Fire Sensor May Falsely Detect Fires
The activation of the Automatic Fire Suppression System can cause a sudden loss of drive power, increasing the risk of a crash. Additionally, a disabled coach may require an evacuation procedure in an uncontrolled traffic situation, increasing the risk of injury to passengers.

Summary
Prevost Car (US) Inc. (Prevost) is recalling certain 2018-2023 H3-45 motor coaches and H3-45 VIP motorhomes. The Automatic Fire Suppression System (AFSS) optical fire sensor positioned in the engine compartment’s lower region may corrode and malfunction. In this event, the AFSS may give a false warning to the driver, command an unwarranted engine shutdown, and release a chemical fire extinguishing agent in the engine compartment.
Remedy
Prevost will inspect the vehicles, install spacers between the optical fire sensor and bracket, and replace the optical fire sensor, if necessary, free of charge. Owner notification letters were mailed September 8, 2023. Owners may contact Prevost customer service at 1-866-870-2046. Prevost’s number for this recall is SR23-05.

AFSS OPTICAL SENSOR CORROSION
DESCRIPTION
On vehicles affected by this recall, corrosion between the lower automatic fire suppression system (AFSS) optical sensor (in engine compartment) and its bracket could damage the sensor’s housing and allow water to ingress, ultimately causing the sensor to malfunction.
Therefore, on the affected vehicles, the lower AFSS optical sensor must be removed from the bracket, inspected for corrosion and replaced as needed. Upon reinstallation, nylon spacers must be inserted between the sensor and the bracket to provide a gap that will eliminate future corrosion problem (caused by road grime and humidity accumulation) at the back of the sensor.
Chronology :
2022-10-07 One field report related to this issue involving one vehicle was received.
2022-10-21 Internal Prevost investigation was opened to identify the root cause and to determine if the issue is safety related.
2022-11-16 Case was presented on Volvo Product Safety Working Group (PSWG) to evaluate if there is a potential safety related issue. It was concluded that further investigation was required to complete the assessment.
2022-11-28 A failed sensor was sent to an external laboratory for exhaustive corrosion analysis.
2023-01-16 All field reports and warranty claims related to this issue were analyzed. Two other field reports related to this issue were reported. The first field report was received on 2019-11-28 and indicated that one MY2019 H3-45 experienced a false AFSS activation, most likely due to a corroded optical fire sensor. The report indicated that the same issue targeted five other H3-45. The second field report was received on 2022-06-24 and indicated that two MY2019 H3-45 experienced a false AFSS activation, potentially due to a Linear Thermal Detector malfunction. The investigation revealed that the false activation probably resulted from a corroded optical fire sensor. Four warranty claims related to this issue were received, all on MY2019 H3-45. The claims were received on 2020-01-27, 2020-01-30, 2020-02-05, and on 2022-04-28. Note: Two of these warranty claims were included in the field reports.
2023-01-24 Case was presented on Volvo PSWG. Decision made to raise the potential safety issue to Volvo Product Safety Committee (PSC) for review and determination.
2023-02-14 Internal campaign was launched to solve the issue on all vehicles in production before being delivered.
2023-02-23 Case was presented to Volvo PSC. It was concluded that there was a safety related defect and that a recall is needed.
2023-02-24 Safety Recall report submitted to authorities.
No accidents, injuries, or fatalities related to this issue were reported.

This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.
Prevost Car US Inc. has decided that a defect which relates to motor vehicle safety exists in certain 2018 – 2023 H3-45 Coaches, 2019 H3-41 Coaches & certain 2018 – 2023 H3-45 VIP Motorhomes.
DEFECT DESCRIPTION
Automatic Fire Suppression System (AFSS)
On certain vehicles, the optical fire sensor could malfunction and wrongfully detect a fire. In this event, the Automatic Fire Suppression System (AFSS) may give false warning to the driver, command an unwarranted engine shutdown, and release chemical fire extinguishing agent in the engine compartment.
SAFETY RISK
An unexpected loss of drive power, caused by an unwarranted Automatic Fire Suppression System activation, can increase the risk of a crash without prior warning. A loss of drive power may also require a passenger evacuation in traffic and other potential hazards, which increases the risk of injuries.

IDENTIFICATION OF ANY WARNING THAT CAN PRECEDE
In some cases, the Automatic Fire Suppression System trouble light may be intermittently illuminated prior to the event. The driver will also receive a visible and audible alert prior to the engine shutdown.
REMEDY PROGRAM
When the solution is ready, Prevost will provide a repair procedure to remedy the affected vehicle population. All costs associated with this inspection & repair will be covered by Prevost.

PRE-NOTIFICATION REMEDIES
If you have previously paid for repairs as a result of this issue, you may be entitled to recovery of those expenses. Prevost Car US will reimburse the claimant by check for the reasonable amount paid for repairs (i.e. the cost of parts, labor, disposal fees and taxes) that addressed the defect as stated in the safety recall notification. To qualify, repairs must have been completed no earlier than one year prior to the release of the recall and no later than 10 days after the release of the recall mailing of the initial customer notification letter pertaining to the recall. To get reimbursed, please file an online warranty claim following normal Campaign procedures if you are a registered customer, otherwise, contact the Prevost Warranty Department at 1-866-870-2046 for reimbursement instructions.
REIMBURSEMENT OF PRE-NOTIFICATION REMEDIES
When a Prevost vehicle is affected by a safety recall and the owner/purchaser (claimant)

has the safety-related defect or FMVSS regulatory noncompliance remedied at their own expense prior to receiving the manufacturer notification of the safety recall, Prevost Car (US) Inc. will reimburse the owner/purchaser for the reasonable amount paid (i.e. the cost of parts, labor, disposal fees and taxes) that addressed the safety-related defect or FMVSS regulatory noncompliance as described in the safety recall notification. To qualify, repairs must have been completed no earlier than one year prior to the release of the safety recall (notification to the government) and no later than 10 days after the last mailing of the initial customer notification letter pertaining to the recall. SAFETY PRECAUTIONS
• Eye protection should always be worn when working in a shop.
• Rules for Personal Protection Equipment should always be respected. Wear your PPE including but not limited to the following:

PROCEDURE
DANGER
Park vehicle safely, apply parking brake, stop the engine. Prior to working on the vehicle, set the ignition switch to the OFF position and trip the main circuit breakers equipped with a trip button. On Commuter type vehicles, set the battery master switch (master cut-out) to the OFF position.
Lockout & Tag out (LOTO) must be performed during set-up, maintenance or repair activities. Refer to your local procedure for detailed information regarding the control of hazardous energy.

1. Cut the vehicle electrical power.
• Trip the CB2 and CB6 resettable breakers (rear junction box).
• Disconnect the vehicle AFSS extinguisher.
• Make sure that the AFSS control panel in the driver’s area is off and not showing any lights.
2. Locate the lower AFSS optical sensor in the engine compartment (recent H3 model shown).
NOTE : On older models, the sensor is located on the same side but lower near the bumper curve.

3. Remove the sensor from the support bracket.
• Remove screws and nuts
• Do not discard hardware
4. Inspect the backside of the sensor looking for sign of corrosion at the cover seam.
*** USE THE SENSOR REPLACEMENT GUIDE AT THE END OF THIS PROCEDURE TO HELP BAD SENSOR IDENTIFICATION ***
• Look for excess of aluminum oxide, a white (sometimes greenish) dusty looking material.
• If aluminum oxide is found and it is touching the seam of the backside cover, the sensor must be replaced.
• Superficial black spots (small crater) are ok unless they create a noticeably deep crevice at the seam area.
AREA OF THE SENSOR BACKSIDE THAT MUST BE FREE OF CORROSION (WHITE ALUMINUM OXIDE POWDER)
5. If the sensor is corroded, it must be replaced. Unplug the sensor two connectors under the bracket.
• Remove all cable ties.
• Unplug the connectors.

• Return the sensor for warranty.

6. Clean the bracket mounting surface.
• Use cleaner/degreaser on a clean shop rag and scrub the bracket surface to remove road grime and oxidation.
• If the old sensor is going to be reinstalled, also clean the backside of the sensor.
NOTE : do not clean the front optical part of the sensor with strong degreaser or petroleum products.
7. Reinstall (or install a new sensor, as required) the sensor on the bracket adding the supplied 505045 nylon spacers between the sensor and the bracket.
• Reuse mounting hardware (screws and nyloc nuts).

8. With new sensor, reconnect and secure the two connectors with cable ties under the bracket.
9. Check for proper AFSS function.
• Reconnect the AFSS extinguisher.
• Reset the CB2 and CB6 circuit breakers.
• Start the vehicle.
• Make sure that the AFSS control panel in the driver’s area is showing a constant green light.
PARTS DISPOSITION
All replaced parts must be returned to Prevost according to the Return Shipping Instructions available on www.prevostcar.com (under service / warranty section) for full reimbursement. A copy of the warranty claim form must be enclosed with the shipment.

REMEDY PROGRAM
Prevost has released a repair procedure to remedy the affected vehicle population and will add nylon spacers under the sensor to prevent backside corrosion causing the malfunction. Any corroded sensor will also be replaced. The service and required parts will be provided free of charge.

Description of the Defect : On certain vehicles, the optical fire sensor could malfunction and wrongfully detect a fire. In this event, the Automatic Fire Suppression System (AFSS) may give false warning to the driver, command an unwarranted engine shutdown, and release chemical fire extinguishing agent in the engine compartment.

Description of the Safety Risk : An unexpected loss of motive power, caused by an unwarranted Automatic
Fire Suppression System activation, can increase the risk of a crash without prior warning. A loss of motive power may also require a passenger evacuation in traffic and other potential hazards, which increases the risk of injuries. Prevost has not received any reports of death or injury associated with this defect. Therefore, we consider this as a proactive measure to protect the public from the potential risk associated with this defect.
Description of the Cause : On all concerned vehicles, the optical fire sensor was repositioned from the engine compartment’s upper section to its lower section as part of a design change in 2017. Being positioned in the engine compartment’s lower section, the optical fire sensor is now further exposed to water, road salt, and other contaminants. 2022-10-07 One field report related to this issue involving one vehicle was received. The information contained in this report was submitted pursuant to 49 CFR §573 Part 573 Safety Recall Report 23V-126 Page 5 2022-10-21 Internal Prevost investigation was opened to identify the root cause and to determine if the issue is safety related. 2022-11-16 Case was presented on Volvo Product Safety Working Group (PSWG) to evaluate if there is a potential safety related issue. It was concluded that further investigation was required to complete the assessment. 2022-11-28 A failed sensor was sent to an external laboratory for exhaustive corrosion analysis. 2023-01-16 All field reports and warranty claims related to this issue were analyzed. Two other field reports related to this issue were reported. The first field report was received on 2019-11-28 and indicated that one MY2019 H3-45 experienced a false AFSS activation, most likely due to a corroded optical fire sensor. The report indicated that the same issue targeted five other H3-45. The second field report was received on
2022-06-24 and indicated that two MY2019 H3-45 experienced a false AFSS activation, potentially due to a Linear Thermal Detector malfunction. The investigation revealed that the false activation probably resulted from a corroded optical fire sensor. Four warranty claims related to this issue were received, all on MY2019 H3-45. The claims were received on 2020-01-27, 2020-01-30, 2020-02-05, and on 2022-04-28. Note: Two of these warranty claims were included in the field reports. 2023-01-24 Case was presented on Volvo PSWG. Decision made to raise the potential safety issue to Volvo Product Safety Committee (PSC) for review and determination. 2023-02-14 Internal campaign was launched to solve the issue on all vehicles in production before being delivered. 2023-02-23 Case was presented to Volvo PSC. It was concluded that there was a safety related defect and that a recall is needed. 2023-02-24 Safety Recall report submitted to authorities. Therefore, we consider this as a proactive measure to protect the public from the potential risk associated with this defect.
Description of the Cause : On all concerned vehicles, the optical fire sensor was repositioned from the engine compartment’s upper section to its lower section as part of a design change in 2017. It was concluded that further investigation was required to complete the assessment. 2022-11-28 A failed sensor was sent to an external laboratory for exhaustive corrosion analysis. 2023-01-16 All field reports and warranty claims related to this issue were analyzed. Two other field reports related to this issue were reported. The first field report was received on 2019-11-28 and indicated that one MY2019 H3-45 experienced a false AFSS activation, most likely due to a corroded optical fire sensor.
