Summary
Harley Davidson Motor Company (Harley-Davidson) is recalling certain 2021 Pan America 1250S (RA1250S), Pan America 1250 (RA1250), and Sportster S (RH1250S) motorcycles. The instrument cluster module may not display the speedometer and neutral indicator at start-up when the module is below freezing temperatures. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 123, “Motorcycle Controls and Displays.”
Remedy
Dealers will update the instrument cluster module software, free of charge. Owner notification letters were mailed February 8, 2022. Owners may contact Harley-Davidson customer service at 1-800-258-2464. Harley-Davidson’s number for this recall is 0631.

Purpose for Service Bulletin
This bulletin informs dealers that Harley-Davidson has identified a Instrument Module (IM) software error on 2021 Pan America and Sportster S models.
When the internal IM temperature is below freezing 0 °C (32 °F), the IM display may generate an error message. Shortly thereafter, it goes blank until the next ignition cycle when the IM temperature is above freezing.
If the warning is ignored and the vehicle is operated, the speedometer and neutral indicator would not be visible as required by FMVSS No. 123.
NOTE
Our testing indicates that, due to the self-heating characteristics of the IM, this condition can occur only at a cold start-up when the IM temperature is below freezing.

1. Verify that vehicle is part of recall 0631.
NOTE
Check battery voltage: confirm full charge 12.7 Volts of Direct Current (VDC). Connect battery tender if voltage is below 11.7VDC.

b. Enter the Vehicle Identification Number (VIN) of the vehicle in question.
2. Put vehicle into Accessory Mode.
a. With the security fob present, press and hold the Trip button.
3. Check software version.
a. Select: SETTINGS > SOFTWARE > SOFTWARE INFORMATION. This menu will show the current version on the Instrument Module.
4. Check for latest software version:
a. RA1250, RA1250S: Pan America Instrument Module
b. RH1250S: Sportster S Instrument Module
5. Update software.
a. Download the latest software version to Universal Serial Bus Type-C (USB-C) device.
NOTE
The .pv2 file must be at the root directory of your USB-C drive in order for it to be detected by the IM. (LM4 is for RH1250S) (LM7 is for RA1250 and RA1250S).
b. Unzip the downloaded file to extract the .pv2 file.
c. Connect USB-C drive to vehicle.
d. Select: SETTINGS > SOFTWARE > INFOTAINMENT SW UPDATE.
e. Select: Update file.
f. Allow update to complete. IM will reboot on its own during this process.
g. When complete, remove USB-C drive.
6. Verify updated software version: SETTING > SOFTWARE > SOFTWARE INFORMATION.
a. RA1250, RA1250S: Software version (LM7)
5.1288.2_20211217 or later.
b. RH1250S: Software version (LM4) 5.1288.2_20211217 or later.
Chronology :
12/16/2021 – Harley-Davidson’s Technical Subcommittee (TSC) was made aware of an alleged incident on a 2021 Pan America motorcycle, via H-D’s Customer Service Department, in which the instrument cluster displayed an error message, “Display Temperature – Please allow to cool down,” and a temperature alert icon. When this occurred, no vehicle information was reportedly visible on the instrument cluster screen. Harley-Davidson’s TSC initiated an investigation with the assistance of members from Harley-Davidson’s Engineering and Product Regulatory Affairs teams.
12/16/2021 – 1/4/2022 – The TSC conducted a root cause and scope analysis. The TSC’s investigation indicated that the instrument cluster will display the error, followed by a black screen, until the internal temperature of the instrument cluster is above 32F/ 0C and an ignition cycle occurs. In addition, testing performed by engineering indicated that the instrument cluster will self-heat during vehicle operation, such that the error could not be induced while the instrument was powered, even when operated at external temperatures as low as -15C.
1/06/2022 – The Field Action Committee (FAC) reviewed the TSC’s findings and analysis and escalated the matter to H-D’s Executive Decision Authority (EDA).
1/18/2022 – Based upon the information developed during the investigation, the EDA determined that this condition may constitute a noncompliance with FMVSS 123 and authorized a voluntary recall to address this condition. There have been no reports of any accidents or injuries related to this issue.

IMPORTANT RECALL INFORMATION Regulatory Non-Compliance Recall Campaign 0631 MY21 Pan America and Sportster S Instrument Temperature Error To: Worldwide Dealers Roles: Dealer Operator, General Manager, All P&A Roles, All Service Roles, Vehicle Sales Manager February 01, 2022 Dear Dealer: Harley-Davidson has learned that due to a software error in the instrument cluster module on certain 2021 Harley-Davidson Pan America and Sportster S motorcycles (see model list below), when the instrument cluster temperature is below freezing, the display unit may generate an error message and, shortly thereafter, go blank until the next ignition cycle when the instrument cluster temperature is above freezing. If the warning is ignored and the vehicle is operated, the speedometer and neutral indicator would not be visible as required by US, Canadian, and ECE regulations.1 Note: Our testing indicates that, due to the self-heating characteristics of the instrument cluster, this condition can occur only at cold start-up when the instrument cluster temperature is below freezing. We have voluntarily declared that this condition constitutes a regulatory non-compliance to allow us to formally recall (Campaign 0631) all affected motorcycles. The remedy is to first confirm that the motorcycles are covered by this recall. If covered, perform the recommended recall update per Service Bulletin M1549 (the “Bulletin”) to update the software in the instrument cluster module. The Bulletin outlines the repair and credit procedures for the recall update and additional relevant information.
