Summary

Daimler Trucks North America, LLC (DTNA) is recalling certain 2020-2023 Freightliner 114SD, 2023 Freightliner 122SD, 2020 Western Star 4700, 2019-2022 Western Star 4900, 2019-2023 Freightliner Business Class M2, and 2021 Freightliner Cascadia vehicles. The vehicles are equipped with tires that are not compatible with their 8.25-inch rims. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 120, “Wheels and Rims-Other Than Passenger Cars.”

 

Remedy

Dealers will replace the tires, free of charge. Owner notification letters were mailed June 2, 2023. Owners may contact DTNA customer service at 1-800-547-0712. DTNA’s number for this recall is FL-962.

Subject: Tire and Wheel Combination Conformance

Models Affected:Specific model years 2019-2023 Freightliner

108SD, 114SD, 122SD, Business Class M2, and Cascadia; and Western Star 4700 and 4900 vehicles manufactured June 14, 2018, through June 6, 2022.

 

General Information

Daimler Truck North America LLC (DTNA), on behalf of its Freightliner Trucks Division, and wholly owned subsidiary, Western Star Truck Sales, Inc., has decided that a defect that relates to motor vehicle safety exists on the vehicles mentioned above.

On the affected vehicles, the tire/rim combination installed during manufacturing are not compatible with each other, which can result in reduced tire performance, increasing the risk of a crash.

A Daimler Truck North America authorized service facility will replace suspect tire/rim combinations with tires approved for this tire/rim combination. The Recall will take approximately four hours and will be performed free of charge.

There are approximately 65 vehicles involved in this campaign.

 

Additional Repairs

Dealers must complete all outstanding Recall and Field Service campaigns prior to the sale or delivery of a vehicle. A Dealer will be liable for any progressive damage that results from its failure to complete campaigns before sale or delivery of a vehicle.

Owners may be liable for any progressive damage that results from failure to complete campaigns within a reasonable time after receiving notification.

 

Work Instructions

Please refer to the attached work instructions. Prior to performing the campaign, check the vehicle for a completion sticker (Form WAR260).

Replacement parts are now available and can be obtained by ordering the kit and/or part number(s) listed below from your facing Parts Distribution Center.

Wheel and Tire Replacement

1. Check the base label (Form WAR259) for a completion sticker for FL962 (Form WAR260), indicating this work has been done. The base label is usually located on the passenger-side door, about 12 inches (30 cm) below the door latch. If a completion sticker is present, no work is needed. If a completion sticker is not present, proceed to the next step.

2. Park the vehicle on a level surface, shut down the engine, and set the parking brake. Chock the tires.

3. Remove and replace only the specific wheels and tires based on the applicable campaign population. See Table 1 to determine the wheels and tires to be replaced for each population.

WARNING
Never work under a vehicle that is supported only by a jack. Jacks can slip, which can result in serious personal injury, death, or component damage. Always support the vehicle with safety stands capable of supporting the weight of the vehicle.

4. Using a suitable jack, raise the axle that has tires that need to be replaced, then place safety stands under the axle. For instructions to raise and lower the vehicle, see Group 00 of the applicable workshop manual.

5. Remove the wheel and tire assembly. For instructions, see Group 40 of the applicable workshop manual.

6. Remove the tires from the wheels. For instructions, see Group 40 of the applicable workshop manual.

7. Discard the wheels and Destroy the tires. For instructions, see the Verified Tire Destruction procedure below.

8. Install the approved tires on the NEW wheels. For instructions, see Group 40 of the applicable workshop manual.

9. Balance the tire and wheel assemblies.

10. Install the wheel and tires assemblies. For instructions, see Group 40 of the applicable workshop manual.

11. Raise the vehicle, remove the safety stands, then lower the vehicle to the ground. For instructions to raise and lower the vehicle, see Group 00 of the applicable workshop manual.

12. Repeat steps 3 through 9 for replacement of wheels and tires on all the other wheels of the vehicle. For information regarding labor allowance, see Table 2 on page 3.

13. Proceed to the Verified Tire Destruction procedure.

 

Verified Tire Destruction

1. Locate the department of transportation (DOT) tire identification number (TIN) on each tire. See Fig. 1, Fig. 2, and Fig. 3.

IMPORTANT: The DOT TIN must be included in the ‘Repair Details’ section of the recall claim; failure to do so will result in an invalid claim.

2. Drill a 1±0.25 inch diameter hole in the sidewall of the tire, as shown in Fig. 4.

3. Drill another hole of the same diameter, 180 degrees away from the first hole, on the same side of the tire. See Fig. 5.

 

Label Replacement Procedure

Freightliner Cascadia Vehicles – NAFTA

Certification Label Replacement

1. Park the vehicle on a level surface, shut down the engine, and set the parking brake. Chock the tires.

2. Open the driver-side door, and locate the Federal Motor Vehicle Safety Standard (FMVSS) certification label, shown in Fig. 6, attached to the B-pillar. See Fig. 7.

3. Locate the FMVSS certification label. See Fig. 8 for the label location on the label sheet. Make sure the VIN on the current FMVSS certification label matches the VIN on the new FMVSS certification label.

NOTICE
Care should be taken while removing the label. Do not damage the paint.

4. Remove the current certification label by peeling the clear topcoat label off, and then remove the white base label.

5. Clean the adhesive residue from the label location.

6. Ensure that the area on the door is clean and dry, and then affix the new certification label with the correct GAWR on it.

7. Apply the new clear topcoat label over the new FMVSS certification label.

8. Clean a spot on the base label (Form WAR259), and attach a recall completion sticker for FL962 (Form WAR260), indicating this work has been completed.

 

Freightliner 108SD, 114SD, M2 106, and M2 112 Vehicles – U.S.

1. Park the vehicle on a level surface, shut down the engine, and set the parking brake. Chock the tires.

2. Open the driver-side door, and locate the Federal Motor Vehicle Safety Standard (FMVSS) certification label, shown in Fig. 9, attached to the B-pillar. See Fig. 10.

3. Locate the new FMVSS certification label. See Fig. 11 for the label location on the label sheet. Make sure the VIN on the current FMVSS certification label matches the VIN on the new FMVSS certification label.

NOTICE
Care should be taken while removing the label. Do not damage the paint.

4. Remove the current FMVSS certification label by peeling the clear topcoat label off, and then remove the white base label.

5. Clean the adhesive residue from the label location.

6. Ensure that the area on the B-pillar is clean and dry, then affix the new FMVSS certification label with the correct GAWR on it.

7. Affix a new clear topcoat label over the new FMVSS certification label.

8. If the vehicle was certified by a body builder based on the previous GAWR listed on the FMVSS certification label, it will need to be re-certified by the body builder based on the current GAWR rating.

9. Clean a spot on the base label (Form WAR259), and attach a recall completion sticker for FL962 (Form WAR260), indicating this work has been completed.

 

Western Star Vehicles – U.S. and Canada

1. Park the vehicle on a level surface, shut down the engine, and set the parking brake. Chock the tires.

2. Open the driver-side door, and locate the Federal Motor Vehicle Safety Standard (FMVSS) certification label, shown in Fig. 12, attached to the B-pillar. See Fig. 13.

3. Locate the new FMVSS certification label. See Fig. 14 for the label location on the label sheet. Make sure the VIN on the current FMVSS certification label matches the VIN on the new FMVSS certification label.

NOTICE
Care should be taken while removing the label. Do not damage the paint.

4. Remove the current FMVSS certification label by peeling the clear topcoat label off, and then remove the white base label.

5. Clean the adhesive residue from the label location.

6. Ensure that the area is clean and dry, then affix the new FMVSS certification label with the correct GAWR on it.

7. Affix a new clear topcoat label over the new FMVSS certification label.

8. If the vehicle was certified by a body builder based on the previous GAWR listed on the FMVSS certification label, it will need to be re-certified by the body builder based on the current GAWR rating.

Chronology :

On December 6, 2022 DTNA was made aware of a potential tire rim mismatch through an internal checking process; no reports of issues nor accidents were reported in the field. DTNA started an investigation right away, and it was discovered that the tires installed on the affected population were not on the approved manufacturer’s list when used in conjunction with 8.25″ rims. Upon determining the existence of a noncompliance, on December 12, 2022 DTNA decided to conduct a non-compliance recall.
