Lower Rear Pivot Cap Screws may be too Short

The short screws can cause the hardware to separate from the suspension system and become road hazards, increasing the risk of a crash and/or injury.

Summary

Watson & Chalin Manufacturing, Inc. (W & C) is recalling certain SL2065 steerable lift axle suspension systems with a 20,000lb capacity. The lower rear pivot cap screws may not be long enough to sufficiently engage the locking feature of the corresponding nuts.

 

Remedy

W & C will notify the affected vehicle manufacturers and the aftermarket equipment installers that purchased the suspensions. The suspensions will replace the lower rear pivot fasteners replaced, as necessary, free of charge. The recall began September 22, 2020. Owners may contact W & C customer service at 1-972-838-1266. W & C’s number for this recall is W&C2020-01.

PIVOT FASTENER NOTICE

Watson & Chalin Manufacturing, Inc. (“W&C”) has decided that a defect which relates to motor vehicle safety exists in a limited number of SL2065 20,000-pound rated capacity steerable auxiliary lift axle suspension systems.  These SL2065 suspension systems were manufactured between November 13, 2019 and April 30, 2020.

These suspensions may be equipped with lower rear pivot capscrews that are not long enough to sufficiently engage the locking feature of the corresponding nuts.

In some cases, this condition may cause a loss of clamp load of the corresponding pivot joint.  Extended use  of the suspension in this condition can result in the fracture or loss of the cap screw and related washers and nut.

This can further result in foreign object debris on the roadway, increasing the risk of a crash and / or injury.

W&C has not received any field reports of accidents due to a cap screw fracture or loss.

 

Possible warning signs that may appear before a lower rear pivot cap screw fracture or loss include an insufficient number of cap screw threads extending beyond the end of the pivot nut, a missing pivot nut, failure of the  suspension to lift or lower properly, and suspension noise and vibration.

W&C recommends owners of any vehicles equipped with the above-referenced SL2065 suspension systems order a replacement lower rear pivot fastener hardware kit, W&C Part Number SRK2065WAR-001. The replacement fasteners should be installed using the instructions provided in W&C Technical Bulletin Number W&C264 (SL2065 Pivot Fastener Installation), also included in the replacement kit.

NOTE: If any of the existing lower rear pivot capscrews currently equipped on suspensions are loose or damaged, the vehicle should not be further operated until the replacement cap screws are installed.

PIVOT FASTENER INSPECTION

SL2065

This document includes instructions for inspecting the lower rear pivot fasteners equipped on applicable Watson & Chalin (“W&C”) SL2065 20,000-pound rated capacity steerable auxiliary lift axle suspensions systems subject to W&C Technical Bulletin Number W&C265 (SL2065 Pivot Fastener Notice).

Inspection of the required suspension components should take approximately 1 hour from start to finish.   This includes the time for pulling the vehicle into the work area, ensuring safety, performing the inspection,  and returning the vehicle to the lot.

The suspension images below show the location of the fasteners that must be inspected on both sides of the  suspension. If either fastener fails inspection, replace both fasteners.

THE TOOLS REQUIRED ARE AS FOLLOWS:

  1. Safety glasses
  2. Ear plugs
  3. Gloves
  4. Torque wrench
  5. 1-5/16-inch socket
  6. 1-5/16-inch combination wrench
  7. Wheel chocks
  8. Vernier / dial / digital caliper

 

THE PIVOT FASTENER INSPECTION PROCESS IS AS FOLLOWS:

  1. Verify all required tools are available.
  2. Verify all required tools are free from damage or defects that would impair function.
  3. Lay out all required tools such that they can be easily located.
  4. Park the vehicle on a flat, level surface.
  5. Engage the parking brake so that the vehicle may not roll.
  6. Chock the vehicle’s wheels so that the vehicle may not roll.
  7. Verify the vehicle will be properly restrained from movement and safe to work on.
  8. Lower the auxiliary lift axle so that the tires are in contact with the ground.
  9. Depressurize the auxiliary lift axle air system. Depressurize the entire vehicle air system if required.
  10. Verify system air pressure cannot be restored inadvertently while working on the vehicle.
  11. Follow any additional vehicle manufacturer and / or dealership safety procedures and precautions to ensure the vehicle can be safely repaired and maintained.
  12. Locate the lower rear pivot fasteners to be inspected on the suspension, as shown in the pictures above.
  13. Inspect the inboard cap screw heads and ensure they appear tight and flush with their mating brackets. If the capscrew is not fully seated, skip steps 14 thru 16, and contact W&C to order Service Replacement Kit Part Number SRK2065WAR-001.  Install the service replacement kit per W&C Technical Bulletin Number W&C264 (SL2065 Pivot Fastener Installation).
  14. Secure the heads of the capscrews with a combination wrench and tighten the nuts to 400 lb-ft torque. DO NOT TORQUE FROM THE HEAD OF THE CAPSCREW.
  1. Measure from the outboard end of the capscrews to the outboard face of the nuts. See images on how to measure capscrew extension. If the fasteners are tightened to the torque specified in step 14, have 0.350 inch or greater extension past the end of the nut and otherwise appear to be in good condition, then they can continue to be used and no replacement is necessary.
  2. If either fastener has less than 0.350 inch extension past the end of the nut, contact W&C to order Service Replacement Kit Part Number SRK2065WAR-001. Install the service replacement kit per W&C Technical Bulletin Number W&C264 (SL2065 Pivot Fastener Installation).
  3. Re-pressurize the vehicle’s air system.
  4. Cycle the auxiliary suspension.
  5. Return vehicle to lot.

This document includes instructions for the installation of Watson & Chalin (“W&C”) Service Kit Part Number SRK2065WAR-001 for replacement of the lower rear pivot fasteners equipped on W&C SL2065 20,000-pound rated capacity steerable auxiliary lift axle suspension systems manufactured between June 1, 2019 and April 30, 2020.

Installation of Service Kit Part Number SRK2065WAR-001 should take no more than 0.75 hours from start to finish. This includes time for pulling the vehicle into the work area, performing the installation, testing the suspension and returning the vehicle to the lot.

THE PIVOT FASTENER INSTALLATION PROCESS IS PERFORMED AS FOLLOWS:

  1. Verify all required parts were received in the service repair kit.
  2. Verify all required parts are free from damage that would impair function.
  3. Verify that the threads of the fasteners are clean and dry.
  4. Lay out all required replacement parts such that they can be easily located during reassembly.
  5. Verify all required tools are available.
  6. Verify all required tools are free from damage that would impair function.
  7. Lay out all required tools such that they can be easily located.
  8. Park the vehicle on a flat, level surface.
  9. Engage the parking brake so that the vehicle may not roll.
  10. Chock the vehicle’s wheels so that the vehicle may not roll.
  11. Verify the vehicle will be properly restrained from movement and safe to work on.
  12. Lower the auxiliary lift axle so that the tires are in contact with the ground.
  13. Depressurize the auxiliary lift axle air system. De-pressurize the entire vehicle air system if required.
  14. Verify system air pressure cannot be restored inadvertently while working on the vehicle.
  15. Follow any additional vehicle manufacturer and/or dealership safety procedures and precautions to ensure the vehicle can be safely repaired and maintained.
  1. Support the auxiliary lift axle with adjustable supports such as jacks, stands, or straps so that it does not roll or move when the control arm fasteners are removed.
  2. From this point forward, work on only one side of the vehicle at a time.
  3. Remove the axle-side fasteners:
    1. Make note of the lower control arm spacer washer locations. These are the large diameter washers inside of the axle flanges.  If required, mark the locations or take photographs to reference during  re-installation.  NOTE THAT WASHER LOCATIONS MAY DIFFER FROM THE ABOVE PICTURE. Spacer  washers may be left in and reused if they are free from damage.
    2. Use 1-5/16-inch wrenches and/or sockets to remove the nuts.
    3. If required, use a grinder and cutoff wheel to remove stuck fasteners. Take care not to damage the axle flange, axle tube, or any other vehicle components when using the grinder.
    4. Secure the control arm with a jack stand so it does not fall, and knock out the capscrew using punches and a hammer. USE CAUTION, AS CONTROL ARM MAY SHIFT WHEN THE FASTENER IS REMOVED.
  4. Install the replacement fasteners:
    1. If required, place a floor jack or other lifting device under the lower control arm, then raise it into the axle.
    2. Install the lower control arm spacer washers. An alignment or center punch inserted from the  outboard side may be used to hold them in place until the capscrew is inserted.  For correct washer locations, reference notes taken in Step 18a.
    3. Install the lower control arm pivot capscrew, washers, and nut, but do not tighten.
    4. Use 1-5/16-inch wrenches and / or sockets to snug the lower pivot fastener. Confirm fastener is fully engaged with the joint.
    5. Secure the heads of the capscrews with a combination wrench and tighten the nuts to 400 lb-ft torque. DO NOT TORQUE FROM HEAD OF CAP SCREW.
  5. Repeat steps 18 and 19 for the opposite side of the vehicle.
  6. Re-pressurize the vehicle’s air system.
  7. Cycle the auxiliary suspension.
  8. Return vehicle to lot.

Identification of Affected Parts and Recommended Action

According to our records, W&C sold and shipped to your company affected SL2065 suspension system serial numbers included in the attached list.

The lower rear pivot cap screws, W&C Part Number 19800-11, can be identified and should be inspected using the instructions detailed in W&C Technical Bulletin No. LITW&C263 (SL2065 Pivot Fastener Inspection), as listed below. Any cap screws that do not meet the minimum specified length requirements with two or more full diameter thread peaks not extending beyond the respective nuts should be replaced with a service and repair hardware kit available free of charge from W&C and using the instructions included in W&C Technical Bulletin No. LITW&C264 (SL2065 Pivot Fastener Installation), as listed below. Any lower rear pivot cap screws that extend 0.350 inch beyond the top of respective nuts, are properly tightened to the specified torque, contain no fractures, and otherwise appear to be in good condition can continue to be used in normal suspension operation.

Replacement Parts and Service Instructions

W&C recommends your company and/or your applicable customers who own any vehicles equipped with the above-referenced SL2065 suspension systems:

  1. Use W&C Technical Bulletin No. LITW&C263 (SL2065 Pivot Fastener Inspection) to inspect these suspension systems and determine whether any of the lower rear pivot capscrews do not meet minimum specified length requirements with less than 0.350in of the capscrew protruding beyond the top of the respective nuts; and, if so
  2. Contact W&C to order a replacement lower rear pivot fastener hardware kit, W&C Part Number SRK2065WAR-001; and
  3. Use W&C Technical Bulletin No. LITW&C264 (SL2065 Pivot Fastener Installation) to replace any lower rear pivot capscrews not meeting minimum requirements.
