirm if the ECM (PCM) calibration has been updated.
Is the calibration ID listed in GTS+ the latest ECM (PCM) calibration?
YES — This bulletin does NOT apply. Continue diagnosis using the applicable
Repair Manual.
NO — Continue to step 3.
3. Flash reprogram the ECM (PCM).
NOTE
The battery diagnostic tool MUST be used in Power Supply Mode to maintain battery voltage
at 13.5V while flash reprogramming the vehicle.
For details on how to use the battery diagnostic station, refer to the DCA-8000 Instruction
Manual located at TIS – Diagnostics – Tools & Equipment – Battery Diagnostics.
Follow the procedures outlined in Service Bulletin T-SB-0057-23 GTS+ ECU Flash
Reprogramming Procedure, and T-SB-0107-20 GTS+ ECU Flash Reprogramming With
Security Signature and flash the ECM (PCM) with the NEW calibration file update.
4. Using GTS+, clear ANY DTCs and test-drive the vehicle to confirm that the vehicle is
operating properly.
