Windstar vehicles manufactured from April 1998 to July 2003 and either sold or currently registered in the following high corrosion (Salt-Belt) states:Connecticut, Delaware, District of Columbia, Illinois, Indiana, Iowa, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Utah, Vermont, West Virginia and Wisconsin (NHTSA Recall No. 11V-030, Ford

, separation of a front lower control arm rear attaching bracket may result in a lower control arm separation and separations of both front subframe rear body mounts may result in separation of the steering intermediate shaft.Either condition could result in diminished vehicle directional control, increasing the risk of a crash.Dealers will inspect the lower control arm rear attachment flanges and the rear body mount sections of the subframe on the right (passenger) and left (driver) sides of the vehicle.Owners of vehicles that pass the inspection will be notified when to return for installation of reinforcement brackets to extend the durability of the front subframe assembly in affected areas in the presence of corrosion.Owners of vehicles that do not pass inspection, but can be repaired, will be offered transportation until parts become available.Repurchase offers will be extended to owners of vehicles that cannot be repaired with the reinforcement brackets.This investigation is closed.

On November 5, 2010, NHTSA received a Defect Petition from the owner of a MY 2003 Ford Windstar vehicle registered in the state of New York requesting that the scope of Recall 10V-385 be expanded to include additional MY 2003 vehicles experiencing the defect condition.The petitioner initially filed a complaint (VOQ 10345125) with ODI on July 25, 2010, two days after the axle failure.The complaint was subsequently amended and the petition filed after the consumer was denied compensation and repair under the recall.ODI has identified a total of five complaints from owners of MY 2003 Ford
Windstar vehicles in Salt Belt states that were built after February 28, 2003, Ford
's original cutoff date for 10V-385.On November 30, 2010, Ford
submitted a letter supplementing recall 10V-385 (Ford
10S13) to add certain vehicles to the program.Ford
's analysis of parts and information from the field showed: 1) that the revised heat treated axle introduced in production on February 28, 2003, may still have the potential for cracks due to corrosion related stress; and 2) that vehicles operated in Utah may be exposed to the same combination of environmental factors that can make them susceptible to cracks from stress related corrosion.Based on this analysis, Ford
expanded the scope of 10V-385 to include MY 2003 vehicles built after February 28, 2003 and sold or currently registered in Salt Belt states and MY 1998 through 2003 vehicles sold or currently registered in Utah.Ford
estimated that approximately 29,900 vehicles in the expanded scope may currently remain in service.Based on the above amended defect report submission, the petition has become moot and is therefore denied.

ODI has received 846 complaints and GM identified 3,489 reports alleging sudden loss of steering power assist in model year (MY) 2004 through 2007 Saturn Ion vehicles manufactured and sold by General Motors
Corporation (GM).Sixteen of these complaints alleged that the EPS warning lamp had illuminated before or during the loss of steering assist and the increased steering effort contributed to a crash. Two of the GM crash claims indicated that the driver was injured in the crash. In a previous Preliminary Evaluation PE10-005, ODI investigated the sudden loss of power steering assist in MY 2005 through 2010 Chevrolet
Cobalt vehicles. In May 2011, in response to an ODI information request letter for RQ10-004, GM provided ODI with complaint, warranty and EPS system information related to EPS loss of assist for the Saturn
ION and Peer vehicles Pontiac
G6 and Chevrolet
Malibu. In that response, GM indicated that the EPS system used in the subject vehicles was the same as that used in the MY2005 to 2010 Chevrolet
Cobalt and Pontiac
G5. In March 2010, GM recalled approximately 1.05 million Chevrolet
Cobalt and Pontiac
G5 vehicles (NHTSA recall no. 10V-073) to correct a defect with the EPS assist motor. The defect identified was described as a buildup of brush debris mixed with oily material on the EPS electric motor armature which causes the motor to stop functioning; the same problem identified in the current subject vehicles.ODI has duplicated this failure in both a Chevrolet
Cobalt and Saturn
Ion previously tested at the Vehicle Research and Test Center (VRTC). In the defect notification letter for the previously recalled Cobalt and G5 vehicles, GM stated that the vehicles may experience a sudden loss of assist that could occur at any time while driving and that if power steering was lost the vehicle would revert to manual steering mode and would require increased steering effort from the driver.ODI believes that, depending on driving circumstances this increase in steering effort could result in some loss of control and a crash.This investigation has been upgraded to an engineering analysis (EA11-014) to further assess the frequency, scope and safety consequences of a sudden loss of steering assist in the subject vehicles.

On October 7, 2010 Norcold, Inc. (Norcold) notified the NHTSA that it had decided certain 1200 series refrigerators, manufactured between January 1, 2003, and October 6, 2010, contain a safety related defect.Norcold stated that certain refrigerators contain either a sensing algorithm or a thermal switch to interrupt power to the refrigerator when it detects high temperatures that could lead to a fire.Norcold intends to install a thermocouple to improve the response time of this high temperature detection and further reduce the possibility of fire within these units.Should a fire occur within a refrigerator installed into a recreational vehicle, both personal injury and property damage are possible.This issue was assigned recall number 10E-049.On December 14, 2010, the Recall Management Division (RMD) mailed an information request (IR) letter to Norcold requesting a list of customers who purchased the same or similar defective refrigerators.Norcold responded to RMD's IR letter on December 21, 2010, with a list of companies that were further sold this equipment.On January 3, 2011, RMD mailed IR letters to 55 companies from Norcold's customer list known to manufacture vehicles or alter new vehicles.On August 8, 2011, RMD mailed another IR to 6 companies that did not respond to the first request for information.In total, 39 companies filed responses with RMD.Of those companies that responded, 23 filed Defect Reports with NHTSA and conducted safety recalls for their affected vehicles.12 companies responded that they did not install the defective refrigerators into new motor vehicles.One company, Gulfstream Coach Inc., filed their Part 573 Report prior to the opening of this EQ.Three companies, Country Coach Corp., Trail Lite, and H&H Trailer Company, responded that their companies were previously liquidated and their new companies did have the needed records to conduct safety recalls. On June 22, 2010, Trans/Air Manufacturing (Trans/Air) reported that it had decided certain TA73 evaporators, manufactured between August 2, 1999, and May 15, 2007, contain a safety related defect.Trans/Air reported that these evaporators contain a power resistor to regulate blower speed.Should a short occur in the low or medium speed circuit while the blower is in high speed, the short may cause the resistor to melt and possibly ignite the plastic blower housing to which it is mounted.A melted blower housing could result in a fire.This issue was assigned recall number 10E-028.On December 8, 2010, the Recall Management Division (RMD) mailed Information Request (IR) letters to 7 vehicle manufacturers on Trans/Air's customer list.All 7 manufacturers responded to RMD's IR letter.Glaval Bus had filed their subsequent Defect Report before receiving RMD's IR letter and it was given recall number 10V-618.It was discovered that Coachmen RV's bus assets were purchased by a company called All American Group.After research with Trans/Air, All American Group discovered that no past Coachmen units were affected and they were accidentally included on Trans/Air's customer list.Trolley Enterprises responded that they had gone out of business in July 2010.Previous employees are presently searching for any remaining customer records and will forward them to RMD if recovered.The following Defect Reports were received as a result of this EQ:10V-637 - Micro Bird School Buses 10V-645 - Micro Bird Transit Buses 10V-641 - Elkhart Coach 10V-652 - Coach & Equipment Manufacturing Corp. 11V-091 - Double K.
