Summary
Navistar, Inc. is recalling certain 2022-2023 IC CE, IC RE, and 2023 IC EV school buses. The steering wheel retaining nut may have been tightened incorrectly, which can allow the steering wheel to loosen and detach from the steering column shaft.
Remedy
Owners are advised not to drive their vehicles until the repair has been performed. Dealers will remove the steering wheel nut, apply thread locker, and reinstall the nut, free of charge. Owner notification letters were mailed on May 25, 2022. Owners may contact Navistar, Inc. customer service at (331) 332-1590. Navistar’s number for this recall is 22511.

DEFECT DESCRIPTION
The steering wheel retaining nut may not have been torqued properly during assembly and may allow the steering wheel to loosen, and possibly separate from the steering column shaft. A steering wheel that separates from the steering column shaft can increase the risk of a vehicle crash.

This safety recall involves certain IC Bus® Series CE, RE, and EV School bus models built 11/01/2021 thru 05/17/2022.
ELIGIBILITY
This procedure applies ONLY to vehicles marked in the International® Service Portal5M with Safety Recall 22511. Also complete any other open campaigns listed on the Service Portal at this time.

SERVICE PROCEDURE
WARNING! To prevent personal injury and / or death, or damage to property, park vehicle on hard flat surface, turn the engine off, set the parking brake and install wheel chocks to prevent the vehicle from moving in either direction.
WARNING! To prevent personal injury and/ or death, always wear safe eye protection when performing vehicle maintenance.
WARNING! To prevent personal injury and / or death, or damage to property, keep flames or sparks away from vehicle and do not smoke while servicing the vehicle’s batteries. Batteries expel explosive gases.
1. Park vehicle on flat surface.
2. Shift transmission to Park or Neutral and set parking brake.
3. Turn vehicle ignition to Key OFF position.
4. Install wheel chocks.
5. Remove horn pad from steering wheel and disconnect electrical connectors.
NOTE: Save steering wheel retaining nut for reuse.
6. Remove steering wheel retaining nut.
7. Apply Loctite 262 to retaining nut threads on steering column shaft.
8. Install steering wheel retaining nut hand tight.
9. Using a torque wrench, tighten steering wheel retaining nut to 55 – 60 lb-ft (74.5 – 81.3 N.m).
10. Reconnect horn pad electrical connectors and reinstall horn pad.
11 . Remove wheel chocks.

- 05/03/2022 – Navistar Field Service receives communication from a school district that one of their school buses experienced steering wheel separation while the bus was in operation. No students were on the bus at the time of the incident.
- 05/04/2022 Navistar Quality audits warranty history for this bus. No warranty history reported for loose steering wheel.
- 05/06/2022 – Navistar Manufacturing reviews and verifies DC tools are within torque specification and no other issues found.
- 05/12/2022 – Navistar Quality reports the steering wheel separation to Compliance.
- 05/13/2002 – Navistar Field Service receives communication from a dealer of a second school bus experiencing a loose steering wheel that separated during pre-delivery inspection. The bus was not in operation at the time of the incident.
- 05/17/2022 – Navistar Manufacturing quarantines all buses at the assembly plant.
- 05/19/2022 – Navistar declares a Safety Recall.
- 06/03/2022 – Navistar determines no defect exists in the RE bus because this model uses a different steering column and steering wheel retainer and does not require the remedy repair.
- 06/07/2022 – Navistar removes the RE bus from the recall population.
- 06/09/2022 – Navistar mails cancelation notices to affected RE bus customers.

DEFECT REMEDY The repair will involve removal of the steering wheel nut, addition of thread locker, and reinstalling the nut to its correct torque value. Dealers have parts and instructions to repair your vehicle. The repair will be performed free of charge and take approximately 45 minutes to complete.
