DESCRIPTION
The diagnostics for fault code 191:16 have previously been to inspect the wiring, sensor and tone ring of the VSS. These diagnostics from the manual are
INCORRECT and should not be followed when 191:16 is present (manual will be updated). This document explains how the 191:16 fault works and also
covers setup of the vehicle over speed indicator.

SERVICE INFORMATION
This fault is not related to the vehicle speed sensor, wiring or tone ring, but a reaction to the "Vehicle Over Speed Indicator" programmable parameter(77542).
If the customer has requested to turn on vehicle over speed notices to driver then the following parameters need to be programmed accordingly:

- Vehicle Over Speed Level 2 Blinking Lamp - Vehicle over speed notifications are enabled for two levels(Level 1 &
2)

Vehicle Over Speed Level 1
This parameter sets the speed at which the first vehicle over speed warning will occur.

Vehicle Over Speed Level 2
This parameter sets the speed at which the second vehicle over speed warning will occur.
Once these parameters have been programmed accordingly and a the unit reaches a vehicle over speed the 191:16 fault will be logged in the ECM. Since
the engine warning lamp(EWL) will be illuminated when the vehicle over speed occurs a fault must be stored in the ECM due to OBD requirements. The
191:16 fault is simply a result of a over speed being reached and should not be diagnosed as a hardware issue.
Other TOSS / VSS faults such as the ones below are CORRECT and should be diagnosed according to the manual.
