Fuel Heater May Overheat and Cause Fire

A fire increases the risk of injury. An engine stall can increase the risk of a crash.

Summary

Cummins Inc. (Cummins) is recalling certain B6.7 Diesel Engines, part number D313029BX03, used in school buses, trucks and emergency vehicles, equipped with fuel module option number FS90301 or FS90453. The electric fuel heater within the fuel module may overheat and cause plastic in the fuel heater to melt and potentially catch fire. It may also lead to engine stalling.

 

Remedy

Cummins will notify owners, and dealers will replace the component with install a plug in place of the heater rendering the heater inoperable, or remove the fuse and install a cover over the wire harness. This repair will be done free of charge. The recall began May 29, 2020. Owners may contact Cummins customer service at 1-800-286-6467. Note: This recall supersedes 19E-020.

Description

This Safety Campaign is being issued to address a product issue where under certain conditions, internal electrical heating within the fuel heater may create sufficient heat inside the fuel heater to cause plastic in the fuel heater to melt and potentially catch fire.

This Safety Campaign supersedes campaigns C2127, C2128, and ATC2278. The remedy described in this Safety Campaign must be performed on your engine, even if your engine was remedied under one of the prior campaigns.

Cummins has reported this issue to the U.S. National Highway Traffic Safety Administration (NHTSA), which has assigned it Recall Number 20E-018.

This Safety Campaign authorizes certified repair locations to disable the fuel heater, to remove the fuse powering the fuel heater circuit, and to cap and secure the fuel heater wiring harness connector on certain B6.7 CM2350 B121B units.

 

Action

In order to qualify for repair under this field action, an engine:

  1. will be covered regardless of coverage status, and
  2. must show as OPEN on QuickServe® Online for this field action.

Note : The ESN list is attached for reference.

After verifying that the engine meets the above requirements, perform the following actions:

  1. If a non-disabled fuel heater is currently installed in the fuel filter module and does not show signs of a fuel leak or melted plastic, refer to the Scenario 1 service instructions within Attachment B to disable the fuel heater, to remove the fuse powering the fuel heater circuit, and to cap and secure the fuel heater wiring harness connector using kit part number 5633457.
  2. If a fuel heater is currently installed and shows signs of a fuel leak and/or melted plastic, refer to the Scenario 2 service instructions within Attachment B to install a fuel heater plug and to cap and secure the fuel heater wiring harness connector using kit part number 5579133. 3. If the fuel filter module is damaged, refer to the Scenario 3 service instructions within Attachment B to install a plugged fuel filter module and to cap and secure the fuel heater wiring harness connector using kit part numbers 5661486 and 5633457.
  3. If a fuel heater plug is currently installed, no further repair is needed. Refer to the service instructions within attachment B to confirm that the fuse powering the fuel heater circuit has been removed and that the fuel heater wiring harness connector has been properly capped and secured. Claim ONLY Administrative Time and SRT 17-902 (Campaign/SCR Check) to close the field action.

  • The purpose of this campaign is to disable the fuel heater. If a plug is in place rather than a heater, either from completion of TRP 2129, action taken by following TSB190038, or being built with a plug, then no further action is needed at this time.

Resolution- steps for all scenarios

  • Remove cable tie that secures the wiring harness to engine fuel heater. See Figure 5.
  • Unlock connector by moving red tab to the right and disconnecting from engine fuel heater. See Figure 5.
  • Unplug electrical connector from engine fuel heater and protect the female end of the wiring harness to prevent any damage and/or contamination from occurring by using electrical plug supplied in kit.
  • Secure fuel heater harness to engine wiring harness using zip ties to prevent damage. See Figure 6.

  • Remove fuse powering engine fuel heater circuit on chassis. See model specific instructions in Figures 7-9.
  • Address cold weather fuel gelling issues with chemical treatment (such as Power Service Diesel Fuel Supplement® +Cetane Boost®) to the fuel system.
  • Disable fuel heater following specific scenario instructions on the following pages.

 

Navistar® CE Bus and 1300 FBC Fuse and Wire Harness Instruction

  1. Disconnect vehicle battery.
  2. Locate red 50 amp or green 30 amp Maxi Fuse on under hood fuse panel. See Figure 7 below.
  3. Remove fuse cap and discard Maxi Fuse. See Figure 7 below.
  4. Reinstall fuse cap. Do not replace fuse. See Figure 7 below.

Remove fuse.

  1. Disconnect vehicle battery
  2. Remove 30 or 40 amp fuse located at 2C cavity. See Figure 8 below.

Remove fuse.

  1. Disconnect vehicle battery.
  2. Remove Power Distribution Module (PDM) cover, located under the hood on the driver side. See Figure 9 below.
  3. Remove fuse located at 2C cavity. See Figure 9 below.

Scenario-Specific Instructions

Scenario 1: Engine fuel heater is not damaged, or is not leaking fuel after engine shutdown, and the fuel filter module is not damaged:

  1. Ensure that the fuse is removed and harness is secured, as detailed on pages 4-8.
  2. Without removing the fuel heater from the filter head, disable the on-engine fuel heater by cutting through the connector with a fine-toothed hacksaw blade, die/angle grinder with cut-off wheel, or other rotary/reciprocating tool capable of making clean, smooth cuts. Be careful not to damage nearby components when cutting.  Do not use a screwdriver, hammer, bolt cutter, or side cuts.  Figure 10 shows the preferred cut location and Figure 11 shows the acceptable area range for the cut.  Figure 12 shows a fuel heater with the work completed.

  1. Inspect nearby components to ensure that nothing was damaged during the cutting procedure.
  2. Restart engine and check heater area to ensure there is no fuel leakage from the area that was cut or other issues resulting from cutting procedure.
  3. If fuel leakage is seen, refer to instructions in scenario 2.

 

Scenario 2: Engine fuel heater is damaged, or leaking fuel after engine shutdown, but fuel filter module is not damaged:  Replace existing fuel heater and associated components with engine fuel heater plug kit, Part Number 5579133.

 

  1. Ensure that the fuse is removed and harness is secured, as detailed on pages 4-8.
  2. Remove and discard two allen screws securing engine fuel heater to the fuel filter head with a 5mm hex driver. See Figure 13.
  3. Pull the engine fuel heater straight out of the fuel filter head. Capture any fuel that may leak from the fuel filter. See Figure 13.

  1. Clean face of engine fuel heater port with a lint free cloth and inspect for any sharp edges and/or contaminants. Clean if needed.

 

  1. Lubricate the o-ring on the plug (supplied in kit part number 5579133) with clean diesel fuel and carefully install into the engine fuel heater port, making sure to properly align before installing. See Figure 14.

 

  1. Use the two allen screws supplied to secure the plug to the fuel filter head and tighten to 11 N-m [ 6.6 ft-lb ]. See Figure 14.

Scenario 3: If fuel filter module is damaged

 

  1. Ensure that the fuse is removed and harness is secured, as detailed on pages 4-8.
  2. Install new fuel filter module, Part Number 5661486.

Dear Cummins Customer:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

Cummins Inc. has decided that a defect which relates to motor vehicle safety exists in certain B6.7 diesel engines that were manufactured between December 16, 2015 and March 24, 2020 and equipped with fuel module option FS90301 or FS90453.

This notice applies to your engine(s) listed on the enclosed Engine/Vehicle list.

If your engine was manufactured between December 16, 2015 and February 25, 2019, you received a similar notice regarding NHTSA Recall No. 19E-020 (Cummins Safety Campaign #C2127) pertaining to your engine(s).  This recall notice supersedes the prior recall notice; you must have the remedy described in this recall performed on your engine, even if your engine was remedied under the prior recall.

If your engine was manufactured between February 26, 2019 and November 5, 2019, your engine may have had repairs done according to Cummins Campaign #C2128 or ATC2278. This recall notice supersedes actions under those field actions; you must have the remedy described in this recall performed on your engine, even if your engine was remedied under those actions.

If your engine was manufactured between November 6, 2019 and March 24, 2020, this is a new action.

 

WHY IS A RECALL BEING CONDUCTED?

Fuel module options FS90301 and FS90453 contain an electric fuel heater.  Internal electrical heating within the fuel heater may create sufficient heat inside the fuel heater to cause plastic in the fuel heater to melt and potentially catch fire.  It may also cause an engine stall.  A fire, if undetected and uncontained, presents an increased risk of personal injury.  An unexpected engine stall may increase the risk of a crash.  If this condition exists, melting of the fuel heater or fuel seepage from around the fuel heater may be visible during a service event, smoke may precede or accompany a fire, or the engine may become increasingly difficult to start.

 

WHAT ARE WE DOING ABOUT THE PROBLEM?

Cummins has released field Safety Campaign #C2302 “B6.7 Engine-Mounted Fuel Heater Safety Campaign” to correct this condition.  This campaign is currently available at Cummins Distributors and Cummins-authorized Warranty Dealers.  The remedy will consist of the following: (1) disabling the fuel heater by either installing a plug in place of the fuel heater or otherwise rendering the fuel heater inoperable and (2) removing the fuse supplying electrical power to the fuel heater and installing a cover over the wire harness connector.  The repair will be completed free of charge (parts and labor) and most applications will require approximately 30 minutes to complete.

This safety recall addresses the potential safety defect for your engine.  However, this repair will disable the fuel heater.  Cummins is currently working to determine an appropriate cold weather starting aid for customers that require it.  Cummins Distributors and Dealers will be notified when a separate field action is available.

 

WHAT SHOULD YOU DO?

Contact the nearest Cummins Distributor or authorized Warranty Dealer to arrange to have this campaign performed on your engine.  The distributor or dealer will work with you to schedule the best date to complete this repair.

In the meantime, to mitigate the safety risk, Cummins advises you to remove the fuel heater fuse as shown in Figures 1, 2 or 3 below (based on the vehicle).

Federal law requires vehicle lessors receiving this recall notice to forward a copy of this notice to the lessee within ten (10) days.  Also, it is a violation of Federal law for a dealer to deliver a new vehicle or equipment covered by this recall notice under a sale or lease until the defect has been remedied.

If your engine was manufactured between December 16, 2015 and February 25, 2019, you received a similar notice regarding NHTSA Recall No. 19E-020 (Cummins Safety Campaign #C2127) pertaining to your engine(s).  This recall notice supersedes the prior recall notice; you must have the remedy described in this recall performed on your engine, even if your engine was remedied under the prior recall.

If your engine was manufactured between February 26, 2019 and November 5, 2019, your engine may have had repairs done according to Cummins Campaign #C2128 or ATC2278.  This recall notice supersedes actions under those field actions; you must have the remedy described in this recall performed on your engine, even if your engine was remedied under those actions.

If your engine was manufactured between November 6, 2019 and March 24, 2020, this is a new action.

 

WHY IS A RECALL BEING CONDUCTED?

Fuel module options FS90301 and FS90453 contain an electric fuel heater.  Internal electrical heating within the fuel heater may create sufficient heat inside the fuel heater to cause plastic in the fuel heater to melt and potentially catch fire.  It may also cause an engine stall.  A fire, if undetected and uncontained, presents an increased risk of personal injury.  An unexpected engine stall may increase the risk of a crash.  If this condition exists, melting of the fuel heater or fuel seepage from around the fuel heater may be visible during a service event, smoke may precede or accompany a fire, or the engine may become increasingly difficult to start.

 

WHAT ARE WE DOING ABOUT THE PROBLEM?

Cummins has released field Safety Campaign #C2302 “B6.7 Engine-Mounted Fuel Heater Safety Campaign” to correct this condition.  This campaign is currently available at Cummins Distributors and Cummin    s-authorized Warranty Dealers.  The remedy will consist of the following: (1) disabling the fuel heater by either installing a plug in place of the fuel heater or otherwise rendering the fuel heater inoperable and (2) removing the fuse supplying electrical power to the fuel heater and installing a cover over the wire harness connector.  The repair will be completed free of charge (parts and labor) and most applications will require approximately 30 minutes to complete.

This safety recall addresses the potential safety defect for your engine.  However, this repair will disable the fuel heater.  Cummins is currently working to determine an appropriate cold weather starting aid for customers that require it.  Cummins Distributors and Dealers will be notified when a separate field action is available.

 

WHAT SHOULD YOU DO?

Contact the nearest Cummins Distributor or authorized Warranty Dealer to arrange to have this campaign performed on your engine.  The distributor or dealer will work with you to schedule the best date to complete this repair.

In the meantime, to mitigate the safety risk, Cummins advises you to remove the fuel heater fuse as shown in Figures 1, 2 or 3 below (based on the vehicle).

Federal law requires vehicle lessors receiving this recall notice to forward a copy of this notice to the lessee within ten (10) days.  Also, it is a violation of Federal law for a dealer to deliver a new vehicle or equipment covered by this recall notice under a sale or lease until the defect has been remedied.

If you previously paid to have this recall performed on your vehicle, you may be eligible for reimbursement.  Please contact Cummins Care at the number below for more information.

Navistar® CE Bus and 1300 FBC Fuse Removal Instructions (Reference Figure 1 below)

  1. Disconnect vehicle battery.
  2. Locate red 50 Amp or green 30 Amp Maxi Fuse on under hood fuse panel.
  3. Remove fuse cap and discard red or green Maxi Fuse.
  4. Reinstall fuse cap. Do not replace fuse.
  5. Reconnect vehicle battery.

Dear Cummins OEM Customer:

We are writing to inform you that Cummins Inc. has determined that a safety-related defect exists in certain B6.7 engines that were manufactured between December 16, 2015 and March 24, 2020.  Cummins has initiated a recall of the subject engines.  Our records indicate that some of these engines have been shipped to you.

A copy of Cummins’ initial Part 573 Defect Notification report is enclosed.  This notification was submitted to the National Highway Traffic Safety Administration (NHTSA) on March 31, 2020.  As more fully described in the Defect Notification, excessive electrical heating within the fuel heater on the engine may create sufficient heat inside the fuel heater to cause plastic in the fuel heater to melt and potentially catch fire.  It may also cause an engine stall.

Enclosed is a list of Engine Serial Numbers for affected engines that our records indicate were shipped to your plants.  For engines installed in vehicles that have left your control, we encourage you to make a safety defect determination in accordance with 49 USC 30118 et seq. and, as appropriate, to submit a Defect Notification to NHTSA in accordance with 49 CFR Part 573.  Cummins will conduct the recall, including notifying owners pursuant to 49 CFR Part 577, performing the remedy, and submitting quarterly status reports to NHTSA. Cummins is requesting that you provide the associated vehicle model identification, VINs and owner contact information to facilitate owner notification.  Please work with your Cummins account team leader to ensure that the requested information is provided to Cummins as soon as possible.

For engines/vehicles that are still in your inventory, please contact the Customer Quality Assurance representative at the Rocky Mount Engine Plant to arrange for repairs.  Please note that Federal law prohibits delivery of these engines, or vehicles equipped with these engines, under a sale or lease until this condition has been remedied.

Cummins is working to determine the field remedy and will communicate this as soon as it is available.
