APPENDIX B —- GUIDANCE ON VEHICLE PROCESSING LIMITS

To ensure that the CRC campaigns are conducted in a manner consistent with the volatile
organic compound (VOC) and particulate matter (PM) emissions levels presented by TMS to
KDAQ, your dealership must restrict its vehicle processing to

1. “Processing” means the application of CRCs with the Vaupel HSDR 3300 spray
gun; it does not include vehicle preparation activities.
2. The vehicle processing limits mean that once you begin processing a vehicle,

you may not begin processing another vehicle until the 2 hours has passed.

3. Example #1: You begin processing (i.e., applying the CRCs to) a Tundra at
10:00 a.m. in the spray space. In another service bay, you begin preparing (e.g..
cleaning the frame) a second Tundra for processing. You complete processing
the first Tundra at 11:30 a.m., and by that time, you also have completed your
preparation of the second Tundra for processing. You may move that second
Tundra to the spray space at 11:30 a.m., but you may NOT begin processing it
until 12:00 p.m. —ée., until 2 hours after you began processing the first Tundra at
10 a.m.

4. Example #2: You begin processing (i.e., applying the CRCs to) a Sequoia at
10:00 a.m. in the spray space. In another service bay, you begin preparing (e.g.,
cleaning the frame) a Tundra for processing. You complete processing the
Sequoia at 12:05 a.m., and by that time, you also have completed your
preparation of the Tundra for processing. You may move that Tundra to the
spray space and begin processing it immediately, given that more than 2 hours
has passed since you began processing the Sequoia.

APPENDIX C — JEFFERSON COUNTY AIR PERMITTING

!f your dealership is not located in Jefferson County, you may stop reading, as the
information and requirements in this Appendix C do not apply to you.

The application of CRCs results in emissions of Volatile Organic Compounds ("VOCs") and
Particulate Matter (“PM”). In Jefferson County, the emission of these pollutants requires your
dealership to obtain, and to operate in accordance with, an air permit from the Louisville Metro
Air Pollution Control District (““LMAPCD’).

At the time of the Tacoma LSC 90D, TMS worked with you to obtain an air permit from
LMAPCD. This air permit also allows your dealership to conduct both the Tundra BOD and the
Sequoia COD.

Per instructions provided in the Tundra BOD Packet, you should have notified LMPACD that
your dealership would be applying “Noxudol 300 S" to the exterior frame surfaces instead of the
“X128T" CRC used for the Tacoma LSC 90D. You do not need to submit any additional
notification for the Sequoia COD.

You should review your LMAPCD permit before starting the COD. Your permit allows you to
conduct the Tundra BOD and the Sequoia COD at your dealership so long as: (1) you conduct
the BOD and the COD at the address listed on you permit; and (2) you comply with the
emissions limits and recordkeeping requirements listed in your permit, which are summarized
below.

1. Do not service more than a combined total of 12 vehicles per day under any CRC
campaign, including the Tundra BOD and the Sequoia COD. As long as you adhere
to the hourly vehicle processing limits discussed in Step Two and in Appendix B of this
Packet, you should be in compliance with this requirement.

2. Conduct and document monthly visible emissions surveys to confirm that your
CRC campaign operations do not result in emissions which are visible from the
exterior of the building where you apply CRCs to vehicles. To comply with this
requirement, you should use the “Monthly CRC Campaign Visible Emissions Survey
Lag” included in this Appendix. This Log also includes instructions on how to conduct
the monthly visible emissions survey.

3. Record the number of vehicles serviced per day under the Tundra BOD and the
Sequoia COD. To comply with this requirement, you should use the “Kentucky Sequoia
and Tundra Daily Production Log” provided in Appendix A of this Packet.

You must also keep these records in your files for a period of five (5) years after you process
the last Tundra or Sequoia vehicle.

Monthly CRC Campaign Visible Emissions Survey Log

Instructions for performing Monthly Visible Emissions Surveys and completing this Log

Step 1. Conduct a visible emissions survey once per month for as long as your dealership conducts CRC
campaigns. To conduct the survey, go outside of the building where you apply CRCs at a time when
CRCs are being applied to a vehicle. Observe the exhaust points from the building for one minute to
determine if there are any emissions visible from the exterior of the building as a result of CRC
operations. There should never be any emissions from any CRC campaign visible from the outside of the
building where CRC operations are conducted. if there are visible emissions, calf the EH&S Holline at
877-572-4347 immediately.

Step 2. Record the following information in the Log below: the date of the survey; the name of the person
who performed the survey; whether or not visible emissions were observed; and the corrective action (if
any) taken in response to any visible emissions. If there are no visible emissions, no corrective action is
necessary and you may enter “n/a” to indicate that column is not applicable for that month.

Step 3. Keep the completed Logs in your files for a period of five (5) years after you process the last
vehicle under a CRC campaign.
