Introduction
Some 2016 – 2017 model year RX 350 vehicles may exhibit a “Braking Power Low” warning
message before or during startup with no related Diagnostic Trouble Codes (DTCs). Vehicles
affected by this condition will operate normally and the warning light will disappear immediately
once the engine is started. To minimize customer confusion, the meter control unit logic has been
modified to address this condition. Follow the Repair Procedure in this bulletin to reprogram the
meter control unit.

This repair is covered under the Lexus Basic Warranty. This warranty is in effect for 48 months
or 50,000 miles, whichever occurs first, from the vehicle’s in-service date.
Warranty application is limited to occurrence of the specified condition described in

1. Confirm the condition exists.
Does the “Braking Power Low” warning message appear before or during startup and
disappear once the vehicle is started?
YES — Continue to step 2.
NO — This bulletin does NOT apply. Continue diagnosis using the applicable
Repair Manual.
2. Are there ANY DTCs stored that may cause the above condition?
YES — This bulletin does NOT apply. Continue diagnosis using the applicable
Repair Manual.
NO — Continue to step 3.
3. Confirm whether the stop light switch is within specification.
Refer to TIS, applicable model and model year Repair Manual:
2016 – 2017 RX 350:
Vehicle Exterior – Lighting (ext) – “Lighting (Ext): Stop Light Switch: Installation”
Is the stop light switch within specification?
YES — Continue to step 4.
NO — This bulletin does NOT apply. Continue diagnosis using the applicable

below. Confirm if the meter control unit calibration has been updated.
Is the calibration ID listed the latest meter control unit calibration?
YES — This bulletin does NOT apply. Continue diagnosis using the applicable
Repair Manual.
NO — Continue to step 5.

5. Flash reprogram the meter control unit.
NOTE
The GR8 Battery Diagnostic Station MUST be used in Power Supply Mode to maintain
battery voltage at 13.5V while flash reprogramming the vehicle.
For details on how to use the GR8 Battery Diagnostic Station, refer to the “GR8 Instruction Manual”
located at TIS – Diagnostics – Tools & Equipment – Battery Diagnostics.
Follow the procedures outlined in Service Bulletin L-SB-0021-14, “Techstream ECU Flash
Reprogramming Procedure,” and flash the meter control unit with the NEW calibration
file update.
NOTE
Certain options may become unavailable during the flash reprogramming. Perform a 12V battery
reset on the vehicle AFTER the flash reprogramming.
6. Prepare and install the Authorized Modifications Label.
A. Using a permanent marker, enter the following information on the label:
Meter control unit part number [Refer to the Parts Information section for the NEW
PART NUMBER]
Calibration ID(s) [Refer to the Calibration Information section for the
NEW CALIBRATION ID]
Dealer Code
Repair Date
Change Authority [This bulletin number]
B. Install the Authorized Modifications Label on the vehicle at the location shown in
Figure 2. The Authorized Modifications Label is available through the MDC,
P/N 00451-00001-LBL.
7. After the flash reprogramming is complete, confirm that the "Braking Power Low" warning
message does NOT appear when the engine is OFF. This can be verified by turning the ignition
to "IG-ON" and pumping the brake pedal AT LEAST four times to remove the brake
booster vacuum.
8. Start the engine, warm up the vehicle to normal operating temperature, and test drive it to
confirm proper vehicle operation.
