HX™ Series
DEFECT DESCRIPTION:
Certain HX Models equipped with lift axles may have been built without a ground for the
body builder relay resulting in improper lift axle operation.
ELIGIBILITY:
This procedure applies ONLY to vehicles marked in the International® Service PortalSM
with FSC 16128. Also complete any other open campaigns listed on the Service Portal
at this time.
TOOLS REQUIRED:
No tools required.

WORK INSTRUCTIONS
WARNING! To prevent property damage, personal injury, and / or death, park
vehicle on hard flat surface, turn the engine off, set the parking brake, and install
wheel chocks to prevent the vehicle from moving in both directions.
WARNING! To prevent personal injury and / or death, always wear safe eye
protection when performing vehicle maintenance.
WARNING! To prevent property damage, personal injury, and / or death, keep
flames or sparks away from vehicle and do not smoke while servicing the
vehicle’s batteries. Batteries expel explosive gases.

1. Park vehicle on flat surface.
2. Shift transmission to Park or Neutral and set parking brakes.
3. Install wheel chocks.
4. Preassemble wire harness:
A. Obtain 14 gauge white wire (595 mm long).
B. Obtain Terminal Bus Bar 3515516C1 and install to one end of wire.
C. Install Terminal 1661208C1 to opposite end of wire.
5. Unlatch and open vehicle battery box.
6. Disconnect and isolate ground cable from negative terminal of main battery.
7. Access fuse / relay panel in front of passenger seat.

8. Locate Fuse Block 2, and remove three relays:
A. Body accessory relay (Figure 1, Item 1)
B. Body back-up light (Figure 1, Item 2)
C. Body tail relay (Figure 1, Item 3)
9. Remove any additional relays (if equipped) in same row.

10. Use small flat screwdriver or pick to remove the orange terminal lock for the three
relays in Fuse Block 2.
11. Using wire preassembly, install in fuse panel cavities 1001 M2-A1, M2-B1, and M2C1 for the three relays.
12. Reinstall orange terminal retainer locks and all relays.

13. Locate 425M connector near right side of fuse panel.
14. Remove connector lock.
15. Install Terminal 1661208C1 into Pin B (Figure 2, Item 1).
16. Install connector lock.
17. Install PDM trim cover.
18. Connect ground cable to negative terminal of battery.
19. Close and latch vehicle battery box.
20. Remove wheel chocks.

WARRANTY CLAIMS

Warranty claim expense is to be charged to Warranty. Claims are to be submitted in the
normal manner, making reference to Field Service Campaign 16128.
Section 7 of the Warranty Policy and Procedures Manual contains further information
related to the submission and processing of AFC / Recall claims.
As with all claim submissions, items acquired locally must be submitted in the “Other
Charges” tab. The cost of any bulk items (such as a bag of cable tie straps, roll of wire,
barrel of oil, or tube of silicone) should be prorated for the cost of the individual pieces /
amount used during each repair.
To make sure this important improvement is made in a timely manner, all claims for
16128 activity must be submitted by 21 October 2017 or within the normal warranty
period for the component, if after 21 October 2017.
