Battery Cable May Become Damaged and Short
A damaged battery cable can cause an electrical short, increasing the risk of a fire.

Summary
Navistar, Inc. (Navistar) is recalling certain 2018-2023 International LT vehicles equipped with a 1500W Purkeys inverter system. The positive battery cable may be incorrectly routed, causing it to chafe on the side skirt frame and become damaged.
Remedy
Dealers will replace any damaged battery cables and install new inverter cable brackets and saddles, free of charge. Owner notification letters were mailed May 16, 2022. Owners may contact Navistar customer service at 1-800-448-7825. Navistar’s number for this recall is 22507.

DEFECT DESCRIPTION
The positive battery cable to the inverter may chafe on the side skirts and over time, could result in an electrical short to ground and / or fire. An electrical short to ground may result in a fire which can cause personal injury and / or death, or damage to property.

This safety recall involves certain International® LT® Series trucks built 10 February 2017 thru 25 February 2022 with a power inverter installed by Navistar’s Truck Specialty Center.

SERVICE PROCEDURE
Chronology :
- 02/18/2022 – Navistar Product Integrity Group receives communication of a fire event on VIN MN064724.
- 2/23/2022 – Navistar inspects 5 units built with this inverter at a customer location. 2 of these units showed evidence of cable chafing.
- 02/24/2022 – Navistar Compliance, Engineering, and TSC initiates investigation to understand impact of the issue to the LT series vehicles. TSC quarantines all vehicles with this inverter system onsite.
- 2/25/2022 – Navistar inspects 2 more customer units in different locations. Neither one has evidence of chafing but found these vehicles cables routed differently than those inspected 02/23/2022.
- 03/01/2022 – Navistar Product Integrity Group inspects VIN MN064724. The area of origin was below the driver side floor, above the diesel emission fluid (DEF) tank and outboard of the vehicle frame rail. The cause was a positive battery cable to the inverter had shorted to the skirt frame.
- 03/01/2022 – Navistar inspected 8 more customer vehicles thought to be in the suspect population and found no chafing, however confirmed these were routed differently than the units inspected on 02/23/2022.
- 03/09/2022 – Navistar finalizes the suspect vehicle population.
- 03/10/2022 – Navistar declares a Safety Recall.

(1) PERIOD OF REIMBURSEMENT [Part 573.13(c)] Beginning Date: o For a noncompliance with FMVSS, the beginning date will be the date of the first test or observation by either NHTSA or Navistar that a noncompliance may exist. o For a safety related defect determined by an Engineering Analysis (EA), the beginning date will be the date the EA was opened or one year before Navistars notification to NHTSA, whichever is earlier. o For a safety related defect without an EA, the beginning date will be one year prior to Navistars notification to NHTSA. Ending Date: o The ending date will be 10 days after the last customer original notification was mailed. (2) REIMBURSEMENT OF COSTS [Part 573.13(d)] Reimbursement Approval. Reimbursement will be approved for parts, labor, and certain miscellaneous charges if the following guidelines are met. o The build date of the vehicle must fall within the build date range of the recall population. o The repair date is within the period of reimbursement stated in the customer letter. o An original invoice and proof of customer payment was provided. Reimbursement Plan Navistar 2 October 3, 2018 o The repairs detailed on the invoice address the defect or noncompliance and are similar to the recall remedy. Reimbursement Denial. Reimbursement will be denied only under the following conditions. o The costs incurred were within the normal or extended warranty period. o The repair was not the same or similar to the recall remedy. o The repair did not address the defect or noncompliance that led to the recall. o The repair was not reasonably necessary to correct the defect or noncompliance. (3) AMOUNT OF REIMBURSEMENT COSTS [PART 573.13(e)] The amount of reimbursement will be based on the amount paid by the customer for the remedy and/or the cost of parts for remedy, plus applicable labor. Costs for parts will be limited to our retail price for authorized parts. Any taxes or costs for disposal of wastes will be included in the reimbursement. (4) ADDRESS FOR REIMBURSEMENT CLAIMS [573.13(f)] Reimbursement claims may be submitted directly to any Navistar brand dealer, as applicable; or mailed to Navistar Claim Reimbursement Department Attention Warranty 2701 Navistar Drive Lisle, IL 60532 (5) ACTION ON REIMBURSEMENT CLAIMS [573.13(g)] Navistar will act on all claims as follows. o The customer will be reimbursed on approved claims within 60 days of receipt of the claim. o If a claim is denied, a notice will be sent to the customer within 60 days stating in a clear, concise manner the reason for the denial o If a claim is incomplete when submitted, the customer will be advised within 60 days of receipt of the claim of the documentation needed and offered and opportunity to resubmit the claim with complete documentation. (6) METHOD OF REIMBURSEMENT [573.13(h)] Reimbursement shall be by check from either Navistar or its dealers. Avoid drip onto unwanted surfaces. DO NOT apply to rubber, wire insulation and the like, only metallic surfaces. 12. Remove inverter ground bolt (Figure 4, Item 1) at frame. Save bolt for reuse: a. Shake softener gel container to thoroughly mix contents. Slowly open container. b. Pour needed amount of softener into small metal container. Using paint brush, apply liberally to RED coated threads, nut, and bolt (metal surfaces). c. Let softener sit for 10-15 minutes. Longer set time will yield better results. d. Using scraper, wire brush, and rag, remove as much coating as possible. Second application of softener chemical may be required; use discretion prior to loosening nut and bolt. e. Measure, cut, and remove replacement convolute between floor plate and inverter end of cable. Save convolute for resuse. i. Slide replacement cable through plastic grommet in metal floor plate. j. Reinstall plastic nut and tighten securely. k. Reinstall convolute on cable between floor plate and inverter connection. I. Using torque wrench and previously removed fasteners, reinstall affected cable on inverter terminal. Tighten fastener securely. m. If necessary, repeat Steps 18a – 181 for remaining cable. n. Install new convolute on replacement cable between floor plate and battery end of cable. o. Install dual clamp tie between positive and negative cable halfway between inverter and metal floor plate. p. Referring to previously marked locations, install dual clamp ties between positive and negative cables in original locations. 21. Working from vehicle interior, install inverter assembly: a. Feed harness through floor plate in cab floor. b. Using previously removed fasteners, secure floor plate to cab floor. Tighten fasteners securely. c. Using previously removed fasteners, position and install inverter assembly onto mounting fasteners. Tighten fasteners securely. d. Connect remote cable (Figure 5, Item 1) and any previously disconnected accessories to inverter. e. Lower bunk and position bunk mattress. NOTE: Ensure bolt threads are thoroughly clean prior to applying RED sealant paint. 22. Thoroughly clean inverter assembly ground strap bolt and connection point on frame. Apply RED sealant paint and thoroughly coat frame bolt, bolt threads, nut, inverter assembly ground strap terminal ring, and frame. NOTE: DO NOT CONNECT inverter harnesses to batteries. 25. Navistar has decided that a defect which relates to motor vehicle safety exists in certain 2018 thru 2023 LT® series trucks built 02/10/2017 thru 02/25/2022 with a power inverter installed by Navistars Truck Specialty Center. REASON FOR THIS RECALL The positive battery cable to the inverter may chafe on the side skirts and over time could result in an electrical short to ground. RISK TO MOTOR VEHICLE SAFETY An electrical short to ground may result in a fire which can cause property damage, personal injury, or death. DEFECT REMEDY The repair will involve replacing two or three inverter harness brackets and saddles with a newer design and replacing any cable found with damage. Dealers have parts and instructions to repair your vehicle. The repair will be performed free of charge and take approximately 1 hour and 30 minutes to 3 hours and 30 minutes to complete. ACTIONS YOU SHOULD TAKE If you own this vehicle, please schedule an appointment with any INTERNATIONAL® dealer to have your vehicle repaired.
