Summary
This Technical Service Bulletin (TSB) describes the verification and resolution of the fuel pump actuator housing and fuel pump actuator - air bleed check valve becoming contaminated with debris. Debris accumulation prevents fuel flow to drain resulting in possible external fuel leak, loss of fuel pressure during motoring condition, Fault Code (FC) 559, FC 4691, crank no start, and/or shutdown. This TSB describes how to properly repair the failure; the cause of this failure will be addressed in NHTSA Recall 18E-081.

Root Cause:
• Fuel pump actuator housing and fuel pump actuator - air bleed check valve
contaminated with debris.
• Debris accumulation prevents fuel flow to drain. See Figure 1 below.

• During motoring events, pressure built by restriction enables pressure regulation
within low pressure fuel pump.
• Fuel pump regulator opens; limiting fuel pressurization to high pressure pump. As a
result, fuel recirculates within low pressure pump and causes fuel supply tube to
malfunction.

Verification
• Inspect fuel supply tube for signs of malfunction. See Figure 2 below.

Resolution
If damage to low pressure fuel supply tube is found:
• Replace malfunctioning low pressure fuel supply tube. See corresponding Service
Manual. Reference Procedure 006-024 in Section 6.
• Identify plugging in fuel pump actuator housing and fuel pump actuator. Perform the
High-Pressure Fuel Pump Return Flow Test. See corresponding Service Manual.
Reference Procedure 005-236 in Section 5.
• If fuel pump return flow collected is less than 150 ml/cc in 30 seconds, the fuel pump
actuator housing and fuel pump actuator has malfunctioned and must be replaced.
