Propane Regulator May Fail and Cause Fire
Increased propane pressure can enlarge the flames in gas appliances, increasing the risk of a fire.

Summary
Highland Ridge RV (Highland) is recalling certain 2020-2021 Mesa Ridge Limited, Mesa Ridge Lite, Open Range Light, Open Range Ultra Lite, 2019-2020 Mesa Ridge, 2019-2021 Open Range, 2020 Silverstar Limited and Silverstar Lite fifth wheel and travel trailers equipped with a Winntec model 6020 two-stage propane regulator. The regulator may fail, causing an increase in propane pressure.
Remedy
Dealers will replace the regulator and test the propane system for leaks, free of charge. Owner notification letters were mailed August 3, 2021. Owners may contact Highland customer service at 1-260-768-7771.

INSPECTION OF WINNTEC MODEL #6020 LP REGULATOR
1. Only the Winntec Model #6020 – Dual Stage Double Cylinder – Automatic Changeover Regulator with Pigtails is affected. Replace the regulator and pigtails if the manufacturing date code stamped into the regulator is 2018 or 2019. Example shown below.
2. File a claim for inspection only if the unit does not have a Winntec model #6020 LP regulator or if the date code stamped into the regulator is not 18 XX, or 19 XX. Only replace regulators with date codes 18 XX and 19 XX.
REPLACING THE WINNTEC MODEL #6020 LP REGULATOR
1. Close the LP bottles and unscrew the pigtails from the LP bottles.
2. Remove the regulator from the unit.
3. Attach the new regulator to the unit.
4. Connect pigtails to LP bottles.
5. Check fittings, regulator, and connections using approved LP leak detection methods.
6. Proceed with a Drop Pressure Test:
a. Insert manometer into LP system.
b. Turn on both LP tanks.
c. Turn off both LP tanks.
d. Bleed system down to 8” water column.
e. System must hold 8” water column for a minimum of 3 minutes.
7. Ensure system operating pressure is at 11” (+-0.5) water column with 50% load and lockout pressure does not exceed 14” water column.
11/4/20–Grand Design RV informs THOR Ind. of three incidents involving Winntec Model 6020 regulators, where the regulators were suspected as the cause of fires. The Thor companies reviewed the issue internally and found no issues with these regulators at that time.
12/4/20–KZ RV informs THOR Ind. of two issues under investigation with the same suspect regulators.
12/22/20–Grand Design performs lab analysis on two failed regulators and finds they contain an oily substance inside. There is a belief that the oily substance is machining oil from a manufacturing process.
2/24/21–Grand Design informs THOR Ind. they are investigating several more fires, and will be sending regulators from those incidents for lab inspection.
3/16/21–Lab analysis performed on six regulators from Grand Design, including one exemplar and one from KZ RV. In the lab setting, the KZ RV regulator operated within allowable parameters, although it contained the same oily residue seen on the field samples.
4/19/21–THOR Ind. engages Exponent Engineering to conduct analysis of regulators to determine source of oily substance.
5/10/21–Safety Committee Meetings conducted at KZ RV, Keystone RV and Jayco RV, to update them on regulator investigation. All committees request further investigation of specific claims and confirmation of Exponent findings.
5/12/21–Exponent provides written report/presentation on regulator analysis.
5/14/21–Meeting held with Grand Design, Dehco, Winnspec International, and Chen Fong to discuss regulator issue. Winnspec given until May 18, to return information regarding issues with their regulators.
5/19/21–Safety Committee Meetings conducted at KZ RV, Keystone RV and Jayco RV to update them on the regulator investigation.
5/21/21–THOR Ind. Discussed regulator issue with the Medium Heavy Duty ODI office.
5/24/21 & 5/25/21 – Meeting with Grand Design, Dehco, Winnspec International, and Chen Fong at Livonia, MI testing facility, to discuss regulator investigation. Chen Fong agrees the regulator is allowing higher pressure than expected with a compromised second stage seal.
5/27/21–Safety Committee Meetings conducted at KZ RV, Keystone RV and Jayco RV. All safety committees decide to move forward with a recall for safety for units built with a defective Winntec Model 6020 regulator.

Topic: Regulator Recall (21V-430HR, 21V-431SC, 21V-425JT) Update
As we continue taking care of our customers through the Winntec model 6020 two stage
propane regulator recall, I wanted to give an update on how the recall is proceeding and address
some questions dealers have been asking Jayco.
Jayco is working hard to overcome the regulator supply challenges that accompany this
recall. We have engaged four different manufacturers and placed significant orders with each to
support the recall while at the same time doing all we can to source regulators for increased
production and retail demand. Despite our efforts, the regulator supply constraints will likely
mean extended lead-times in the field to accommodate customers affected by the recall.
To expedite product oversees, we are flying in the orders to get them in our hands as
quickly as possible. As we get regulators, the priority of filling orders is the oldest model units
first. The reason for this is that the potential failure mode is degenerative over time, so we are
managing distribution based on possible risk. Due to current supply limitations, we are not
accepting bulk orders for regulators. You must order VIN specific.
As customers are reaching out to your dealerships for completing the recall, I recommend
the following Steps:
1. Customer calls in for an appointment
2. Ask customer to take a picture of the regulator and send to you so you can validate
the manufacturing date on the regulator is in the recall
3. If it is not part of the recall, let the customer know they are not part of the recall based
on the production date of the recall and submit a claim against the unit for the recall
to get reimbursed for the inspection only portion of the claim. This will close the
active recall on that unit.
4. If the regulator is part of the recall, tell the customer you are ordering the regulator
and will schedule them to replace the regulator once you have an ETA for delivery.
This will control time out of service and units sitting on your lot for lengthy periods
of time as supply demands are filled.
5. Part arrives at dealership, schedule repair with customer and file claim with Jayco
Inc. for recall complete.
Dealerships have been reaching out to us asking if they can use the “Parts-Off-The-Shelf”
program to fulfill the recall requirement. Our practice for recalls have been that the parts must
be supplied by Jayco Inc. in order to ensure the product going on the unit meets the recall
requirements. Effective immediately, we are making an exception to this policy with the
following instructions to help take care of Customers quicker.
1. The locally purchased part cannot be a Winntec or Winnspec product.
2. The product can be a Fairview, YSN, Marshall, or Cavagna regulator
3. For the approval of using one of these regulators, you must submit a Pre-auth under
the applicable recall (referenced in Topic above)
4. With the pre-auth we will require a picture and receipt of the replacement regulator to
validate it is not a Winntec or Winnspec product.
5. Any submission of a pre-auth or claim with a Winntec or Winnspec regulator will be
denied as the product does not meet the requirements of the recall.
The purpose of this change is to help take care of customers as quickly as possible using
a resources available. Because we need validation of the manufacturer of the regulator, the “no
receipt requirement under $40” is not valid for this exception. A receipt and picture is required.

Dear Valued Customer:
Previously, you received notification of this recall and a copy of that notification on the back. As we continue taking care
of our customers through the Winntec model 6020 two stage propane regulator recall, I wanted to give an update on how the recall
is proceeding and address some questions customers have been asking Jayco.
Jayco is working hard to overcome the regulator supply challenges that accompany this recall. We have engaged four
different manufacturers and placed significant orders with each to support the recall. Despite our efforts, the regulator supply
constraints will likely mean extended lead-times in the field to accommodate customers affected by the recall.
As Jayco works to have parts available, please contact your local dealership with a picture of the regulator body showing
the date code stamped on the regulator. The recall is specific to the regulator manufacturer’s date of manufacturing. They will be
able to validate if the propane regulator on your unit is part of the recall or not. If the regulator is not part of the recall, they will
communicate the results and the recall on your unit will be considered complete. If the regulator does require replacement, the
dealership will place an order for your VIN with Jayco. When the dealership receives the parts from Jayco to complete your recall
repair, they will contact you to schedule an appointment to perform the recall. Please, do not take your unit to the dealership at this
time as they do not have parts to fulfill the repair requirements. Follow the instructions as listed above to schedule an appointment.
Until parts and service become available, you can eliminate any potential risk to safety by turning off the propane bottles
until the recall remedy is performed. If you choose to continue to use your RV, please pay attention to any irregularities when
using propane including (1) the cooktop flame height is too large or to small, (2) a venting sound at the regulator or a strong smell
of propane, (3) a larger than normal flame height at the burner tubes in the furnace, water heater, or refrigerator. If any of these
situations occur please discontinue the use of the RV until the recall remedy is performed. Also, do not leave any propane
appliance unattended during operation. Once you receive notification of parts availability from your dealership, they will schedule
an appointment with you to have your Winntec Model 6020 regulator and pigtails replaced. The labor time to perform this
correction is approximately 1 hour.

Jayco Inc. has decided that a defect, which relates to motor vehicle safety, exists in certain model year 2017 to 2021 travel trailers and fifth wheels: Jayco: Designer, Eagle, Jay Feather, Jay Flight, North Point, Octane, Pinnacle, Whitehawk; Starcraft: AR-One, Autumn Ridge, Avalon, GPS, Launch, Mossy Oak, Solstice, Super Lite, Telluride, Travel Star; Highland Ridge: Mesa Ridge, Open Range, Silverstar.
Certain Winntec model 6020 two-stage propane regulators installed on these recreational vehicles may supply elevated, intermittent or low propane pressure to the appliances due to a second stage valve seat that can fail to regulate propane flow and pressure. An increase in propane pressure, could cause the flame of the appliance to become larger, and under certain rare circumstances, may ignite adjacent materials resulting in a fire. Appliances that can be affected by an excessive flame are the stovetop, oven, hot water heater, furnace and refrigerator. An increase in propane pressure would also cause the regulator to vent propane continuously through the pressure relief valve. In an enclosed area or under certain conditions, the vented propane could accumulate at the front of the recreational vehicle and if ignited could result in a fire or explosion.
Remedy consists of removing and replacing the propane regulator with a different brand and performing standardized LP System Checks. The repair should take less than an hour to perform and will be done at no cost to you.
Please contact an Authorized Dealer as soon as possible to schedule an appointment to have this remedy completed.
Federal regulations require that any vehicle lessor receiving this recall notice must forward a copy of this notice to the lessee within ten days.
If you had this repair completed prior to receipt of this recall notice, you may be eligible to receive reimbursement for the cost of obtaining a pre-notification remedy of the problem associated with this recall.
If you take your recreational vehicle to your dealer on the agreed service date and the dealer does not remedy this condition on that date or within three (3) days, please contact our Customer Service Department at 800-283-8267. In an enclosed area or under certain conditions, the vented propane could accumulate at the front of the recreational vehicle and if ignited could result in a fire or explosion.
Remedy consists of removing and replacing the propane regulator with a different brand and performing standardized LP System Checks. The repair should take less than an hour to perform and will be done at no cost to you.

Before placing an order for the Recall Parts Kit you will need to confirm the unit serial number requires the Recall Remedy using Unit Management in Jayco Partners and validate the Manufacturing Date Code on the LP Regulator. The Instructions for the Recall Remedy are available under the Case Recall attachments.
Federal law requires the Recall Remedy completed on this unit prior to customer delivery.
If you sold this unit recently, please contact the owner immediately to inform them of this recall. In addition, please register this unit by submitting the Warranty Registration information. Federal regulations require that any vehicle lessor receiving this recall notice must forward a copy of this notice to the lessee within ten days.
