ON OCTOBER 14, 2008, ODI OPENED PE08-060 TO INVESTIGATE ALLEGATIONS OF CRACKED AND LEAKING SNAP-IN TIRE VALVES IN MODEL YEAR (MY) 2007 VEHICLES MANUFACTURED BY FORDeBay MOTOR COMPANY.THE VALVES WERE SUPPLIED TO FORDeBay BY TOPSEAL AUTO-PARTS, A SUBSIDIARY OF THE SHANGHAI BAOLONG AUTOMOTIVE CORPORATION IN CHINA.VALVES MADE BY TOPSEAL FOR AFTERMARKET SALE WERE THE SUBJECT OF TWO RECENT SAFETY RECALLS BY TECH INTERNATIONALeBay (08T-018) AND DILL AIR CONTROLS (08T-028), THE LATTER OF WHICH WAS INVESTIGATED BY ODI IN PE08-036 AND EA08-022.THE DEFECT CONDITIONS ADDRESSED BY THE AFTERMARKET TIRE VALVE RECALLS BOTH INVOLVED INADEQUATE RESISTANCE TO OZONE CRACKING DUE TO ISSUES WITH THE SUPPLY OF ANTI-OZONANT CHEMICALS TO TOPSEAL FOR A PERIOD FROM JULY TO MID-NOVEMBER 2006.THE AFTERMARKET VALVES WERE COMPOUNDED WITH A BLEND OF EPDM AND NATURAL RUBBER, USING A RELATIVELY LOW PERCENTAGE OF EPDM (EPDM PROVIDES INHERENT RESISTANCE TO OZONE CRACKING).HENCE, THE NEED FOR ANTI-OZONANT CHEMICALS AND THE PROBLEMS WITH CRACKING WHEN THOSE CHEMICALS WERE MISSING OR OUT OF SPECIFICATION IN SOME LOTS OF VALVES.BOTH RECALL CAMPAIGNS INVOLVED INSPECTION PROGRAMS TO IDENTIFY AND REPLACE VALVES WITH VISIBLE SURFACE CRACKING.ALTHOUGH THE TOPSEAL VALVES SUPPLIED TO FORDeBay ALSO APPEAR TO HAVE BEEN AFFECTED BY THE ANTI-OZONANT SUPPLY ISSUES IN MID TO LATE-2006, FORDeBay INDICATED THAT ITS VALVES WERE MADE AT A DIFFERENT TOPSEAL PRODUCTION LINE AND WERE COMPOUNDED WITH A HIGHER PERCENTAGE OF EPDM RUBBER TO MEET MORE STRINGENT SPECIFICATIONS FROM FORDeBay.ODI'S ANALYSIS OF COMPLAINT AND WARRANTY DATA PROVIDED BY FORDeBay SHOWED THAT PROBLEMS WITH CRACKED TIRE VALVES WERE SIGNIFICANTLY HIGHER FOR MY 2007 VEHICLES PRODUCED FROM DECEMBER 2006 THROUGH MARCH 2007.FORDeBay RESPONDED BY IMPLEMENTING CHANGES IN ITS MATERIAL SPECIFICATIONS FOR SNAP-IN RUBBER TIRE VALVES AND ALSO INCREASING THE QUALITY AND ACCEPTANCE STANDARDS FOR VALVES IMPORTED FOR USE IN ITS VEHICLES.WHILE THE COMPLAINT AND WARRANTY CLAIM RATES ARE ELEVATED FOR SUBJECT VEHICLES PRODUCED FROM DECEMBER 2006 THROUGH MARCH 2007, THE RATES OF LEAKING VALVES ARE WELL BELOW ONE PERCENT OF PRODUCTION FOR EACH OF THE PEAK MONTHS FOR ALL OF THE AFFECTED MODELS.A SUBSTANTIAL MAJORITY OF THE SUBJECT VEHICLES ARE EQUIPPED WITH TIRE PRESSURE MONITORING SYSTEMS (TPMS) WHICH WARN THE DRIVER WHEN ANY TIRE PRESSURES DROPS BELOW 25 PERCENT OF RECOMMENDED INFLATION PRESSURE. AS OUTLINED IN A LETTER TO ODI DATED APRIL 6, 2009, FORDeBay HAS AGREED TO SEND LETTERS TO OWNERS OF CERTAIN MY 2007 AND 2008 FORDeBay, LINCOLNeBay AND MERCURYeBay VEHICLES TO PROVIDE INFORMATION ABOUT THE CRACKING CONCERN. LETTERS WILL BE SENT TO OWNERS OF VEHICLES BUILT FROM NOVEMBER 2006 THROUGH MAY 2007.OWNERS CAN OPT FOR A FREE DEALER INSPECTION.VALVES EXHIBITING SURFACE CRACKS OR AIR LEAKAGE RELATED TO OZONE ATTACK WILL BE REPLACED BY FORDeBay UNDER ITS NORMAL WARRANTY TERMS.FORDeBay EXPECTS TO SEND THE LETTER BY APPROXIMATELY MID-MAY 2009. BASED ON THE USE OF TPMS IN THE MAJORITY OF SUBJECT VEHICLES AND THE RELATIVELY LOW RATES OF REPAIRS ASSOCIATED WITH LEAKING VALVES AND RESULTANT TIRE DAMAGE, ODI BELIEVES THAT THE ACTIONS FORDeBay HAS AGREED TO TAKE WILL PROVIDE EFFECTIVE AND EXPEDITIOUS RESOLUTION FOR VEHICLES THAT WERE BUILT DURING THE PERIOD WHEN VALVES WITH INADEQUATE RESISTANCE TO OZONE CRACKING WERE MOST LIKELY TO HAVE BEEN USED IN VEHICLE PRODUCTION.FURTHER INVESTIGATION OF THIS MATTER WOULD NOT BE AN EFFICIENT ALLOCATION OF AGENCY RESOURCES.ACCORDINGLY, THIS INVESTIGATION IS CLOSED.THE CLOSING OF THIS INVESTIGATION DOES NOT CONSTITUTE A FINDING BY NHTSA THAT A SAFETY-RELATED DEFECT DOES NOT EXIST.THE AGENCY WILL CONTINUE TO

ODI HAS CLOSED THIS INVESTIGATION BASED ON A REVIEW OF THE COMPLAINTS, OTHER FIELD DATA AND TECHNICAL DATA SUBMITTED BY CHRYSLEReBay TO THE AGENCY.CHRYSLEReBay REPORTS THAT THE MULTIFUNCTION SWITCH IS HARD WIRED INTO THE INSTRUMENT CLUSTER (IC) AND THE CLUSTER DECIDES WHICH DIRECTION HAS BEEN SELECTED BASED ON AN ELECTRICAL SIGNAL FROM THE MULTIFUNCTION SWITCH.THE IC SENDS A SIGNAL TO THE VEHICLE'S TOTALLY INTEGRATED POWER MODULE (TIPM) AND THE TIPM RESPONDS BY CONTROLLING THE VOLTAGE AND FLASH RATE OF THE EXTERIOR TURN SIGNAL LAMPS AND THE INSTRUMENT PANEL INDICATOR.CHRYSLEReBay'S TESTING FOUND THAT IMPROPER LEVELS OF RESISTANCE WITHIN THE MULTIFUNCTION SWITCH MAY RESULT IN THE IC SELECTING THE WRONG DIRECTION.COMPLAINANTS SAY THAT WHEN THE TURN SIGNAL IS USED, THE VEHICLE MAY SIGNAL THE OPPOSITE DIRECTION AND THAT THE PROBLEM IS OFTEN INTERMITTENT.THIS WOULD BE EVIDENT FROM THE TURN INDICATOR LAMPS ON THE INSTRUMENT PANEL AS WELL AS THE EXTERIOR TURN SIGNAL LAMPS.EITHER RIGHT OR LEFT SIGNALS MAY BE AFFECTED. DEALERS ARE CORRECTING THIS BY REPLACING MULTIFUNCTION SWITCHES ON THE STEERING COLUMN.NEITHER ODI NOR CHRYSLEReBay HAS RECEIVED ANY REPORT OF A CRASH RELATED TO THE SUBJECT CONDITION. THE TWO ALLEGED FIRES OCCURRED WHILE THE VEHICLES WERE PARKED AND UNATTENDED.LODAL CONTENDS THAT THEY ARE ONLY AWARE OF TWO FIRE EVENTS RELATED IN ANY MANNER TO BATTERY CABLES. THESE ARE THE TWO FIRES REPORTED TO ODI WHICH PROMPTED THIS INVESTIGATION.LODAL DOES NOT FEEL THAT THERE IS A WIDE SPREAD FIRE ISSUE CONCERNING THE SUBJECT POPULATION. LODAL AGREES THAT THE BATTERY CABLE MOUNTING AND ROUTING IS IMPORTANTAND STATES THAT BOTH MUST BE CHECKED AFTER ANY ROUTINE MAINTENANCE IS PERFORMED IN OR ABOUT THE BATTERY CABLE AREA.LODAL STATES (AND ODI AGREES) THAT TRASH TRUCKSOPERATE IN AN EXTREMELY HARSH ENVIRONMENT AND THE SUBJECT VEHICLES HAVE BEEN IN SERVICE FOR 8 YEARS.THIS SEVERE OPERATING ENVIRONMENT DEMANDS THAT GOOD MAINTENANCE PRACTICES ARE FOLLOWED BY FLEETS TO ENSURE THE BATTERY CABLES ARE NOT COMPROMISED, RESULTING IN AN ELECTRICALSHORT. BY LETTER DATED DECEMBER 5, 2008, DILL SUBMITTED A REPORT TO ODI IDENTIFYING A DEFECT RELATED TO OZONE CRACKING IN TWO PRODUCTION LOTS OF TIRE VALVE STEMS THAT WERE MANUFACTURED IN CHINA BY TOPSEAL AUTO-PARTSIN JULY 2006 (NHTSA SAFETY RECALL NO. 08T-028).ACCORDING TO DILL, APPROXIMATELY 1,800,000 VALVES WERE DISTRIBUTED AND SOLD IN THE UNITED STATES FROM THE SUBJECT LOTS.DILL ESTIMATES THAT ABOUT 200,000 OF THESE VALVES MAY BE PRONE TO OZONE CRACKING RESULTING IN TIRE AIR LOSS DURING THEIR EXPECTED SERVICE LIFE.TIRE VALVE FAILURE COULD RESULT IN SUDDEN LOSS OF VEHICLE CONTROL AND POSSIBLY A CRASH. DILL BASED THIS RANGE ON ITS ANALYSIS OF CLAIM DATA, WHICH SHOWED THAT THE VAST MAJORITY OF VALVES RETURNED FROM THE FIELD WITH CRACKS SEVERE ENOUGH TO HAVE LEAKED AIR WERE INSTALLED FROM NOVEMBER 2006 THROUGH JULY 2007.FOLLOWING A FREE INSPECTION,DILL VALVES THAT ARE CRACKED WILL BE REPLACED UNDER THE RECALL FREE OF CHARGE.DILL HAS ISSUED A PRESS RELEASE PROVIDING INFORMATION ABOUT THE RECALL AND HAS POSTED INFORMATION FOR CONSUMERS ON THE INTERNET AT WWW.TIREVALVERECALL.NET.EA08-022 WAS OPENED BY ODI ON SEPTEMBER 23, 2008, TO INVESTIGATE APPROXIMATELY 23,450,000 VALVES MANUFACTURED BY TOPSEAL FROM JULY 2006 TO NOVEMBER 15, 2006.DURING THIS PERIOD, TOPSEAL CHANGED ITS SUPPLIER OF THE VALVE RUBBER COMPOUND USED FOR OZONE PROTECTION .IN A MAY 2, 2008 CUSTOMER ADVISORY LETTER TO COMPANIES THAT PURCHASED THE SUSPECT VALVES, DILL DESCRIBED THE SCOPE OF THE POTENTIAL PROBLEM AND INDICATED THAT IT MAY AFFECT VALVES SHIPPED BY DILL FROM LATE-AUGUST 2006 THROUGH MID-FEBRUARY 2007.DILL ALSO REQUESTED THAT ITS CUSTOMERS:(1) INSPECT ALL UNUSED INVENTORY AND RETURN ALL BOXES WITH LOT NUMBERS FROM 2006; (2) INSPECT THE VALVE STEMS ON ALL VEHICLES THAT RECEIVED VALVE STEMS IN THE PERIOD FROM SEPTEMBER 2006 THROUGH JUNE 2007, AND (3)REPLACE ANY VALVES WITH VISIBLE SURFACE CRACKS.SAMPLES OF UNUSED VALVES RETURNED TO DILL IN RESPONSE TO THIS ADVISORY WERE SELECTED FROM EACH PRODUCTION LOT. DILL SENT THESE VALVES TO AN INDEPENDENT LABORATORY TO CONDUCT RUBBER CHEMISTRY AND OZONE RESISTANCE TESTING (SAE J1205/1206).DILL ALSO MAINTAINED A CLAIM LOG TO RECORD INFORMATION ABOUT CRACKED VALVES REPLACED IN INSPECTION PROGRAMS.IN AN OCTOBER 2, 2008 LETTER TO ODI, DILL SUMMARIZED ITS ASSESSMENT OF VALVE TESTING AND CLAIM DATA ANALYSIS.DILL INDICATED THAT TWO PRODUCTION LOTS FROM JULY 2006, LOTS L AND B, WERE FOUND TO HAVE BEEN COMPOUNDED DIFFERENTLY THAN OTHER VALVES FROM THE BROADER PRODUCTION RANGE IDENTIFIED IN DILL'S MAY 2, 2008 CUSTOMER ADVISORY LETTER.DILL INDICATED THAT VALVES FROM LOTS L AND B FAILED OZONE AGING TESTS AT A HIGH RATE AND LOT B SAMPLES WERE THE ONLY VALVES THAT, AFTER OZONE TESTING, EXHIBITED CRACKS SIMILAR IN SEVERITY TO THOSE OBSERVED IN FIELD RETURNS. ODI NOTES THAT DUE TO THE LACK OF TRACEABILITY OF VALVES AFTER THEY ARE REMOVED FROM SHIPPING BOXES, IT IS NOT POSSIBLE TO DETERMINE CONCLUSIVELY THE MANUFACTURING DATE OR LOT NUMBER OF DILL VALVES INSTALLED ON VEHICLES OR WHAT PORTION OF VALVE CLAIMS ARE ASSOCIATED WITH THE TWO LOTS IDENTIFIED BY DILL.IT IS POSSIBLE THAT SOME VALVES FROM THE SUSPECT LOTS WERE SOLD OUTSIDE THE RECALL RANGE AND THAT OTHER LOTS MAY ALSO BE SUSCEPTIBLE TO OZONE CRACKING.HOWEVER, ODI'S ANALYSIS OF CLAIMS DATA SUBMITTED BY DILL SHOWS THAT, REGARDLESS OF THE LOT OR MANUFACTURING DATE, APPROXIMATELY 92 PERCENT OF RETURNED DILL VALVES WITH CRACKS SEVERE ENOUGH TO LEAK AIR WERE INSTALLED DURING THE PERIOD COVERED BY THE RECALL.MOREOVER, DILL IS NOT REQUIRING CONSUMERS TO PRODUCE RECORDS PROVING THEY HAD TIRE VALVE STEMS INSTALLED DURING THE DESIGNATED MON
