Summary

Navistar, Inc. (Navistar) is recalling certain 2019-2020 International MV and HV, 2018-2020 Workstar, and 2018-2019 Durastar vehicles equipped with feature codes 12VXT and 12VXU. With the parking brake applied and the automatic transmission in the ‘Drive’ or ‘Reverse’ position, when the stationary PTO switch is engaged by the operator, the engine RPM will ramp up and may overcome the parking brake’s ability to hold the vehicle.

 

Remedy

Navistar will notify owners, and dealers will update the Engine Control Module to enable the PTO neutral interlock, free of charge. The recall began January 16, 2020. Owners may contact Navistar customer service at 1-800-448-7825. Navistar’s number for this recall is 19518.

SUBJECT: SAFETY RECALL

Stationary PTO on certain International® HV™ and MV™ Series, DuraStar®, and WorkStar® models built 12 January 2017 thru 24 September 2019 with feature code 12VXT (Engine Speed Control; Electronic, Stationary, Variable Speed) or 12VXU (Engine Speed Control for PTO; Electronic, Stationary Preset, Two Speed Settings)

 

DEFECT DESCRIPTION 

On certain trucks equipped with an automatic transmission, if the automatic transmission is still in drive or reverse position and the stationary PTO switch is engaged, the engine rpm could ramp up and may overcome parking brake hold capability resulting in possible vehicle movement. Unexpected movement of the truck can increase the risk of a crash resulting in property damage or personal injury.

 

MODELS INVOLVED 

This safety recall involves certain International® HV™, MV™ Series and DuraStar®, and WorkStar® models built 12 January 2017 thru 24 September 2019 with feature code 12VXT (Engine Speed Control; Electronic, Stationary, Variable Speed) or 12VXU (Engine Speed Control for PTO; Electronic, Stationary Preset, Two Speed Settings).

This procedure applies ONLY to vehicles marked in the International® Service Portals”‘ with Safety Recall 19518. Also complete any other open campaigns listed on the Service Portal at this time.

SERVICE PROCEDURE

 

WARNING! To prevent personal mJury and / or death, or damage to property, park vehicle on hard flat surface, turn the engine off, set the parking brake and install wheel chocks to prevent the vehicle from moving in either direction.

 

WARNING! To prevent personal injury and/ or death, always wear safe eye protection when performing vehicle maintenance.

 

WARNING! To prevent personal injury and / or death, or property damage, park vehicle on hard flat surface, turn the engine off, set the parking brake and install wheel chocks to prevent the vehicle from moving in either direction.

 

  1. Park vehicle on flat surface.

 

  1. Shift transmission to Park or Neutral and set parking brake.

 

  1. Turn vehicle ignition to Key OFF position.

 

  1. Install wheel chocks.

 

  1. Connect battery charger/ maintainer to vehicle battery.

 

  1. Connect EZ-Tech® to vehicle with approved USB communication interface.

 

  1. Turn vehicle ignition to Key ON, Engine OFF

 

  1. Connect to Cummins INSITE™.

  1. Select FEATURES AND PARAMETERS button (Figure 1, Item 1).

 

NOTE: Set PTO to ENABLE before modifying parameters.

 

  1. Scroll to PTO menu (Figure 1, Item 2).

 

  1. Set applicable PTO parameters:
    1. Maximum Vehicle Speed: 2 mph (3.2 km/h (Figure 1, Item 3).
    2. Parking Brake Interlock Type: ALL (Figure 1, Item 4).
    3. Transmission Neutral Interlock: ENABLE (Figure 1, Item 5).

  1. Select SEND TO ECM button (Figure 2, Item 1).

 

  1. After send is complete, turn ignition to Key OFF Wait 30 seconds before proceeding to next step.

 

  1. Turn ignition to Key ON, Engine OFF Verify parameter settings have been saved correctly.

 

  1. Disconnect EZ-Tech8 from vehicle.

 

  1. Turn ignition to Key OFF position.

 

  1. Remove battery charger / maintainer from vehicle battery.

 

  1. Remove wheel chocks.

CAMPAIGN IDENTIFICATION LABEL 

Each vehicle corrected in accordance with this campaign must be marked with a CTS-1075 Campaign Identification Label.

Complete the label and attach on a clean surface next to the vehicle identification number (VIN) plate.

 

 

ADMINISTRATIVE/ DEALER RESPONSIBILITIES

WARRANTY CLAIMS 

Warranty claim expense is to be charged to Warranty. Claims are to be submitted in the normal manner, making reference to Safety Recall 19518.

Section 7 of the Warranty Policy and Procedures Manual contains further information related to the submission and processing of AFC / Recall claims.

As with all claim submissions, items acquired locally must be submitted in the “Other Charges” tab. The cost of any bulk items (such as a bag of cable tie straps, roll of wire, barrel of oil, or tube of silicone} should be prorated for the cost of the individual pieces / amount used during each repair.

 

UNITED STATES AND POSSESSIONS 

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle that is subject to a vehicle recall campaign must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after a tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within 60 days, the owner may be entitled to replacement with an identical or reasonable equivalent vehicle at no charge, or to a refund of the purchase price less a reasonable allowance for depreciation.

Dealers must correct all vehicles subject to this campaign at no charge to the owner, regardless of mileage, age of vehicle, or ownership, from this time forward.

Dealers should proceed immediately to make necessary correction to units in inventory. All inventory vehicles subject to this recall campaign must be corrected prior to sale, transfer or delivery. If vehicles have been sold or transferred and you are in receipt of Customer Notification Letters and Authorization for Recall Service cards for those vehicles, the transfer location or customer must be notified immediately from your dealer location.

Dealers must make every effort to promptly schedule an appointment with each owner to repair his or her vehicle as soon as possible. However, consistent with the customer notification, dealers are expected to complete the repairs on the mutually agreed upon service date.

Dealers involved in the recall process will be furnished a listing of owner names and addresses to enable them to follow up with owners and have the vehicles corrected. Use of this listing must be limited to this campaign because the list may contain information obtained from state motor vehicle registration records, and the use of such motor vehicle registration data for purposes other than this campaign is a violation of law in several states.

 

CANADA

REASON FOR THIS RECALL

DEFECT REMEDY

The repair will involve updating the parameters in the Engine Control Module that enables the PTO neutral inteock. Dealers have parts and instructions to repair your vehicle. The repair will be performed free of charge and take approximatlye 45 minute to complete.

Navistarha decididoque existe un defecto relacionado con la seguridadde  los vehiculos  de motor  en ciertos  camiones DuraStar® y WorkStar® de 2018 y 2019 yenciertos camiones de las series HV® y MV® de 2019 y 2020 construidos entre el 01/12/2017 y el 09/24/2019 con el c6digo de caracteristica 12VXT   (Control   de   velocidad   del   motor;   Electr6inco, Estacionario, Velocidad variable) o 12VXU (Control de velocidad del motor para PTO; Electr6nico, preajuste estacionario, dos ajustes de velocidad).

 

MOTIVO PARA ESTA REVISION 

En ciertos camiones equipados con una transmisi6n automatica, si la transmisi6n automatica todavia esta en posici6n de marcha o en marcha atras y el interruptor de la TDF estacionario esta conectado, las RPM del motor aumentaran y pueden superar la capacidad de retenci6n del freno de mano, lo que puede provocar el movimiento deJ vehiculo.

 

RIESGO PARA LA SEGURIDAD DE VEHICULOS DE MOTOR 

El movimiento inesperado del camion puede aumentar el riesgo de un choque que resulte en dafios a la propiedad o lesiones personales.

 

ARREGLO DE DEFECTOS

La reparaci6n implicarala actualizaci6nde los parametros del modulo de control del motor que permite el bloqueo del neutro de  la  TDF.  Los  concesionairos  tienen  las  piezas  y  las instruccionepsara reparar su vehiculo.
